HomeMy WebLinkAbout86-30 - Resolutions RESOLUTION NO. 86-30 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING DESIGN REVIEW AND TENTATIVE TRACT MAP NO. 12420 WHEREAS, Tentative Tract Map No. 12420 hereinafter "Map" submitted by Pat Favorite, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as the development of 110 single-family attached units on 14.3 acres of land in the Low Medium Residential District (4-8 du/ac) , located at the northwest corner of 6th Street and Hellman Avenue into 110 lots, regularly came before the Planning Commission for public hearing and action on February 26, 1986; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 12420 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. SECTION 2: Tentative Tract Map No. 12420, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: Design Review: 1. Material sample board shall be submitted to the City Planner for review and approval prior to issuance of building permits. 2. All fencing details and perimeter wall design shall be submitted to the City Planner for review and approval prior to issuance of building permits. Any wood fencing shall be water sealed or stained. 3. Special landscaped statement (i .e. accent trees and shrubs, flowering ground cover, and rockscape treatment) shall be provided at all project entries and at 7th and Hellman and 6th and Hellman. 4. Security gate details and project directory sign details shall be submitted to the City Planner for review and approval prior to issuance of building permits. 5. All pedestrian linkages into centralized open space shall be delineated by accent trees and shrubs. 6. Final landscaping plan with unifying theme shall be submitted to the City Planner for review and approval prior to issuance of building permits. 7. A decorative perimeter wall or fence shall be provided along Cucamonga Creek Channel to the satisfaction of the City Planner. 8. A detailed lighting plan to include both high and low level lighting shall be submitted to the City Planner for review and approval prior to issuance of building permits. 9. Dense landscaping, 15 gallon trees (20' on center) and shrubs shall be provided along entire west property line. 10. 10' wide texturized paving treatment (i .e. brick pavers) across circulation aisle as shown on site plan shall be provided. All guest parking spaces shall be identified subject to City Planner review and approval prior to issuance of building permits. 12. Columnar trees/shrubs shall be planted between and flanking all garage doors. 13. Six (6) mature Palm trees along Hellman Avenue shall be saved and re-located elsewhere within project site, subject to the approval of a tree removal permit by City Planner prior to issuance of a rough grading permit. Tentative Tract: 1. The applicant shall pay an in-lieu fee for undergrounding existing overhead utilities fronting Hellman Avenue and 6th Street for overhead utility lines (except for 66 K.V. and larger electrical) prior to building permit issuance or tract recordation whichever occurs first. Said fee shall be one-half the cost for undergrounding the overhead utility lines on Hellman Avenue for the length of the project frontage. On 6th Street, the cost of undergrounding the overhead utility lines existing on both sides of the street shall be combined and the in- lieu fee shall be one-half the combined amount. 2. The access location on 6th Street, although undesirable from a traffic standpoint, is a necessity for this project at this time, and shall be constructed with Phase I of the project, because both 7th Street and Hellman Avenue are subject to closure due to flooding. Upon the future installation of flood protection measures for Hellman Avenue, the 6th Street access shall be removed and replaced with an emergency only access. The project CC&Rs shall contain language to insure that this access modification is accomplished at the homeowner' s expense at a future date when required by the City. 3. An access location for the project shall be provided to Hellman Avenue. The access shall be constructed with the initial phase of development, if it can be so designed to maintain a flood barrier along Hellman Avenue. If not, the project CC&Rs shall contain language to insure that this access is constructed at the homeowner's expense at a future date (after flood protection measures have been completed for Hellman Avenue) when required by the City.
