HomeMy WebLinkAbout87-52 - Resolutions RESOLUTION NO. 87-52 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 13270 WHEREAS, Tentative Tract Map No. 13270, hereinafter "Map" submitted by Lewis Homes, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as 24. 19 acres in the Medium-High Residential District (14-24 dwelling units per acre) within the Terra Vista Planned Community, located at the northwest corner of Millken Avenue & Church Street into 1 lot for condominium purposes, regularly came before the Planning Commission for public hearing and action on April 8, 1987; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 13270 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. Resolution No. Tentative Tract 13270 April 8, 1987 Page 2 (g) The Tree Removal Permit requested as a part of this application is consistent with Ordinance No. 275. (h) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. SECTION 2: Tentative Tract Map No. 13270, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION 1. Decorative, texturized pavement shall be provided at all driveway entrances and pedestrian crossings across driveways. Final details and locations shall be included on the landscape and irrigation plans, subject to review and approval by the Planning Division. 2. All trash enclosures shall be provided with overhead lattice work or similar shaded structure to satisfaction of the City Planner. 3. Final details of the garages shall be included in construction drawings for review and approval by the Planning Division. 4. All retaining walls shall be constructed of decorative block, subject to review and approval by the Planning Division. 5. Final design details of the perimeter walls located at the west and north tract perimeters, including a locking gate, shall be included as part of the landscape/irrigation plans, subject to the review and approval of the Planning Division. 6. Low level lighting shall be provided in all open space areas and along the greenway trail . Design details shall be included a the detailed lighting plan subject to review and approval of both the Planning Division and Sheriff' s Department. 7. All outdoor mailbox locations shall be provided with a solid overhead structure and appropriate lighting. The final design of any free standing structure shall be compatible with the building architecture and shall be included in the construction drawings, subject to the review and approval of the Planning Division. 8. An enclosed tot lot with active play equipment shall be provided at each pool area. Location and design details shall be included in the landscape/irrigation plans, subject to the review and approval of the Planning Division. Resolution No. Tentative Tract 13270 April 8, 1987 Page 3 9. The primary source of heating for both pools shall be solar energy. 10. Construction details of the recreation building and/or shade structures (with solar panels) shall be included in the construction drawings, subject to the review and approval of the Planning Division. 11. An acoustic study shall be prepared to the satisfaction of the City Planner that specifies what steps, if any, are necessary to achieve site conformance with City established noise levels, prior to the issuance of building permits. 12. The Milliken Avenue and Church Street parkways shall incorporate mounding to achieve an undulating parkway to enhance the overall quality of the streetscape. 13. The parkway at the Milliken Avenue/Church Street intersection shall be designed with an extensive amount of mounding and undulation and planted with an intensified landscaping program to function as a visual accent. 14. A second pedestrian connection shall be provided across the driveway north of the Elm Avenue entrance to enhance the project's orientation with the greenway trail system. Also, at least two access points shall be provided from the project site to the trail . ENGINEERING DIVISION 1. Milliken Avenue shall be constructed from Base Line Road to Foothill Boulevard with the first phase of development, as follows: a. Full improvements for both roadbeds; b. Full median with landscaping; and c. Sidewalk, street lights and parkway landscaping beyond the tract boundary may be deferred until development of the adjacent property. 2. Elm Avenue shall be constructed from Spruce Avenue to Church Street with the first phase of development as follows: a. Full improvements on the east side of the centerline adjacent to the tract boundary with a minimum 13 foot wide pavement on the west side of the centerline; Resolution No. Tentative Tract 13270 April 8, 1987 Page 4 b. A minimum 26 foot wide pavement centered within a 40 foot wide dedicated right-of-way beyond the tract boundary; c. Drainage control devices such as paved ditches, A.C. berms or curbs shall be installed as approved by the City Engineer. 3. Church Street shall be constructed from Milliken Avenue to Elm Avenue with the first phase of development as follows: a. Full improvements for the north roadbed; b. Full median with landscaping; c. A minimum 18 foot wide pavement for the south roadbed; and d. Drainage control devices such as paved ditches, A.C. berms or curbs shall be installed as approved by the City Engineer. 4. a. The following storm drain facilities shall be constructed prior to occupancy (per the Terra Vista Master Plan of Drainage): 1. Storm Drain Line 1 from Deer Creek Channel to the subject property; 2. Park Basin #2 located at the northwest corner of Church Street and Elm Avenue; and 3. Storm Drain Line 2-2 along Elm Avenue. OR b. Provide an alternate method of drainage disposal as approved by the City Engineer. The method and related plans shall be approved prior to recordation of the Final Map or issuance of grading and/or building permits. APPROVED AND ADOPTED THIS 8TH DAY OF APRIL, 1987.
