HomeMy WebLinkAbout87-107 - Resolutions RESOLUTION NO. 87-107 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 13367 WHEREAS, Tentative Tract Map No. 13367, hereinafter "Map" submitted by Pennhill Land Co. , applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as a development of a 19 lot single family subdivision on 6.87 acres of land in the Low Residential District (2-4 dwelling units per acre) located west of the intersection of Amethyst Street and Highland Avenue - APN: 201-711-01, 02, 03 into 19 lots, regularly came before the Planning Commission for public hearing and action on May 13, 1987; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 13667 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. Tentative Tract 13367 - Pennhill Development July 8, 1987 Page 2 (g) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. SECTION 2: Tentative Tract Map No. 13367 a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: Planning Division: 1. Applicant shall submit an acoustical study prior to issuance of building permits, which indicates mitigation measures to achieve interior 45 CNEL maximum. Construction plans shall conform to the recommendations of said report. 2. Material samples shall be submitted to the City Planner for approval prior to issuance of building permits. 3. Landscaping and irrigation, including street trees, shrubs and ground cover, is required. Detail landscaping plan shall be submitted to the City Planner for approval prior to issuance of building permits. 4. An eight and six foot masonry block wall with decorative cap shall be provided along south and east property lines, respectively. 5. Architectural treatment shall be provided to all corner units and units subject to public views. 6. Six foot high decorative masonry return wall shall be provided along the southside of Lot 17 and northside of Lot 19. 7. Six foot high decorative masonry perimeter wall shall be provided along the entire north property line. 8. Floor plan #120 is to be used on Lot 2 with modifications for a side-on garage with access off of Highland Avenue shall be reviewed and approved by the City Planner prior to issuance of building permits. 9. Floor plan #110 shall be used on Lot 4. 10. Proposed 2 to 1 slopes along the east side of Lot 19 shall be filled in and 4' of wrought iron fencing be provided at the top of wall . 11. The 6' wide parkway along the southside of Highland shall be provided with drought tolerant varieties of trees, shrubs of various sizes, ground cover, and rockscape. The landscape plans shall be reviewed and approved by the City Planner prior to the issuance of building permits. PLANNING COMMISSION RESOLUTION NO. Tentative Tract 13367 - Pennhill Development July 8, 1987 Page 3 12. A special landscape treatment shall be provided at the project entrance off Amethyst. The landscape plans shall be reviewed and approved by the City Planner prior to the issuance of building permits. 13. All walls within the project shall be coordinated for consistency. The walls shall be shown on the final landscape plan which is subject to review and approval by the City Planner prior to issuance of building permits. Engineering Division: 1. Hellman Avenue - An in-lieu fee as contribution to the future undergrounding of the existing overhead utilities (telecommunications) on the opposite side of Hellman Avenue shall be paid to the City prior to recordation of the final map. The fee shall be one-half the City adopted unit amount times the length from the centerline of MWD right-of-way to the centerline of the future State Highway Route 30 right-of-way. 2. Amethyst Avenue - An in-lieu fee as contribution to the future undergrounding of the existing overhead utilities (telecommunications and electrical ) on the opposite side of Amethyst Avenue shall be paid to the City prior to recordation of the final map. The fee shall be one-half the City adopted unit amount times the length from the centerline of MWD right- of-way to the centerline of the future State Highway Route 30 right-of-way. 3. The existing overhead utility service to Lot 19 shall be undergrounded in accordance with the utility standards, prior to occupancy of the first house within the tract. 4. The developer shall coordinate the design and construction of Amethyst Avenue with the City's Capital Improvement Project located between 19th Street and Highland Avenue to the satisfaction of the City Engineer. 5. Notice of intention to form and/or join the Lighting and Landscaping District shall be filed with the City Council prior to recordation of the map or issuance of building permits, whichever occurs first. 6. The driveway for Lot 19 shall be relocated to take access from "A" Street or as otherwise approved by the City Engineer. 7. An easement and permits shall be obtained from the Metropolitan Water District for any work within their right-of-way prior to recordation of the final map. 8. The plans for all work along the tract's southern boundary shall be submitted to CalTrans for review and approval prior to recordation of the final map. • PLANNING COMMISSION RESOLUTION NO.
