HomeMy WebLinkAbout87-111 - Resolutions RESOLUTION NO. 87-111 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 13318 AND DESIGN REVIEW THEREOF WHEREAS, Tentative Tract Map No. 13318, hereinafter "Map" submitted by Mayflower Homes, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as a residential subdivision of 5 acres into 18 single family lots on the southeast corner of Hermosa Avenue and Manzanita Drive, regularly came before the Planning Commission for public hearing and action on July 8, 1987; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 13318 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. (g) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. PLANNING COMMISSION RESOLUTION NO. Tentative Tract 13318 - Mayflower July 8, 1987 Page 2 SECTION 2: Tentative Tract Map No. 13318, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: Design Review: 1. A six foot high decorative block wall shall be provided on all four perimeter boundaries. The wall shall be designed to be compatible with the walls for Tract 10827 located to the north and east. The wall details shall be shown on the landscape plans which shall be reviewed and approved by the City Planner prior to the issuance of building permits. 2. Wood trim or plant-ons with stucco over shall be provided around all windows. 3. The dwelling units shall be designed with a bonus room and/or variation in the placement of single and double garage doors. The bonus room shall incorporate windows or some other architectural feature to provide visual relief on the front elevation. The revised plans shall be reviewed and approved by the City Planner prior to the issuance of building permits. 4. Additional use of brick shall be incorporated into those units that are proposing brick on the garage facade. The additional brick work shall be used between the single and double garage door, across the front of the living area, and on the chimneys. The revised plans shall be reviewed and approved by the City Planner prior to the issuance of building permits. 5. Additional dedication shall be required at the northeast corner of the site. The area shall be landscaped to provide a smoother transition with the landscape area to the east. The revised tract map shall be reviewed and approved by the City Planner prior to recordation of the final map. 6. Two-car drive approaches shall be provided at the street flaring out to a three-car driveway within the lot where sufficient setback is available. The revised plans shall be reviewed and approved by the City Planner prior to the issuance of building permits. Engineering: 1. The existing overhead utilities (telecommunications and electrical ) on the project side of Hermosa Avenue shall be undergrounded from the first pole on the north side of Manzanita Drive to the first pole south of the project boundary prior to public improvement acceptance or occupancy, whichever occurs first. Reimbursement of one-half the adopted cost of undergrounding from future development as it occurs on the opposite side of the street is not feasible because the property is presently developed. The Alta Loma Basins, located to the south of the site, shall be excavated to provide sufficient storm water retention to off-set the increased run-off generated by the development or an in-lieu fee shall be paid to the City prior to recordation of the final map. 3. Notice of intention to form and/or join the lighting and landscaping district shall be filed with the City Council prior to recordation of the map or issuance of building permits, whichever occurs first.
