HomeMy WebLinkAbout87-171 - Resolutions RESOLUTION NO. 87-17; A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION RECOMMENDING APPROVAL OF A REQUEST TO AMEND THE LAND USE MAP OF THE GENERAL PLAN, GPA 87-04C, FROM FLOOD CONTROL AND FUTURE HIGH SCHOOL TO LOW-MEDIUM RESIDENTIAL (4-8 DWELLING UNITS PER ACRE) FOR APPROXIMATELY 63.7 ACRES OF LAND LOCATED ON THE SOUTHWEST CORNER OF MILLIKEN AVENUE AND BANYAN STREET, RANCHO CUCAMONGA, CALIFORNIA AND MAKE FINDINGS IN SUPPORT THEREOF. A. Recitals. (i ) Ahmanson Development has filed an application for the General Plan Amendment No. 87-04C as described in the title of this Resolution. Hereinafter in this Resolution, the subject General Plan Amendment request is referred to as "the application". (ii ) On September 23, 1987, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. (iii ) All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Commission during the above-referenced public hearing on September 23, 1987, including written and oral staff reports, together with public testimony, this Commission hereby specifically finds as follows: (a) The application applies to the approximate 63.7 acres of land basically rectangular in configuration, located at the southwest corner of Milliken Avenue and Banyan Street. Said property is currently designated as Flood Control and future high school site on the Land Use Map of the General Plan and is presently vacant, unimproved land; and (b) The property to the north of the subject site is designated Flood Control on the Land Use Map of the General Plan and is presently vacant, unimproved land, the property to the south of the subject site is designated Medium-High Residential (14-24 dwelling units per acre) and Neighborhood Commercial on the Land Use Map of the General Plan and consists of Single Family Residential and vacant, unimproved land, the property to the east is designated Low Residential (2-4 dwelling units per acre) on the Land Use Map of the General Plan and consists of Single Family PLANNING COMMISSION RESOLUTION NO. September 23, 1987 Page 2 Residential (Caryn Planned Community) and vacant, unimproved land, and the property to the west is designated Flood Control Low-Medium Residential (4-8 dwelling units per acre) and Medium Residential (8-14 dwelling units per acre) on the Land Use Map of the General Plan and is presently vacant, unimproved land. 3. This Commission hereby finds and certifies that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970 and, further, this Commission hereby recommends issuance of a Negative Declaration. 4. Based upon the findings and conclusions set forth in paragraph 1, 2 and 3 above, this Commission hereby resolves as follows: (a) That pursuant to Section 65300 to 65362 of the California Government Code, that the Planning Commission of the City of Rancho Cucamonga hereby recommends approval on the 23rd day of September, 1987, General Plan Amendment No. 87-04C. (b) The Planning Commission hereby recommends that the City Council approve and adopt General Plan Amendment No. 87-04C. (c) That a Certified Copy of this Resolution and related material hereby adopted by the Planning Commission shall be forwarded to the City Council . 6. The Deputy Secretary to this Commission shall certify to the adoption of this Resolution. APPROVED AND ADOPTED THIS 23RD DAY OF SEPTEMBER, 1987.
