A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
RECOMMENDING APPROVAL OF INDUSTRIAL AREA SPECIFIC PLAN
(I.S.P. ) AMENDMENT 87-04 TO ELIMINATE CLEVELAND AVENUE
NORTH OF 7TH STREET
A. Recitals.
(i ) General Dynamics has filed an application for an Industrial
Specific Plan Amendment No. 87-04, as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Specific Plan
Amendment request is referred to as "the application".
(ii ) On January 13, 1988, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and concluded said hearing on that date.
(iii ) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on January 13, 1988, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The application applies to property located at the
southeast corner of 8th Street (vacated) and Cleveland Avenue, and is
presently vacant; and
(b) The property to the north of the subject site is developed
with industrial uses, and is provided access from Vincent Avenue; and
(c) The property to the south and east of the site is currently
vacant, is owned by the applicant, and will have access and circulation
patterns master planned and completed as development occurs; and
(d) The property to the west is partially developed with a
manufacturing use, which is provided access from Toronto Avenue, a cul-de-sac
street.

3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the subject property is suitable for the
uses permitted within the district in terms of
access, size, and compatibility with existing
land uses in the surrounding area; and
(b) That the proposed Specific Plan Amendment would
not have significant impact on the environment
nor the surrounding properties; and
(c) That the proposed Specific Plan Amendment is in
conformance with the General Plan.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby recommends issuance
of a Negative Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2 and 3 above, this Commission hereby resolves as follows:
(a) That pursuant to Section 65850 to 65855 of the
California Government Code, that the Planning
Commission of the City of Rancho Cucamonga hereby
recommends approval on the 13th day of January,
1988, Industrial Area Specific Plan Amendment No.
87-04.
(b) The Planning Commission hereby recommends that the
City Council approve and adopt Industrial Area
Specific Plan Amendment No. 87-04
(c) That a Certified Copy of this Resolution and related
material hereby adopted by the Planning Commission
shall be forwarded to the City Council .
6. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.
APPROVED AND ADOPTED THIS 13TH DAY OF JANUARY, 1988.

I, Brad Buller, Deputy Secretary of the Planning Commission of the City of
Rancho Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 13th day of January, 1988, by the following vote-to-wit:
