A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA APPROVING MODIFICATION TO
CONDITIONAL USE PERMIT NO. 87-26 FOR THE REHABILITATION
OF THE EXISTING WINERY AND STILL BUILDINGS FOR OFFICE,
RETAIL AND RESTAURANT USES WITHIN THE THOMAS WINERY PLAZA
LOCATED AT THE NORTHEAST CORNER OF FOOTHILL BOULEVARD AND
VINEYARD AVENUE IN THE SPECIALTY COMMERCIAL DISTRICT, AND
MAKING FINDINGS IN SUPPORT THEREOF - APN: 208-101-10 AND

A. Recitals .
(i ) Sanderson, Ray & Petry/OAS has filed an application for a
modification to Conditional Use Permit No. 87-26 as described in the title of
this Resolution. Hereinafter in this Resolution, the subject Conditional Use
Permit request is referred to as "the application".
(ii ) On the 14th of March, 1990, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
(iii ) All legal prerequisites prior to the adoption of this
Resolution have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1 . This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on March 14, 1990, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The application applies to property located at the
northeast corner of Foothill Boulevard and Vineyard Avenue with a street
frontage of 1 ,845 feet and lot depth of 795 feet and is presently improved
with retail buildings; and
(b) The property to the north of the subject site is single
family homes, the property to the south is partly vacant and partly developed
with a liquor store, the property to the east is an existing shopping center,
and the property to the west is an existing roller rink with restaurant.

(c) The proposed rehabilitation of the Winery and Still
buildings would further implement the Foothill Boulevard Specific Plan.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the proposed use is in accord with the General Plan,
and the Foothill Boulevard Specific Plan, the objectives of the Development
Code, and the purposes of the district in which the site is located.
(b) That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public health , safety, or
welfare, or materially injurious to properties or improvements in the
vicinity.
(c) That the proposed use complies with each of the applicable
provisions of the Development Code and the Foothill Boulevard Specific Plan .
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and , further, this Commission has issued a Negative
Declaration on January 27, 1988.
5. Based upon the findings and conclusions set forth in paragraphs
1 , 2, 3, and 4 above, this Commission hereby approves the application subject
to each and every condition set forth below and incorporated herein by this
reference.
Planning Division
1 . All pertinent conditions as contained in Resolution Nos.
88-17, 88-17A, and 88-17B shall apply.
2. The roof material shall be of wood shake. A full sample
of the wood shake shall be submitted for Design Review
Committee review and approval prior to issuance of
building permits for the rehab work.
3 . Any ground mounted equipment such as, but not limited to,
a/c units, shall be screened with a combination of
decorative walls and landscaping.
4. Certain kitchen equipment, such as a grease hood, may be
allowed to extend from the roof. However, it shall be
kept to a minimum subject to Design Review Committee
review and approval . In addition, the developer shall
submit two alternative screening methods using a dormer
design or other agricultural style design element for

Design Review Committee review and approval prior to
issuance of any permits. The City Planner, on a site
inspection, may require the developer to use one of the
approved screening methods for screening the roof
equipment/projection prior to the release of occupancy for
the Winery and/or Still Building .
5 . The proposed drought-tolerant plant palette in front of
the original Winery Building (the Adobe portion) is
acceptable. If these plant materials are to be extended
around the entire Winery Building, then it shall be
brought back to Design Review Committee for review and
approval prior to issuance of building permits.
6 . The heavy redwood outdoor furnishings are acceptable as a
concept. Detailed design of all hardscape shall be
submitted to the Design Review Committee for review and
approval prior to issuance of building permits.
7. Signs .
a. A low profile freestanding monument sign identifying
the winery as the oldest winery in California is
acceptable. The final design shall be subject to
Design Review Committee review and approval prior to
issuance of any sign permits.
b. The size of the wall sign on the west elevation shall
be reduced subject to Design Review Committee review
and approval prior to issuance of any sign permits.
c . The south and north elevations of the Still Building
shall maintain the Winery logo sign as originally
approved. The lineal signs on the east and west
elevations are acceptable. Final design and sign area
shall be subject to Design Review Committee review and
approval prior to issuance of any sign permits.
8 . The wall mounted equipment, such as gas meters, shall be
relocated to the north side and screened subject to City
Planner review and approval , prior to issuance of building
permits.
9. The light fixtures underneath the roof eaves on the west
elevation shall be eliminated.
10. All existing and new doors, windows, etc. , must be
sensitive to, and incorporate, the historic patterns,
materials, color, and style. Detailed plans of the doors
and the windows , etc. , shall be submitted for Design
Review Committee review and approval prior to issuance of
any permits .

11 . A detailed exterior lighting plan for the Winery and Still
buildings and the parking lot in front of the Winery shall
be submitted for City Planner review and approval prior to
issuance of building permits. The detailed lighting plan
shall address the adequacy of lighting up the Winery and
Still buildings and the parking lot using special
techniques of uplighting and downlighting and without
using freestanding light fixtures.
12. Approval shall expire unless extended by the Planning
Commission, if building permits are not issued or approved
use has not commenced within 24 months from the date of
approval .
Engineering Division
1 . The gas meters and sprinkler valve on the west side of the
building shall not be located within the public right-of-
way or sidewalk easement. Relocation of the gas meters
shall be approved by the City Planner and the City
Engineer.
2. The doors on the west side of the building shall not
extend into the public right-of-way or sidewalk easement
when opened. Also, the proposed eating area will not be
allowed within the public right-of-way or sidewalk area.
3. An encroachment permit for the arbor that extends into the
public right-of-way on Vineyard Avenue shall be recorded
prior to issuance of a building permit.
4. All outstanding Conditions of Approval for CUP 89-26
(Planning Commission Resolution No. 88-17) for Public
improvements shall be completed and accepted by the City
prior to issuance of building permits.
6. The Secretary to this Commission shall certify to the adoption
of this Resolution.
