A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
APPROVING DEVELOPMENT DISTRICT AMENDMENT NO. 88-03,
REQUESTING A PRE-DISTRICT (PREZONE) DESIGNATION TO LOW
RESIDENTIAL LOCATED NORTH OF HIGHLAND AVENUE, SOUTH OF
SUMMIT AVENUE EXTENSION, EAST OF THE DAY CREEK UTILITY
CORRIDOR, AND WEST OF THE COUNTY/CITY BOUNDARY - APN:
225-161-19, 32, 33, 34, 35, 36, 37, 38, 49, 53, 55, AND
61
A. Recitals.
(i ) Pulsar Development Company has filed an application for the
Development District Amendment No. 88-03 as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Development District.
Amendment request is referred to as "the application".
(ii ) On April 27, 1988, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and concluded said hearing on that date.
(iii ) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on April 27, 1988, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The application applies to approximately 51 acres of land,
basically a sideways "U" configuration, located north of Highland Avenue,
south of Summit Avenue extension, east of the Day Creek utility corridor, and
west of the County/City boundary and is presently undeveloped. Said property
is currently designated as County of San Bernardino "Special Development"
(Residential , Single Family) ; and
(b) The property to the north of the subject site is
designated as County of San Bernardino "Special Development" (Residential ,
Single Family) and is primarily vacant with the exception of a small Cucamonga
County Water District pump station. The property to the west is designated
County of San Bernardino "Special Development" (Residential , Single Family)
(Multiple-Family Residential District) and is primarily vacant with the
exception of two (2) single family houses. The property to the east is
designated Very Low Residential (Etiwanda Specific Plan) and is currently
undeveloped. The property to the south is designated Low Residential
(Victoria Planned Community) and is developed with single family homes; and

(c) This prezoning will provide for development within the
district in a manner consistent with the General Plan and with related
development; and
(d) This prezoning is consistent with the objectives of the
Development Code of the City of Rancho Cucamonga; and
(e) This prezoning would not have a significant impact on the
environment nor the surrounding properties and that a Negative Declaration be
issued.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraph 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the subject property is suitable for the
uses permitted in the proposed district in
terms of access, size, and compatibility with
existing land use in the surrounding area; and
(b) That the proposed pre-zone would not have
significant impact on the environment nor the
surrounding properties; and
(c) That the proposed pre-zone is in conformance
with the General Plan.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby recommends issuance
of a Negative Declaration.
5. Based upon the findings and conclusions set forth in paragraph
1, 2 and 3 above, this Commission hereby resolves as follows:
(a) That pursuant to Section 65850 to 65855 of the
California Government Code, that the Planning
Commission of the City of Rancho Cucamonga hereby
recommends approval on the 27th day of April , 1988,
Development District Amendment No. 88-03.
(b) The Planning Commission hereby recommends that the
City Council approve and adopt Development District
Amendment No. 88-03 for that property described as
the "project site" and the "extended site", and
attached as part of this Resolution hereof.
(c) That a Certified Copy of this Resolution and related
material hereby adopted by the Planning Commission
shall be forwarded to the City Council .

p 6. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.
