A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
MODIFYING DEVELOPMENT REVIEW NO. 88-20, A PREVIOUSLY
APPROVED MASTER PLAN CONSISTING OF 35 PARCELS ON 97.96
ACRES OF LAND IN THE GENERAL INDUSTRIAL AND INDUSTRIAL
PARK DISTRICTS, SUBAREAS 11 AND 12 OF THE INDUSTRIAL
SPECIFIC PLAN, LOCATED BETWEEN 4TH AND 6TH STREETS AND
PITTSBURGH AND BUFFALO AVENUES AND MAKING FINDINGS IN
SUPPORT THEREOF - APN: 229-263-22 THROUGH 27 .
A. Recitals.
(1 ) Mission Land Company has filed an application for a
modification to Development Review No. 88-20 as described in the title of this
Resolution. Hereinafter, in this Resolution, the subject Development Review
modification is referred to as "the application."
( ii) On the 25th of April , 1990, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
( iii ) All legal prerequisites prior to the adoption of this
Resolution have occurred .
B. Resolution.
NOW, THEREFORE, it is hereby found, determined , and resolved
by the Planning Commission of the City of Rancho Cucamonga as follows:
1 . This Commission hereby specifically finds that all of the
facts set forth in the Recitals, Part A, of this Resolution are true and
correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced meeting on April 25 , 1990, including written and
oral staff reports, together with public testimony, this Commission hereby
specifically finds as follows :
(a) The application applies to property between 4th and 6th
Streets and Pittsburgh and Buffalo Avenues , with street frontage of 1 ,640 feet
along 6th Street, 2,630 feet along Buffalo Avenue, and 1 ,720 feet along 4th
Street, and is presently improved with 3 industrial buildings, sidewalks ,
curb, and gutter; and

(b) The property to the north is developed with
industrial/research and development facilities , the property to the south of
the site consists of vacant land; the property to the east is mostly vacant
and is developed with industrial buildings ; and the property to the west
includes industrial buildings and vacant land ; and
(c) The condition requiring the relocation of buildings on
Parcels 31 and 35 adjacent to the street with the parking areas behind the
buildings would require passenger cars and semi-truck trailers to access the
property at the same points of ingress/egress, thereby increasing the
potential for on-site traffic conflicts.
(d) The proposed project includes the following design features
to address concerns with the streetscape appearance:
I . Intensified landscaping and berming along the 6th Street
frontage;
2. Articulation of the north elevation ;
3. Special treatment to create a focal point at the corner
of 6th Street and Buffalo;
4. Grading the parking lot lower than the public street by
as much as 5 feet.
3. Based upon the substantial evidence presented to this
Commission during the above-referenced public hearing and upon the specific
findings of facts set forth in Paragraphs 1 and 2 above, this Commission
hereby finds and concludes as follows :
(a) That the proposed modification is in accord with the
General Plan.
(b) That the proposed modification is in accord with the
objectives of the Industrial Specific Plan and the purposes of the district(s)
in which the site is located ; and
(c) That the proposed modification, together with the
conditions applicable thereto, will not be detrimental to the public health,
safety, or welfare or materially injurious to properties or improvements in
the vicinity.
(d) That the proposed modification complies with each of the
applicable provisions of the Industrial Specific Plan.

4. Based upon the findings and conclusions set forth in
Paragraphs 1 , 2 and 3 above, this Commission hereby approves the application
by deleting Planning Division Condition Number 9 as contained in Resolution
No. 88-184 adopted by the Planning Commission on September 14, 1988.
5. The Secretary to this Commission shall certify to the
adoption of this Resolution.
