A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING MODIFICATION TO
DEVELOPMENT REVIEW 88-36, THE DELETION OF RAILROAD SPUR
SERVICE TO PARCEL 24, THE INCREASE IN THE AMOUNT OF ON-
SITE INUNDATION AREAS, AND THE ADDITION OF AN ON-SITE
RETENTION BASIN FOR THE PROJECT LOCATED ON THE SOUTH SIDE
OF ARROW ROUTE AND MILLIKEN AVENUE - APN: 229-111-23,
AND MAKING FINDINGS IN SUPPORT THEREOF
A. Recitals.
(i ) O'Donnell , Armstrong, Brigham & Partners has filed an
application for the approval of Development Review No. 88-36 (modification) as
described in the title of this Resolution. Hereinafter in this Resolution,
the subject Development Review request is referred to as "the application".
(ii ) On the 14th day of June, 1989, the Planning Commission of the
City of Rancho Cucamonga conducted a meeting on the application and concluded
said meeting on that date.
(iii) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the
facts set forth in Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced meeting on June 14, 1989, including written and
oral staff reports, this Commission hereby specifically finds as follows:
(a) The application applies to property located on the south
side of Arrow Route at Milliken Avenue with a frontage of 2,157 feet along
Arrow Route. The property is presently vacant; and
(b) The property to the north, south, east and west are
designated for industrial uses. The property to the south and west is
developed with industrial buildings. The property to the north is vacant.
The property to the east is partially developed with industrial buildings; and
(c) The project, with the recommended Conditions of Approval ,
complies with all minimum development standards of the City of Rancho
Cucamonga; and
(d) The development of the industrial complex is consistent
with the Minimum Impact/Heavy Industrial designation of the Industrial Area
Specific Plan and the General Plan; and

(e) The requested modification applies to the expansion of
on-site inundation areas, the deletion of the rail spur south of Building 24,
and the addition of a permanent on-site retention basin.
3. Based upon the substantial evidence presented to this
Commission during the above-referenced meeting and upon the specific findings
of facts set forth in paragraphs 1 and 2 above, this Commission hereby finds
and concludes as follows:
(a) That the proposed project is consistent with the
objectives of the General Plan; and
(b) That the proposed use is in accord with the objective of
the Industrial Specific Plan and the purposes of the district in which the
site is located; and
(c) That the proposed use is in compliance with each of the
applicable provisions of the Industrial Specific Plan; and
(d) That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public health, safety or
welfare, or materially injurious to properties or improvements in the
vicinity.
4. This Commission hereby finds and certifies that the project
has been reviewed and considered in compliance with the California
Environmental Quality Act of 1970 and, further, this Commission hereby issues
a Negative Declaration.
5. Based upon the findings and conclusions set forth in
paragraphs 1, 2, 3, and 4 above, this Commission hereby approves the
application subject to each and every condition set forth below.
Planning Division
1) All pertinent conditions of Resolution No. 88-249
approving Development Review 88-36 shall apply.
2) Landscaping and fencing around the permanent on-site
retention basin shall be provided to the satisfaction of
the Design Review Committee.
3) Rail spur service will not be required for Parcel 24.
4) Wrought iron fencing, rather than chain link fence shall
be provided
5) Dense landscaping shall be provided adjacent to the chain
link fence on the inside portion of the basin.

6) Benches, picnic tables, etc. , shall be provided on the
bottom of the basin to provide usable employee plaza
area.
7) The bottom of the basin shall be planted with some type
of mowable turf, rather than the proposed tall fescue.
6. The Secretary to this Commission shall certify to the adoption
of this Resolution.

Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 14th day of June, 1989, by the following vote-to-wit:
