HomeMy WebLinkAbout89-73 - Resolutions RESOLUTION NO. 89-73 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING DESIGN REVIEW FOR 75 OF 154 SINGLE FAMILY HOMES IN TRACT NO. 13566 LOCATED SOUTH OF 24TH STREET, EAST OF WARDMAN BULLOCK ROAD IN THE LOW DENSITY RESIDENTIAL DISTRICT (2-4 DWELLING UNITS PER ACRE) AND MAKING FINDINGS IN SUPPORT THEREOF; - APN 226-111-02 . A. Recitals. (i) Century American has filed an application for the Design Review of Tract No. Tract No. 13566 as described in the title of this Resolution. Hereinafter, the subject Design Review request is referred to as "the application". ( ii) On May 24, 1989, the Planning Commission of the City of Rancho Cucamonga held a meeting to consider the application. ( iii) All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Commission during the above-referenced meeting on May 24, 1989, including written and oral staff reports, this Commission hereby specifically finds as follows : A. That the proposed project is consistent with the objectives of the General Plan; and B. That the proposed design is in accord with the objective of the Development Code and the purposes of the district in which the site is located; and C. That the proposed design is in compliance with each of the applicable provisions of the Development Code; and D. That the proposed design, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity. Based upon the findings and conclusions set forth in paragraphs 1 and 2 above, this Commission hereby approves the application subject to each and every condition set forth below and in the attached Standard Conditions, attached hereto and incorporated herein by this reference. Planning 1) The eucalyptus trees to be removed shall be replaced along the entire western property boundary in accordance with the provisions of the Etiwanda Specific Plan with 5 gallon size Eucalyptus Maculata trees spaced 8 feet on center. Landscape and irrigation plans along the western boundary shall be approved by the City Planner prior to issuance of building permits. 2) The off-site slope easement ajacent to the western property line shall be planted for erosion control and a temporary irrigation system shall be maintained for a period of at least 6 months by the developer, consistent with the standard requirement for slope planting for custom lot subdivisions. A landscape and irrigation plan shall be reviewed and approved by the City Planner prior to issuance of any permits. 3) Final design of the entry portals and perimeter walls shall be consistent with those approved for the previous Design Review application and shall be subject to approval by the City Planner & City Engineer prior to issuance of building permits. 4) A permanent decorative wall treatment shall be utilized along the western property line unless a map has been approved on the adjacent property at the time this project is to be constructed, in which case a wood fence may be utilized, subject to the City Planner 's approval . The wood fencing shall then receive a consistent paint or stain treatment. Regardless of whether a project has been approved on the adjacent property, the west boundary of Lot 1 shall receive a decorative block treatment. PLANNING COMMISSION RESOLUTION NO. 89-73 DR 13566 - CENTURY AMERICAN May 24, 1989 Page 3 5) A natural stone shall be used for any river rock veneer. 6) Driveways shall not exceed a width of 16' through the public right-of-way. 7) Applicable conditions from Resolutions 87-126 and 88-114 shall apply. 4.
