HomeMy WebLinkAbout90-84 - Resolutions RESOLUTION NO. 90-84 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE PARCEL MAP NUMBER 12602, LOCATED AT THE SOUTHEAST CORNER OF MILLIKEN AVENUE AND BASE LINE ROAD, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 227-151-13 WHEREAS, Tentative Parcel Map Number 12602, submitted by Lewis Development, applicant, for the purpose of subdividing into 2 parcels, the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, identified as APN: 227-151-13 located at the southeast corner of Milliken Avenue and Base Line Road; and WHEREAS, on June 27, 1990, the Planning Commission held a duly advertised public hearing for the above-described map. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVES AS FOLLOWS: SECTION 1: That the following findings have been made: 1. That the map is consistent with the General Plan. 2. That the improvement of the proposed subdivision is consistent with the General Plan. 3. That the site is physically suitable for the proposed development. 4. That the proposed subdivision and improvements will not cause substantial environmental damage or public health problems or have adverse affects on abutting properties. SECTION 2: This Commission finds and certifies that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970; and further, this Commission hereby issues a Negative Declaration. SECTION 3: Tentative Parcel Map Number 12602 is hereby approved subject to the attached Standard Conditions and the following Special Conditions: SPECIAL CONDITIONS 1. Full width street dedications shall be provided for Terra Vista Parkway . (99 feet) and Ellena West (66-73 feet) . The following streets shall be constructed full width including off-site street lights, except for off-site parkway improvements which may be deferred until development of the adjacent properties: a) Milliken Avenue from Base Line Road to Foothill Boulevard, including the traffic signal at Foothill Boulevard and a landscaped median; b) Base Line Road from Milliken Avenue to Mountain View Drive, including a landscaped median; and c) Terra Vista Parkway (including a landscaped median) and Ellena West adjacent to the project, including a complete intersection of the two. 3. Median island and parkway landscaping along Terra Vista Parkway, Milliken Avenue, and Base Line Road shall conform to the results of the respective beautification studies. 4. Provide 6-foot-wide street tree easements behind the sidewalk as follows: a. Along all right turn lanes where curb adjacent sidewalk occupies the minimum 7-foot right-of-way; and b. Wherever driveway and intersection lines of sight cross the parkway, as indicated on the grading and landscaping plans for CUP 89-18. 5. An in-lieu fee as reimbursement for the previously undergrounded overhead utilities (electrical , except for 66KV electrical ) on the opposite side of Base Line Road shall be paid to the City prior to the issuance of building permits. The fee shall be one-half the City adopted unit amount times the length from the center of Milliken Avenue to the center of Ellena West. 6. All project driveways shall be constructed per City Standard No. 306, including a maximum radius of 20 feet. The public sidewalk shall cross the drive approach immediately behind the radius return and be located within the right-of-way or a public sidewalk easement. 7. Provide right turn deceleration lanes which are a minimum of 11 feet wide and 230 feet long, including 90 feet of taper, for project driveways on Milliken Avenue, Base Line Road, and Ellena West as shown on the CUP 89-18 Site Plan. The right-of-way line shall be parallel to and 7 feet behind the curb. 8. Terra Vista Parkway shall be widened to accomodate a continuous right turn lane along the entire project frontage, including a full 12-foot parkway. Construct bus bays on the east side of Milliken Avenue south of Terra Vista Parkway and on the south side of Terra Vista Parkway east of Milliken Avenue to the satisfaction of the City Traffic Engineer. 10. The non-buildable easement shall be approved by the Building and Safety Division. APPROVED AND ADO JED THIS 27TH DAY OF JUNE, 1990.
