A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga City Council was held on Wednesday, August 4, 1999, in the
Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California.
The meeting was called to order at 7:09 p.m. by Mayor William J. Alexander.
Present were Councilmembers: Paul Biane, James Curatalo, Bob Dutton, Diane Williams, and Mayor William
J. Alexander.
Also present were: Jack Lain, City Manager; Bill Rudell, Assistant City Attorney; Linda Daniels, RDA Director;
Rick Gomez, Community Development Director; Brad Buller, City Planner; Sal Salazar, Associate Planner;
Cathy Morris, Planning Specialist; Joe O'Neil, City Engineer; Bill Makshanoff, Building Official; Larry Temple,
Administrative Services Director; Joe Kamrani, Sr. Info. Systems Analyst; Jenny Haruyama, Management
Analyst I; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Captain Rodney Hoops, Rancho

B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Proclamation to Dianna Lee-Mitchell for her service to the Community Foundation.
Proclamation presented to Dianna Lee-Mitchell.
B2. Introduction of Fire Department personnel promoted to Fire Captain - Sam Spagnolo, Don Kloughesy
and Steve Taylor, and Fire Engineer - Mike Costello and Dan Holloway.
Chief Dennis Michael introduced the promoted fire personnel.
C. COMMUNICATIONS FROM THE PUBLIC
C1. John Lyons of Etiwanda stated he supports Central Park and added he has been out talking to people
in the community. He felt things are progressing forward.
Councilmember Curatalo inquired what the flier to promote this would include.

Rick Gomez, Community Development Director, stated they are putting together a public information packet
to inform them about the entire Central Park process.
C2.
Enrique Espinosa, 8786 Center, reported he has a court date for August 20 and wanted to clarify the
only question is the units in the back, not the units in the front. He commented on a letter his father
received regarding his court date and the consequences if he was not present for that date.
Bill Makshanoff, Building Official, stated the reason the letter was sent is per the instruction of Judge Cole.
Norm MacKenzie, Chamber of Commerce, invited the Council to attend the Chamber's yearly retreat for Y2K
planning.

Storm Drain Project, from Utica Avenue to Pittsburgh Avenue to the apparent low bidder, Vance Corporation,
to be funded from AD 82-1 R, Account No. 93-4130-6028, approval to appropriate $579,000.00 from the Fund
Balance of AD 82-1R to be placed in AD 82-1R Account No. 93-4130-6028 for the project including

D14. Approval of a Mills Act Agreement 99-01 (CO 99-072) - Ronald and Kathleen Schulfer - a request to
implement the use of the Mills Act to reduce property tax on the Koch House (built in 1908), a historic

D15. Approval of Environmental Assessment, Tentative Tract 16000, and Design Review 99-13 - Lewis
Apartment Communities - a proposed Tentative Tract Map consisting of 6 lots for condominium purposes;

The site boundary is formed by Spruce Avenue, Church Street, and East Elm Ave. Existing Terra Vista

F1,2, 3, 4. Jack Lam, City Manager, stated it is recommended that this be continued for two weeks.
Mayor Alexander opened the meeting for public hearing. Addressing the City Council were:
Garth Brandaw of Curry Brandaw stated they have had a neighborhood meeting where people could
come in and make comments about their project. He stated they have also had a meeting at the
Castle Gate project to get input from the neighbors. He stated he feels they have received very
positive support from those attending the meetings. He felt they have addressed the issues that were
brought up the last time this issue was before the Council.
Rick Gomez, Community Development Director, stated they would like to see the item continued to allow for
any additional input of those that were not able to attend the first set of meetings. He stated they would like
to continue this matter for two weeks to allow this additional input.
Mary Jo Gurley stated the people on the petition that was previously submitted were not notified of
the meetings. She said she would like to talk to Mr. Brandaw. She talked about the traffic that would
occur during the construction time and also talked about the number of employees who would have
to work at this facility once it was built. She stated she did not feel this was the proper location to
build this type of facility, and felt other traffic improvements needed to be made.

Mayor Alexander opened the meeting for public hearing. There being no response, the public hearing was
closed.

K, COMMUNICATIONS FROM THE PUBLIC
K1. Primo Morales, 8210 Malvern, commended the City Council on waiving the light fees for the sports
users. He said the parents thank the Council for their efforts and for supporting youth sports.
L. ADJOURNMENT
MOTION: Moved by Williams, seconded by Biane to adjourn to August 10, 1999, 4:30 p.m. for a special joint
meeting with the Community Foundation, to be held in the Tri Communities Room of the Civic Center, located
at 10500 Civic Center Drive, Rancho Cucamonga. Motion carried unanimously, 5-0. The meeting adjourned
at 7:58 p.m.
