HomeMy WebLinkAbout91-150 - Resolutions RESOLUTION NO. 91-150 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE PARCEL MAP NUMBER 13611, BOUNDED BY RED OAK STREET, WHITE OAK AVENUE AND CIVIC CENTER DRIVE, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 208-352-23, 24, 25, 49 AND 50 WHEREAS, Tentative Parcel Map Number 13611, submitted by Rancon Realty Fund, applicant, for the purpose of subdividing into 18 parcels, the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, identified as APN(s) 208-352-23, 24, 25, 49 and 50, bounded by Red Oak Street, White Oak Avenue, and Civic Center Drive; and WHEREAS, on October 9, 1991, the Planning Commission held a duly advertised public hearing for the above-described map. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVES AS FOLLOWS: SECTION 1: That the following findings have been made: 1. That the map is consistent with the General Plan. 2. That the improvement of the proposed subdivision is consistent with the General Plan. 3. That the site is physically suitable for the proposed development. 4. That the proposed subdivision and improvements will not cause substantial environmental damage or public health problems or have adverse effects on abutting properties. SECTION 2: This Commission finds and certifies that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970; and further, this Commission hereby issues a Negative Declaration. SECTION 3: Tentative Parcel Map Number 13611 is hereby approved subject to the attached Standard Conditions and the following Special Conditions: 1. An in-lieu fee as contribution to the future construction of the median island within Foothill Boulevard shall be paid to the City prior to the issuance of building permit or approval of the Final PLANNING COMMISSION RESOLUTION 91-150 TENT PM 13611 - RANCON REALTY FUND October 9, 1991 Page 2 Parcel Map, whichever occurs first. The amount of the fee shall be prorated on a per acre basis from the total fee attributable to Parcel Map 6725. That total fee shall be one-half the cost of the median times the distance from a projection of the easterly right-of-way line for Haven Avenue to a projection of the westerly right of way for Aspen Avenue along Foothill Boulevard. 2. A traffic study shall be provided to determine if and when signals are warranted for the intersections of Spruce/Red Oak, Civic Center/Red Oak, Civic Center/white Oak, Arrow/Red Oak and Arrow/White Oak prior to approval of the final map for Phase I. Traffic signals determined necessary shall be constructed to the satisfaction of the City Engineer. 3. The drive approach for Parcel 14 shall be relocated easterly to align the centerline with the common property line of Parcels 5 and 6 of Parcel Map 9955 on the south side of Civic Center Drive. 4. Parkway improvements shall be constructed along the entire frontage of each phase upon approval of the final map for each phase. 5. The 20 foot wide greenbelt areas as shown on the tentative Parcel Map shall be shown as easements. Reciprocal use and maintenance of these areas shall be provided by the CC&Rs In addition, the reciprocal use and maintenance of Lot A shall be provided by the CC&Rs. 6. Emergency access easements shall be provided between parcels to the satisfaction of the Fire Protection District prior to approval of the final map. APPROVED AND ADOPTED THIS 9TH DAY OF OCTOBER 1991.
