HomeMy WebLinkAbout16-004 - Resolutions - FEE SCHEDULE APPLICABLE TO COMMUNITY SERVICES, ENGINEERING SERVICES, PLANNING, AND BUILDING & SAFETY DEPARTMENTS RESOLUTION NO. 16-004 A RESOLUTION OF THE CITY COUNCIL OF RANCHO CUCAMONGA, CALIFORNIA, ADOPTING AN UPDATED FEE SCHEDULE APPLICABLE TO COMMUNITY SERVICES, ENGINEERING SERVICES, PLANNING, AND BUILDING & SAFETY DEPARTMENTS, AMENDING RESOLUTION NOS. 12- 196, 14-003 AND 14-095. A. Recitals. 1. The California Government Code allows the City to establish fees and charges for municipal services, provided such fees and charges do not exceed the estimated reasonable cost to the City in providing the service to which the fee or charge applies. 2. Data indicating the estimated or actual cost to provide each service, for which the fees and charges set forth herein apply, was made available to the public at least ten (10) days prior to the date of the public hearing. 3. On January 20, 2016, City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing on the amendment. 4. All legal prerequisites prior to the adoption of this Ordinance have occurred. B. Resolution. The City Council of the City of Rancho Cucamonga finds and resolves as follows: SECTION 1: The City Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Ordinance are true and correct. SECTION 2: The City Council hereby specifically finds that the fees and charges set forth do not exceed the estimated reasonable cost of providing the service for which the fee or charge be levied. SECTION 3: The City hereby amends Resolution 14-003 and adopts the following fees for services performed by the Community Services Department. General Facility Use Fees (Groups 3 — 4) Addition of Premium Hour category for rentals of Rancho Cucamonga Hall and David Dreier Hall at Central Park Community Center. Premium Hour category definition: All hours on Saturdays and designated Holidays. Resolution No. 16-004 — Page 2 of 5 Metrolink Lot Parking Permit Fees Permit Type Current Fee New Fee Monthly Permit - Residents $25.00 $20.00 Monthly Permit — Non-Residents $30.00 $30.00 Disabled $0.00 $0.00 Daily Parking Permit $4.50 $4.50 SECTION 5: The City hereby amends Resolution No. 12-196 and 14-003 and adopts the following fees for services performed by the Building and Safety Services department. The Technology Fee for all applicable Building and Safety Services Department Fees will increase from 4.5% to 5.0% Miscellaneous Fire Permit Fee Work Item Unit Current Fee New Fee 12B Fire Sprinkler review for repetitive per floor or 100% of plan 30% of the buildings (more than one identical system check fee plan check building) amount amount Miscellaneous Items Permit Fee Note: Change the heading of Re-roofing — Residential to read Re-roofing Residential (including re-roofing work using the same roofing material) and change the parameters of roofing areas as shown in items 100 through 103 from 500 sq. ft. to 3,000 sq. ft. SECTION 6: The City hereby amends Resolution No. 12-196 and 14-003 and adopts the following fees for services performed by the Planning Department. The Technology Fee for all applicable Planning Department Fees will increase from 4.5%to 5.0% Resolution No. 16-004 — Page 3 of 5 Current Fee Name Fee New Fee 60 Tribal Consultation $0.00 Current Hourly Rate $500 or $1,000 Deposit required depending on the scope of the project. 61 Hourly Rate $0.00 $104.00 Note: Fees for development entitlements or services not listed will be determined on a case-by-case basis by the Planning Director. It will be based on the hourly rate and the time of service provided. SECTION 7: The City hereby adopts the following fees for development services performed by the Engineering Services Department. The Technology Fee for all applicable Engineering Services Department Fees will increase from 4.5% to 5.0% SECTION 8: The fees set forth in Section 3 of this Resolution shall take effect February 1, 2016 excluding the Sports Organization Light Fees which will be effective upon installation of the software and card reader equipment on the light poles. SECTION 9: The fees set forth in Section 4 of this Resolution shall take effect March 1, 2016. SECTION 10: Subject to the provisions of Section 8, in accordance with California Government Code Section 66017, those fees and charges set forth in Sections 5, 6 and 7, that constitute "a fee or charge...upon a development project...which applies to the filing, accepting, reviewing, approving, or issuing of an application, permit, or entitlement to use" shall become effective and payable sixty (60) days from the date of adoption of this Resolution. SECTION 11: Each fee set forth in Sections 5 and 6, except the technology fee, shall be adjusted annually, commencing on July 1, 2016, and each year thereafter, without further action of the City Council, based on the Employee Cost Index for State and Local Government Employees, Total Compensation, during the 12 month period ending on December 31st of the immediately preceding year, as released by the U.S. Department of Labor's Bureau of Labor Statistics and rounded to the nearest whole dollar. If this index is discontinued, a replacement index, as determined by the City Council, shall be utilized. SECTION 12: The City Clerk shall certify to the adoption of this Resolution.
