HomeMy WebLinkAbout16-013 - Resolutions - SOUTHERN CALIFORNIA EDISON, SOUTHERN CALIFORNIA GAS RESOLUTION NO. 16-013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, TO PARTICIPATE IN THE SAN BERNARDINO REGIONAL ENERGY PARTNERSHIP BETWEEN SOUTHERN CALIFORNIA EDISON, SOUTHERN CALIFORNIA GAS, AND SAN BERNARDINO ASSOCIATED GOVERNMENTS WHEREAS, in 2008, the California Public Utilities Commission (CPUC) adopted the state's first Long Term Energy Efficiency Strategic Plan, creating a framework to address the need for long- term energy efficiency goals and savings throughout the state; and WHEREAS, the Local Government Partnership (LGP) program was developed for implementing energy efficiency programs across government entities. The LGP program, administered by Investor Owned Utilities (IOUs) and funded by California utility ratepayers, sets the goal for local governments to lead by example and to identify potential energy efficiency projects within their facilities and community; and WHEREAS, the main objectives of a LGP are to retrofit local government facilities, promote energy efficiency programs in the community, and support energy efficiency goals and activities that are included in the Strategic Plan; and WHEREAS, in partnership with SCE and SoCalGas, SANBAG will implement the San Bernardino Regional Energy Partnership ("SBREP"), on behalf of jurisdictions within San Bernardino County, including the City of Rancho Cucamonga, in order to provide support for energy efficiency initiatives and encourage sustainable practices; and WHEREAS, on September 2, 2015,the San Bernardino Associated Governments(SANBAG) Board of Directors approved the San Bernardino Regional Energy Partnership; and WHEREAS, SANBAG will enter into an agreement with Southern California Edison Company (SCE) and Southern California Gas Company(SoCalGas)on behalf of participating jurisdictions; and WHEREAS, each partner city is required to pass a resolution joining the SBREP and work to identify potential energy efficiency solutions for city facilities and encourage energy efficiency in the community. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga, hereby resolves the foregoing recitals are incorporated herein as if set forth in full. Section 1. The above recitations are true and correct. Section 2. The City is a member agency of SANBAG which serves as the region's Council of Governments and City will benefit from joining the San Bernardino Regional Energy Leadership Partnership. Section 3. The City of Rancho Cucamonga will assign the appropriate staff to the San Bernardino Regional Energy Partnership working group and will review progress regularly with SCE and SoCalGas, and the City. The City of Rancho Cucamonga with the assistance of SCE, SoCalGas and other member agencies will explore and identify potential energy efficiency improvements for municipal facilities and facilitate community outreach. Section 5. The City of Rancho Cucamonga is joining the San Bernardino Regional Energy Partnership. Resolution No. 16-013 — Page 2 of 3 PASSED, APPROVED, AND ADOPTED this 31d day of February 2016.
