II. PROJECT REVIEW ITEMS I
The following items will be presented by the applicant and/or their representatives.
Each presentation and resulting period of Committee comment is limited to
20 minutes. Following each presentation,the Committee will address major issues
and make recommendations with respect to the project proposal. The Design
Review Committee acts as an advisory Committee to the Planning Commission.
Their recommendations will be forwarded to the Planning Commission as
applicable. The following items do not legally require any public testimony,although
the Committee may open the meeting for public input.
A. CONDITIONAL USE PERMIT DRC2012-01193 - INO CRUZ FOR A. Approved with

This is the time and place for the general public to address the Committee. State law
prohibits the Committee from addressing any issue not previously included on the
Agenda. The Committee may receive testimony and set the matter for a subsequent
meeting. Comments are limited to five minutes per individual.

The Design Review Committee has adopted Administrative Regulations that set an
11:00 p.m. adjournment time. If items go beyond that time, they shall be heard only with
the consent of the Committee.

MINOR DEVELOPMENT REVIEW DRC2010-00400 - INO CRUZ FOR RANCHO HAVEN, LP - A
request to construct a self-service carwash of 940 square feet at an existing automotive fueling services
center on a parcel of 2 acres within the Industrial Park (IP) District, Haven Avenue (HA) Overlay, located
at 9280 Haven Avenue - APN: 0209-262-20. Related files: Conditional Use Permits CUP99-53 and
DRC2010-01193.
Background: The proposed carwash was reviewed by the Design Review Committee on April 5, 2011.
At that time, the carwash was to be situated between the west property line and the north to south drive
aisle that extends along the entire length of the west property line of the site. The primary axis of the
building was to be aligned parallel to the aisle. Although the Committee generally accepted the
architecture of the building, they recognized that its location on the site presented technical and design
challenges. The applicant proposed an alternate location in the parking and landscaped area near the
southwest corner of El Ranchero restaurant (Building B) with the primary axis of the building aligned
perpendicular to the north to south drive aisle. The Committee generally favored this location but
withheld further discussion and requested revised plans for further review showing the new location and
specific details such as screening (Exhibit A).
The applicant revised the plans, and the Committee reviewed the proposal a second time on
October 4, 2011. The Committee generally accepted the new location .of the carwash building. The
applicant provided a new set of plans incorporating staffs recommendations for spandrel glass on the
north elevation of the building and eliminating the gap in the screen wall; these revisions were also
accepted by the Committee. The Committee had no further comment regarding the design of the
carwash building as they determined at the previous meeting that it was consistent with the existing
buildings within the commercial/office complex. The segment of the proposed screen wall along the
north side of the drive aisle into the carwash was also accepted as the overall design and the materials,
colors, and finish were consistent with the carwash building. However, the Committee requested
additional embellishments on, and in the general vicinity of, the segment of the screen wall at the east
side of the aforementioned drive aisle. In particular, there was a concern about the appearance of the
screen wall as seen from the restaurant. The Committee requested that the applicant revise this part of
the project and resubmit it for review by the Committee (Exhibit B).
Design Parameters: The design parameters of the project are described in Exhibits A and B.
Staff Comments: The following comments are intended to provide an outline for Committee discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion regarding this
project.
1. The applicant added two trees in the area along the north to south aligned segment of the
proposed screen wall to match the landscaping along the east to west aligned segment of the

proposed screen wall. Previously, this area had only ground cover. The applicant has provided
renderings (Exhibit C) showing the evolution of the proposal (in particular, the area of the screen
wall in question). Staff recommends additional enhancement in this area in the form of a raised
planter area enclosed by an 18-inch high planter wall with a tile finish that matches the tile of the
existing buildings.
The following comments were presented previously, and the applicant already acknowledged these
revisions; these comments are provided for reference.
1. The combined wall and vertical vine trellis proposed along the north side of the drive aisle leading
to the entrance of the carwash building shall be continuous, i.e. there is a gap between the screen
as currently proposed and the proposed carwash building that must be eliminated.
2. Provide spandrel glass on the north elevation of the proposed carwash building to match the glass
that is proposed to be installed on the south elevation.
Secondary Issues: Once all of the major issues have been addressed, and time permitting, the
Committee will discuss the following secondary design issues.
The following comments were presented previously, and the applicant already acknowledged these
revisions; these comments are provided for reference.
1. The vertical vine trellises proposed to be placed on the screen wall between the carwash building
and the parking lot of the restaurant shall be constructed of a durable weather-resistant material
such as polyvinyl (PVC) or an equivalent.
2. The windows on the south elevation of the carwash building shall be one-way vision glass that
restricts visibility of the interior of the carwash from the outside.
3. The tile (type, appearance, and pattern) on the support columns for the horizontal overhead
trellises and the screen wall shall match the tile on the existing buildings on-site.
4. Replacement light standards shall not exceed 15 feet in height measured from the adjacent
finished surface or finished grade. This height includes the base, pole, and the fixture.
5. If it is possible, the existing trees that are displaced by the construction of the carwash shall be
relocated to another location on the property. Otherwise, the replacement trees shall be planted on
a one-to-one basis for each existing tree that is removed.
6. Shrubs of a minimum 5-gallon size shall be planted at an interval of 18 inches on center in the
1-foot wide planter located along the east side of the building.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion.
The following comments were presented previously, and the applicant already acknowledged these
revisions; the comments are provided for reference.

1. All doors (roll-up, emergency access, etc.) shall be painted to match the color of the adjacent wall.
2. All downspouts on all elevations of the building shall be routed through the interior of the building.
3. All signs shall comply with the applicable provisions of the City's Sign Ordinance and Uniform Sign
Program #204. Signs identifying products, advertising services, or identifying the carwash building
as "carwash" are not permitted. Signs required by Federal, State, or local agencies are exempt.
Staff Recommendation: Staff recommends that the project be approved and forwarded to the Planning
Director for review and action.

Staff presented a brief overview of the project (the history and evolution of the proposal from the time it
was first submitted to the City), as one of the Committee members (Oaxaca) was not present at the
Committee meetings held on April 5 and October 4, 2011. The Committee reviewed the modifications
that were added as requested by the Committee on October 4, 2011, and deemed them acceptable.
The Committee did not consider any further revisions necessary; they noted the revisions described
under "Secondary" and "Policy" issues, and the applicant indicated that he would incorporate them into
the proposal accordingly.
