The following items will be presented by the applicant and/or their representatives.
Each presentation and resulting period of Committee comment is limited to
20 minutes. Following each presentation,the Committee will address major issues
and make recommendations with respect to the project proposal. The Design
Review Committee acts as an advisory Committee to the Planning Commission.
Their recommendations will be forwarded to the Planning Commission as
applicable. The following items do not legally require any public testimony,although
the Committee may open the meeting for public input.

B. CONDITIONAL USE PERMIT DRC2011-00688 (MODIFICATION) - B. The project was

0227-221-01 and 02. Planning Department staff has determined that the
project is exempt from the requirements of the California Environmental
Quality Act (CEQA) and the City's CEQA Guidelines as a Class 3 (CEQA
Guidelines Section 15303) exemption which covers the installation of small
new equipment and facilities in small structures.

M. PUBLIC COMMENTS None.
This is the time and place for the general public to address the Committee. State law
prohibits the Committee from addressing any issue not previously included on the
Agenda. The Committee may receive testimony and set the matter for a subsequent
meeting. Comments are limited to five minutes per individual.
IV. ADJOURNMENT' 7:30 P.M.
The Design Review Committee has adopted Administrative Regulations that set an
11:00 p.m. adjournment time. If items go beyond that time, they shall be heard only with
the consent of the Committee.

MINOR DESIGN REVIEW DRC2013-00108-M&A GABAEE, LP C/O VINCENT ACUNA-A request
to subdivide an existing 57,500 square foot single-tenant building into three separate units and to make
minor exterior modifications to the building within the Community Commercial(CC)District of the Terra
Vista Community Plan at, located 11098 Foothill Boulevard - APN: 1077-422-71. This project is
categorically exempt from the requirements of the California Environmental Quality Act (CEQA)
pursuant to State CEQA Guidelines Section 15301 (Class 1 Exemption - Existing Facilities).
Desiqn Parameters: The applicant proposes to subdivide an existing, major-tenant vacant building
of 57,500 square feet into three separate units and modify the exterior of the building. The subject
property is located at the northwest corner of Foothill Boulevard and Elm Avenue on a 5.18-acre
parcel. The Development District allows various retail, food and service uses. The building in
question is part of the Terra Vista Shopping Center, which spans along the north side of
Foothill Boulevard between Haven Avenue to Milliken Avenue and contains several multi-tenant
buildings comprised of major and minor tenants, and several individual pad tenant buildings.
The proposed building subdivision will create a 28,615 square foot unit, a 13,058 square foot unit,
and a 14,949 square foot unit. The largest of the three proposed units will be occupied by Seafood
City, a supermarket-type business that features fresh seafood and meat departments in addition to a
wide selection of multi-ethnic grocery items. Seafood City will also contain multiple subtenants
within the future unit. Representatives from Seafood City have discussed with Planning Department
staff that various subtenants are proposed inside of the store along the storefront. The
28,615 square foot unit proposes three additional storefront entrances that will permit access to the
future subtenants. Additionally, the subject proposal also includes the installation of multiple
storefront windows along the south (front) building elevation and one bank of new windows along
the east elevation. The additional storefront entrances and glass will match the material, style, and
color of the subject building and will be consistent with the existing design theme throughout the
shopping center.
The largest of the proposed building modifications involves the addition of a secondary tower
element at the east end of the south (front) elevation. This added architectural feature helps to
transition the building from having a single/major tenant appearance to a multi-tenant appearance.
The general design of the tower is consistent with the architectural style of the existing building, in
that the tower will incorporate a roof pitch and roof tile to match the existing tower of the building, as
well as a stucco finish and color that will also match the existing building. A portion of only one of
multiple storefront planters will be removed in order to provide for the new entrance of the
14,949 square foot tenant space. Lastly, the applicant proposes the addition of an employee
entrance and a trash compactor along the rear elevation. The compactor will be screened by an 8
foot tall wall. The applicant does not propose to modify the parking lot, drive isles, or vehicular
access points and does not propose additional square footage to any of the tenant spaces.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion
regarding this project: There are no major issues regarding this project at this time.
Secondary Issues: Once all of the major issues have been addressed, and time permitting, the
Committee will discuss the following secondary design issues:

1. The building currently contains one prominent tower element along the center of the south
elevation, which incorporates architectural features such as concrete roof tile, stucco
textured walls, and precast concrete cladding. The proposal incorporates additional precast
cladding around the existing as well as the proposed tower. However, staff finds that since
the proposed tower will be on a separate and more recessed wall plane than the primary
tower, the precast should be removed from the proposed tower. Additionally, where the
precast is being added to the existing tower, the material should be wrapped around all
visible sides.
2. The Floor Plan or elevations do not indicate whether the proposed trash compactor screen
wall will have a specific texture coat or color. Therefore, in order to maintain compatibility
with the existing shopping center, staff recommends the screen wall shall incorporate a
stucco finish as well as color to match the exterior rear elevation walls of the subject
building.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion: There are no policy issues regarding this
project at this time.
Staff Recommendation: If the above-mentioned secondary issues are addressed to the
satisfaction of Committee, Staff recommends that the Design Review Committee recommend
approval of the proposed Minor Design Review. The revised plans shall be provided to staff for
verification prior to a Planning Director decision.
Desiqn Review Committee Action:
The Committee approved the project as presented. The Committee supported staffs
recommendation regarding the wrapping of the proposed precast onto the main tower around all
visible sides.

communication facility on the site of the Sacred Heart Catholic Church within the
Regionally Related Commercial (RRC) Development District and the Medium (M)
Residential Development District of the Etiwanda Specific Plan (South Overlay), located
at 12676 Foothill Boulevard - APN: 0227-211-02, 24 and 25 and 0227-221-01 and 02.

Protect Background: Verizon Wireless proposes relocating a wireless facility that was
approved by the Planning Commission on January 11, 2012. The approved location
was next to a school that shares the project site with the church. Parents of the students
attending the school felt that the facility was too close to the school and posed a health
risk to the students. The church worked with the parents to find another location on the
site that was amenable to all parties. The Mayor and staff met with a group of the
parents and informed them that the Federal Telecommunications Act of 1996 eliminates
a City's ability to deny wireless communication facilities based on perceived health
concerns, and that the City limits their decision making process to design, height,
setback, and screening requirements outlined in the Development Code. The church
has been unable to satisfy all of the parents, a group of which do not want the wireless
facility anywhere on the site and have vowed to bring their issues to the Planning
Commission when it is scheduled for review and consideration.
Project Proposal: The applicant proposes moving the approved 45-foot high monopine
(top of branches at 50 feet) wireless communication facility from next to the school to the
very northern portion of the project site, adjacent to the 1-15 Freeway sound wall. The
new location is over 300 feet to the north of the classrooms and 60 feet from the
apartments on the adjacent property to the east. The related control equipment,
including a backup generator, will be housed within a 440 square foot open-walled
equipment enclosure located to the north of the monopine. The project necessitates the
removal of a number of existing trees and landscaping.
Entitlement Requirements: The area on the site where the facility will be located is
zoned Medium (M) Residential, which has a height limit of 35 feet. Section 17.106.000
of the Development Code permits wireless facilities to go over the maximum height limit
when approved by a Conditional Use Permit. Additionally, Section 17.106.030.A,5.0
states that major wireless communication facilities may only be located within 300 feet of
a residential development district when the facility is designed and constructed in a
manner to allow for future collocation of additional wireless communication carriers. The
proposed facility conforms to this requirement and the applicant has provided
documentation that a more suitable location is not available that meets their coverage
requirements.

Staff Comments: Staff believes that the design and placement of the wireless
communication facility is appropriate for the proposed location. The monopine will blend
in with the existing mature trees on the site and is only minimally visible from the public
right-of-way. The equipment will be housed within a walled enclosure designed to match
the existing on-site trash enclosures, including providing a stucco finish and an overhead
wood trellis structure. The applicant will be conditioned to update the landscape planter
surrounding the facility including providing bushes and ground cover around the base of
the monopine and replacing the removed trees.
Major Issues: None.
Secondary Issues: None.
Staff Recommendation: Staff recommends that the Committee approve the project as
presented and forward it to the Planning Commission for final approval.
