PROJECT REVIEW ITEMS The following items will be presented by the applicant and/or their representatives. Each presentation and resulting period of Committee comment is limited to 20 minutes. Following each presentation,the Committee will address major issues • and make recommendations with respect to the project proposal. The Design Review Committee acts as an advisory Committee to the Planning Commission. Their recommendations will be forwarded to the Planning Commission as applicable. The following items do not legally require any public testimony,although the Committee may open the meeting for public input. A. SIGN PERMIT DRC2013-00365- BILL BEEBE FOR SEAFOOD CITY-A A. Approved. request to construct one wall sign that exceeds the maximum 3 feet permitted by Sign Program #134 for Seafood City on the north side of Foothill Boulevard within the Community Commercial Development District of the Terra Vista Community Plan, located at 11098 Foothill Boulevard - APN: 1077-422-52. Approved. to construct three wall signs that exceed the maximum 3 feet permitted by Sign Program#134 and 2 monument signs for 99 Cents Only Stores on the north side of Foothill Boulevard within the Community Commercial Development District of the Terra Vista Community Plan, located at 10848 Foothill Boulevard -APN: 1077-422-26. III. PUBLIC COMMENTS None. This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. I • IV. ADJOURNMENT 17:14p.m. The Design Review Committee has adopted Administrative Regulations that set an 11:00 p.m. adjournment time. If items go beyond that time, they shall be heard only with the consent of the Committee. 2 of 2 DESIGN REVIEW COMMENTS 7:00 p.m. Dominick Perez June 4, 2013 SIGN PERMIT DRC2013-00365-BILL BEEBE FOR SEAFOOD CITY-A request to construct one wall sign that exceeds the maximum 3 feet permitted by Sign Program #134 for Seafood City on the north side of Foothill Boulevard within the Community Commercial Development District of the Terra Vista Community Plan, located at 11098 Foothill Boulevard -APN: 1077-422-52. Background: A Minor Design Review (MDR) was recently approved which allowed for the existing 57,500 square foot building to be subdivided into three units. The largest unit of 28,615 square feet will be occupied by Seafood City, a supermarket style business that specializes in seafood as well as Filipino, Asian, and American grocery items. Project Proposal: Seafood City has requested approval of a Sign Permit to construct one illuminated wall sign that exceeds the maximum 36 inches permitted for Sub-Major tenants by Uniform Sign Program (USP) 134. The Sign Program classifies Sub-Major tenants as businesses occupying between 7,000 and 34,999 square feet. The signs are permitted by the Sign Program to exceed the height limitation with Design Review Committee approval. The applicant is requesting to construct a sign with a maximum height of 49 inches on the existing tower along the south building elevation. The sign is in conformance with the maximum width of 25 feet required by USP 134. Staff Comments: The sign consists of a logo box and a single row of text. The height of the logo box is 49 inches, whereas the text is separated into two sizes of lettering; 42 inches for the S in seafood and the C in city and 35 inches for all other lettering. The applicant believes that the additional sign height is necessary for visibility because of the distance of the building from Foothill Boulevard as well as the size of the wall plane on which the sign will be located. Staff investigated the other signs in the center and found that all comply with the maximum 36-inch letter height requirement, but a number of signs have overall sign heights that exceed the 36-inch sign height limit because they are made with multiple lines of text or having decorative backing plates behind the signs. Major Issues: None. Secondary Issues: None. Staff Recommendation: Staff believes that the proposed sign is proportional to the area in which it will be located. Furthermore, a majority of the text complies with the 36-inch letter height requirement. Therefore, staff recommends that the Committee approve the project as presented. DESIGN REVIEW COMMENTS 7:00 p.m. Tabe van der Zwaag June 4, 2013 SIGN PERMIT DRC2013-00330 - TNT ELECTRIC SIGNS, INC - A request to construct three wall signs that exceed the maximum 3 feet permitted by Sign Program #134 and 2 monument signs for 99 Cents Only Stores located on the north side of Foothill Boulevard within the Community Commercial Development District of the Terra Vista Community Plan, located at 10848 Foothill Boulevard -APN: 1077-422-26. • Protect Proposal: A request by 99 Cents Only Stores to construct three wall signs that exceed the 36-inch maximum sign height permitted for Sub-Major tenants by Sign Program #134. The sign program classifies Sub-Major tenants as businesses occupying between 7,000 and 34,999 square feet. The sign program permits signs to exceed the height limit with Design Review Committee approval. The applicant is requesting to construct 5-foot high signs. Staff Comments: The applicant believes that the additional sign height is necessary because of the unique nature of the proposed signs, which are narrower (7 feet and 4 inches long) than the other signs in the center because of the tenant's short business name. They feel that the signs would look too small on the large wall planes to which they will be mounted if constructed at the 36-inch letter height permitted by the sign program. The adjacent tenant space is occupied by LA Fitness, which is also a Sub-Major, whose sign is 25 feet long. Staff believes that it is just such cases for which the sign program gave the Design Review Committee the flexibility to approve larger signs. The applicant has provided three sets of drawings showing the proposed sign at 4 feet, 4.5 feet, and 5 feet high to illustrate how each will look when constructed. Staff has investigated the other signs in the center and found that all comply with the maximum 36-inch letter height requirement, but a number of signs have overall sign heights that exceed the 36-inch sign height limit due to being made up of multiple lines of text or having decorative backing plates behind the signs. Major Issues: None Secondary Issues: Whether to allow the applicant to exceed the 36-inch maximum sign height permitted by Sign Program #134; and if so, at 4, 4.5, or 5 feet high. Staff Recommendation: Staff recommends permitting 4-foot high signs that will provide adequate visibility from Foothill Boulevard and will not be overwhelmed by the tower element to which they are mounted.
