There are no items for the Regular Meetings of the Historic Preservation
Commission and the Planning Commission on August 14, 2013. However, I would
like to call a Special Meeting of the Planning Commission so that we can discuss
the PreApplication Review DRC2013-00545. We will meet at 7:00 p.m. in the
Rains room located at City Hall, 10500 Civic Center Drive on August 14, 2013 to
discuss this matter. Thank you.

This is the time and place for the general public to address the Planning Commission on any item listed
on the agenda. State law prohibits the Planning Commission from addressing any issue not previously
included on the Agenda. The Planning Commission may receive testimony and set the matter for a
subsequent meeting.
Comments are to be limitedto five minutes per individual or less, as deemed necessary by the Chair,
depending upon the number of individuals desiring to speak. All communications are to be addressed
directly Planning Commission, not to the members of the audience. This is a professional business
meeting and courtesy and decorum are expected. Please refrain from any debate between audience
and speaker, making loud noises, or engaging in any activity which might be disruptive to the decorum
of the meeting.

views of your entire group. To encourage all views and promote courtesy to others,the audience should refrain

The public may address the Planning Commission on any agenda item. To address the Planning Commission,
please come forward to the podium located at the center of the staff table. State your name for the record and
speak into the microphone. After speaking, please sign in on the clipboard located next to the speaker's podium.
It is important to list your name, address and the agenda item letter your comments refer to. Comments are
generally limited to 5 minutes per individual.

Any handouts for the Planning Commission should be given to the Planning Commission Secretary for
distribution to the Commissioners. A copy of any such materials should also be provided to the Secretary to be

scheduling agenda items will be at the discretion of the Commission and the Planning Director.

APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's
decision to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office
and must be accompanied by a fee of$2,486 for all decisions of the Commission. (Fees are established and
governed by the City Council).

Subject: PRE-APPLICATION REVIEW DRC2013-00545 - MANNING HOMES - A review of a
proposal to construct a new residential development consisting of 42 homes on
6.9 acres located north of the Pacific Electric Trail between Archibald Avenue and
Ramona Avenue -APN: 1076-181-01.
Review Process: The Pre-Application Review process provides a project proponent with the
opportunity to present schematic designs to the Planning Commission prior to formal application
submittal in order to receive broad, general comments and direction. The meeting is not a forum for
debate and no formal decision or vote is made. After the meeting, staff prepares minutes of the
meeting, which are sent to the applicant.
Request: The applicant is requesting that the Planning Commission review their proposal to
develop a private gated community consisting of 42 homes on a lot of 6.9 acres. Attached is a
letter from the applicant detailing the proposed development.
Staff from Planning, Engineering Services Department, Building and Safety Services Department,
and Fire Construction Services conducted an initial review of the project. This project will require a
Development Code Amendment and a Zoning Map Amendment in addition to the necessary
development entitlements.

Subject: Manning Homes Pre-Application Submittal, 7074 Ramona Avenue
Dear Ms. Nakamura:
Manning Homes is pleased to present justification in support of the proposal to develop a 42-unit
single-family detached subdivision on a 6.9+ acre parcel of land located between Ramona and
Archibald Avenues per Attachment 1. The parcel was formerly used in an agriculture capacity
but is now vacant except for scattered orange and oak trees and a Ione single-family residence
(non-historic) fronting Ramona Avenue. The entire parcel will be cleared prior to the
development of the subdivision.
The parcel possesses mixed zoning with approximately half of the parcel zoned as low-medium
residential (LM) and the balance zoned as medium residential (M) per Attachment 2. The
surrounding land uses and zoning are as follows:
• North — Single-Family Residential, Low-Medium (LM District, 4-8 dwelling units per
acre)
• South — Bicycle and Running Trail, Multi-Family Residential, Medium-High (MH
District, 14-24 dwelling units per acre) and Single-Family Residential, Low-Medium
(LM District, 4-8 dwelling units per acre)
• East — Single-Family. Low-Residential (L District, maximum of 4 dwelling units per
acre)
• West—Feed and Tack Store, Medium-High (MH District, 14-24 dwelling units per acre)
With two zoning designations, the property could be designed with detached, single family units
on one side, and attached multi-family units on the other side. Developing the property in this
manner would result in a fragmented development which may be undesirable on the 6.9-acre
property. Another approach would be a "blended" zoning method (averaging LM & M
densities), which would allow a maximum of 11 dwelling units per acre, or approximately 76
units. The proposed development of 42 single family lots (6.08 dwelling units per acre) is
consistent with the Low-Medium zoning designation (4-8 dwelling units per acres) and is a much
less intense land use than both Development Standards for Residential Districts and the Gcneral
Plan currently allow.

The parcel is constrained to the south by the Pacific Electric Bike Trail (SANBAG/railroad right-
of-way). The location of the old railroad tracks and associated right-of-way have resulted in an
irregular shaped parcel. Due to the narrow (and variable) north/south dimension of the parcel,
lot depth and front yard setbacks per the Development Standards for Residential Districts are
difficult to achieve. In addition, the property is also constrained by the curve in the private street
which is necessary in order to properly align with La Vine St. to the east. The applicant is
requesting reduced front yard setbacks in order to maximize private rear yard space, while
continuing to provide a varied street scene including architectural features such as front porches.
low roofs, sct-back garage doors, and mixed building massing. In all cases each home will have
a private driveway a minimum of 18' deep.
In addition to the site constraints, the development to the north is designated LM but was
developed with several deviations from current zoning guidelines, including lots as small as 40'
x 82' (3,280 s.f) and 5/5 side yard setbacks. The proposed project density of 6.08 dwelling units
per acre is less than the existing 7.70 dwelling units per acre density of the project to the north.
Therefore, lot size and the 5/5 side yard setbacks of the proposed project are compatible with the
adjacent development to the north.
The proposed project will provide both private and common open space for the project residents.
The average amount of private open space including rear yards, porches, and front and side yards
proposed for the project is 2,475 s.f. per unit. In addition, a total of 21,012 s.f. of common open
space will be provided which includes the Archibald Avenue and Ramona Avenue setbacks and
a central recreation area. The recreation area is centrally located in the development and will
provide a minimum of four amenities as specified in Section 17.32.040.M of the Development
Code including a tot lot, shade structure, barbeque, and a connection to the adjacent running trail.
