Chairman Munoz then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Francisco Oaxaca ABSENT: Ray Wimberly STAFF PRESENT: Candyce Burnett, Senior Planner; Steven Flower, Assistant City Attorney; Dan James, Senior Civil Engineer; Mayuko Nakajima, Assistant Planner; Jennifer Nakamura,Associate Planner; Lois Schrader, Planning Commission Secretary; Jeffrey Bloom, Interim Planning Director; Jerry Dyer, Senior Civil Engineer ANNOUNCEMENTS • None APPROVAL OF MINUTES Motion: Moved by Howdyshell, seconded by Fletcher, carried 4-0-1 (Wimberly absent),to approve the minutes of May 9, 2012. DIRECTOR'S REPORTS A. UPDATE REGARDING THE STATUS OF THE CHINATOWN HOUSE LOCATED AT 9591 SAN BERNARDINO ROAD Jeff Bloom, Interim Planning Director, presented the staff report and pictures of the site (copy on file). Staff provided copies to the Commission of a Building Survey report commissioned by the CVWD which indicates the structure is in very poor condition. He said the pictures indicate loose damaged mortar and possible severe failure of the building structure. He said it is important to look at how we focus on this situation as there is a big concern about safety. He said it may not be easy to stabilize or save the building. He said a lot of material could be saved from the building for another use. He said without a large endowment, saving it would be very costly. He said staff plans • to revisit the issue with CVWD. He said the Building Official needs to personally confirm the condition with an inside/physical look. He said staff would like to bring back a status report to the July 11 meeting which will provide more time to evaluate and time with CVWD to discuss the • • disposition of the building. He reported that he has recently taken a look at many of the historic structures in town. He suggested we talk with the historic groups and discuss what structures to save and how to save them. He said that without a definitive adaptive re-use, there is the possibility • that we could come up short with maintaining the properties over the long haul and therefore these various sites need to be looked at as a package. He said we should do a more thorough job discussing this particular site and it should be done promptly and keep the Commission informed. He said for now, there is no conclusion, or clear direction and staff will bring back another report on July 11 Vice Chairman Howdyshell said it was a great report and thanked Mr. Bloom for highlighting key points. Commissioner Oaxaca asked if CVWD has been cooperative in responding to our inquiries. Mr. Bloom indicated he believes they are and had no reason to believe they would not continue to do so in the future. Commissioner Fletcher said he appreciated the report and comments. He said that he believed that at the last meeting, legal counsel said the structure was not landmarked. Steven Flower, Assistant City Attorney said he did say that and it may have been because of some incomplete information provided to him. Mr. Bloom said staff would verify and confirm that information Commissioner Fletcher said more discussion is needed about what to do with a structure like this. He said that we may not be able to save all historic structures and the City has little money nor do the historic groups. He said there is the issue of private property and economics. He suggested • staff meet with the owners and get a determination so this does not continue to drag on. He said using materials from the building for a monument and/or pictorial documentation might draw better reference to the importance of the site. Chairman Munoz said it is a different situation when there is a good adaptive reuse for these properties; case in point, the Thomas Winery has both sponsorship funds and a use. Finding a good use for the Chinatown House would be a challenge and the economics for this one would be difficult. Mr. Bloom stated that without a good, clear re-use it may end up deteriorating anyway. He pointed out that old grove owners built these bunkhouses, for example, for a use and purpose; their view was for a specific purpose and they do not see preserving these buildings for their historic value. He said that In the Inland Empire cultural resources are scarce but we need to be realistic about re-use. He said the Chinatown House has difficult access, a weird size, and it is too close to the street. He said other structures have better potential, and are in better condition. He said we need to look at what gives the most use/benefit Commissioner Fletcher commented on the liability associated with the deteriorated condition of the building and said it should be secured so it is not a public hazard. He thought that it would be nice if some materials could be used for a monument. • HPC Minutes -2- May 23, 2012 4 PUBLIC COMMENTS • Ed Dietl commented on the Chinatown House and its historical significance. He said the Council landmarked it in 1979. He said he would support taking blocks from the building to make a monument, add a plaque with the history, and make the property a park. He said Sweeten Hall is in bad shape. Dan Titus spoke about sustainability, Agenda 21, the California Warming Solutions Act 2006, and the Sustainable Planning Act of 2008 and how the current condition of California relates to property rights. He provided informational materials for the Commissioners. Sandy Diet' of HPARC announced the Rancho Cucamonga Historic Tour and presented a flyer for the event to be held on Saturday, Junel6th from 11:00am - 5:00pm. Luana Hernandez of HPARC said tickets are available at Frame-n-Art for$25 in advance and $30 at the door. She said they want to educate about preservation and they appreciate what we have. She said the Chinatown House is on private property and therefore the historic groups depend upon the Commission to act on their behalf. • COMMISSION BUSINESS AND COMMENTS None • ADJOURNMENT Motion: Moved by Oaxaca, seconded by Fletcher, carried 4-0-1 (Wimberly absent), to adjourn. Bloom, Interim Planning Director By: Mayuko Nakajima, Assistant Planner Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING CONDITION STATUS OF THE HISTORIC COUR HOUSE, LOCATED AT 7567 ETIWANDA AVENUE. RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the staff report and file for future reference. BACKGROUND: This is an ongoing status update regarding the maintenance status of the historic Cour House. Staff last brought an update to the Commission on May 9, 2012. UPDATE: On April 26, 2012, the property owner submitted plans to the City to obtain permits for • repair of the fire-damaged portion of the roof. The permit was issued on May 10, 2012. On May 30, 2012, staff performed a field inspection and observed that the damaged portion of the roof has been re-roofed. However, the south side of the structure just below the roof still has a large hole that exposes the structure to outside elements. Staff spoke with their general contractor who indicated that they left this exposed to get some lumber into the attic space, and that they are planning to patch it up in the next couple days. They also stated that after the patchwork is complete, they plan to paint the exterior and then work on the landscaping. Staff will continue monitoring the progress of the improvements and bring back an update at a future Historic Preservation Commission meeting when more information is available.
