Chairman Munoz then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Francisco Oaxaca, Ray Wimberly ABSENT: None STAFF PRESENT: Candyce Burnett, Senior Planner; Mayuko Nakajima, Assistant Planner; Steven Flower,Assistant City Attorney; Joe Stofa, Associate Engineer; Lois Schrader, Planning Commission Secretary; Mike Smith,Associate Planner; James Troyer, Planning Director; Trang Hyunh, Building Official ANNOUNCEMENTS • None � efRR APPROVAL OF MINUTES Motion: Moved by Wimberly, seconded by Fletcher, carried 5-0, to approve the minutes of January 11, 2012. • R 1` M M DIRECTOR'S REPORTS A. UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE RED- TAGGED CONDITION OF THE WINE CONVEYER BELT ARTIFACT LOCATED WITHIN THE THOMAS WINERY BUILDING. James Troyer, Planning Director, gave the report. He said the Building Official red tagged it and determined it unsafe but indicated it could be secured by fencing around it or it could be entombed with walls. He said the Commission could also allow the removal of the conveyor for preservation or give the Building Official direction to delay the removal with an order to reconstruct it or leave in place. He noted that Mr. Singh (the restaurant owner) is present as well as Mr. Bedi (representing the design firm for the restaurant) and the Building Official. • Steven Flower, Assistant City Attorney clarified that the Code says if the Commission may request that action be postponed for a reasonable period of time. There is no specific requirement for a delay of only 60 days. He said if the Commission took no action, then an action by the Building Official could proceed without Commission approval. Commissioner Oaxaca asked if the red tag starts a clock for the property owner to start action within • a certain time frame. Commissioner Wimberly asked if this would also allow essentially 'demolition by neglect.' Mr. Flower said if nothing takes place in terms of an action, it could be destroyed; essentially that is how the process works. Chairman Munoz asked with respect to safety of the interior of the building if the building is not occupied at this time, there is not an issue of public safety. Mr. Troyer said it is not presently occupied; there are no workers at this time. He allowed for the owners to address the Commission. Bobbie Bedi, stated he is in partnership with Antonino's and they are applying for a full service restaurant with an entertainment license. He said the property has been vacant for 3 years and it has had 5-6 tenants in last 15 years. He said they tried to keep the conveyor in position but to keep it they would need a wall that essentially would block passage to the restrooms and the kitchen. He said they want to move quickly and have already started preliminary work. He asked for the Commission's support. Commissioner Wimberly said the floor plan provided to the Commission this week denotes what is in place. He asked where the plan is that gives their plan of action to incorporate the artifacts or if there is any other proposal. Mr. Bedi said they do not propose to change anything else;they have not submitted complete plans • as yet. Mr. Troyer said the only change is to remove the conveyor and the other artifacts on site are not affected. Chairman Munoz asked if anyone with their firm has been retained with experience in these matters such as a structural engineer considering it is an historic building. Mr. Bedi replied, no. Commissioner Fletcher said although there are no specific plans yet, he was aware that the restaurateur has a more upscale modern-vision that is not compatible with the conveyor. Mr. Bedi said they are trying to create contrast with new and old and make them work together. Michael Chesser, said he represents the owners of the Thomas Winery Plaza and their offices are located on site in Suite D 5. He said they have had many prospective tenants look at this space and they remark at the many challenges of the building. He said the group representing Antonino's has been professional and honorable. Chairman Munoz allowed for public comment. Ed Dietl of HPARC presented an old picture of the winery building. He said he likes the fact that the exterior will not change. He said it has been empty for long time. He said he has a place for the • conveyor where it can be displayed. He said it is great where it is but it does not go with what they HPC Minutes -2- January 25, 2012 want and it is heavy and cumbersome. He said he would like it removed to a place where it can be displayed. He said they can save the artifacts. • Chairman Munoz closed the public comment period. Vice Chairman Howdyshell said she is pleased a business wants to occupy the building as it has been vacant 3 years and it will create jobs. She said she is in favor of removing it and saving it. Commissioner Oaxaca concurred. He said he usually tries to start with the best thing to do and then finds reality. He said he wants to preserve and be reflective of our community. He said he would still like to see it displayed although realistically that is not possible inside the building space. He said he is intrigued to see if there is another location in the City to display it. He said the challenge is to dismantle and move it and reassemble it and have it survive that process. Commissioner Wimberly said he concurs with all the prior comments. He thanked Mr. Singh for coming forward with an adaptive reuse of the building. He said relocation is a possibility and that would be worth exploring. Commissioner Fletcher said this building and complex is a designated historic landmark and that we are encouraged to find adaptive reuses. He said this is not the use that was originally intended but doing this can preserve the property and the heritage of the area. He said there has been no interest of a new winery moving in and to require a survey or study would just be a delay and it is likely we would probably end up with the same conclusion. He said he favors Option 2-remove the conveyor and display it elsewhere as well as other artifacts that could be set aside for preservation. Chairman Munoz said he is hearing a fair amount of consensus to support that. He said he is mindful this property is still here because of adaptive reuse. He asked staff if the plan is to save this • or destroy it. Mr. Troyer said they will preserve it on site or if the Historic Preservation Commission desires, it can be preserved elsewhere; it will not be demolished or destroyed. Chairman Munoz asked if the attic or loft is visible or if it would be stored away, never to be seen again. Mr. Troyer said we have discussed some options. He said the applicant will need a structural engineer and he will have to submit a structural plan. He said at present,we are not sure if it will be on site, but we will have at the least pictures; it will be stored on site or we may give it to Mr. Dietl to show. He said he (the Planning Director) would be given the authority to leave it or remove it from the site. Commissioner Oaxaca said the Building Official inspected the conveyor. He asked that he give a sense of the structural integrity of the conveyor. He asked what lead to the red tag. Trang Huynh, Building Official said it is a conveyor ladder with a belt that runs along the sides..He , said there are nails popping from the members and it is falling apart. He said the top part at the ceiling is just nailed; in current times a steel angle would be used to anchor it. He said it moves with a touch of the hand; the top and bottom supports are all loose. Commissioner Fletcher did not support the idea to preserve it on site in the attic, nor walling it in. He said it would be better for preservation to preserve it off site where it can be taken care of. • Chairman Munoz asked counsel to clarify the difference in the options. HPC Minutes -3- January 25, 2012 Mr. Flower said that it has been red tagged so they can either postpone action or direct staff to work with the applicant to salvage it. He said the Commission has 60 days to act. He said from the discussion it appears the Commission would support postponing action until it has been determined • where it will go. He said either way, the result is the same. Commissioner Oaxaca asked what is a reasonable timeframe. Commissioner Fletcher suggested the business owner could work with staff on that issue. Chairman Munoz said he believed there is a consensus towards Option 2. Mr. Troyer said the applicant has filed an application for a Conditional Use Permit with an Entertainment Permit and he would like to move forward and move it. He said the Commission can give him (the Planning Director) the authority to move it and preserve it. Mr. Flower said that there is a 60-day window that runs from the date of the red tagging and if no action is taken, the Building Official can go forward with demolition. He said the Historic Preservation Commission is advisory in this case but it is brought to them in accordance with the new Historic Preservation Ordinance for comment. Motion:Moved by Wimberly, seconded by Howdyshell, to give the Planning Director the authority to allow the removal of the conveyor and develop a plan to preserve the artifact as noted in Option 2. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, OAXACA, WIMBERLY NOES: NONE ABSENT: NONE - carried B. RE-IMAGINE, RE-INVENT, AND RE-DISCOVER LOCAL HISTORY- ORAUPOWERPOINT PRESENTATION James Troyer, Planning Director, gave the presentation highlighting the recognition the City received for the local history website at a recent statewide conference of libraries held in Pasadena. Chairman Munoz asked for Commission comments on the presentation. PUBLIC COMMENTS Ed Dietl of HPARC said there was no mention of the Rancho Cucamonga historical groups. He said they were not invited nor included in this event. He said the Commission should invite the local societies to these events. x • + x x COMMISSION BUSINESS AND COMMENTS Commissioner Fletcher said he enjoyed the presentation and noted how the storytelling preserves our heritage and shows how the community has changed over the years. • HPC Minutes -4- January 25, 2012 Vice Chairman Howdyshell said it is awesome that the State Library recognizes our efforts and the partnership between Planning and the Library is incredible. She said so much has been • accomplished at the local level. She thanked Mr. Troyer and the Library staff for their hard work. Chairman Munoz thanked Planning Department staff, Candyce Burnett, Senior Planner and Mayuko Nakajima, Assistant Planner for the work and support they provide towards historic preservation. Troyer, AICP, Planning Director By: Mayuko Nakajima, Assistant Planner Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE CONDITION OF THE HISTORIC COUR HOUSE, LOCATED ON 7567 ETIWANDA AVENUE BACKGROUND: The historic Cour House is a Dutch Colonial style residence built approximately in 1908. It was designated a historical landmark on February 21, 1996. In November 2011, the property was sold to new owners. The house is currently vacant and is surrounded by an empty lot to the east and south. In early January 2012, Staff received a call from an insurance company, indicating there had been a fire that damaged a part of the roof in December. The insurance company was looking for any information on restrictions and requirements for replacing damaged roofing to a historic structure. UPDATE: On January 24, 2012, Commissioner Oaxaca informed staff of the vandalized state of the historic house and asked Staff to investigate. Planning Staff performed a site inspection and took photographs on January 26, 2012. Staff found the following damages: • The original front door seems to have been forced open by a crow bar. The framing on the right side is broken off. • The majority of all the windows on the first floor are broken. Glass shards are scattered throughout the interior. The chimney, roof and second floor window on the south side is covered with a black plastic cover. There is debris and trash scattered throughout the property. • The property is lacking any regular landscaping. Code Enforcement received 2 complaints regarding the Cour House. The first complaint was filed on January 17, 2012, regarding trash cans in the public view and broken windows. The second complaint was filed on January 25, 2012, regarding the broken windows and break-in to the property. Code Enforcement sent a notice to the property owner, and will be working with them to secure the structure and address these issues. The house needs to be secured until occupied so that vandals cannot get inside the structure and cause even more damage. RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the staff report and file for future reference. Res ctfully submi1dg, �.lI 1 Jam R.
