Chairman Munoz then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Ray Wimberly ABSENT: Francisco Oaxaca STAFF PRESENT: Candyce Burnett, Senior Planner; Jeffrey Bloom, Interim Planning Director; Linda Daniels, Assistant City Manager; Steven Flower, Assistant City Attorney; Donald Granger, Senior Planner Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer; Lois Schrader, Planning Commission Secretary YeRRRR • ANNOUNCEMENTS None k R R R k APPROVAL OF MINUTES Motion: Moved by Howdyshell, seconded by Fletcher, carried 4-0-1 (Oaxaca absent), to approve the minutes of March 28, 2012. DIRECTOR'S REPORTS A. HISTORIC PRESERVATION MONTH ACTIVITIES FOR MAY 2012 Candyce Burnett, Senior Planner presented the staff report. She noted that this is the third year for the City to participate in the National Historic Preservation month activities and it involves a partnership with the library, community groups and preservation groups. She highlighted the activities summarized in the staff report. Vice Chairman Howdyshell complimented staff for using the various ways of advertising and • promoting the special events. 1 Chairman Munoz recommended visiting the Etiwanda Preserve trail, noting breathtaking views. He • also mentioned the events held at the library as they are enjoyable and well attended. B. ORAL UPDATE ON THE COUR HOUSE LOCATED AT 7567 ETIWANDA AVENUE Candyce Burnett, Senior Planner, gave an oral report. She said Code Enforcement and staff are working with the property owners to retrofit the structure following a fire. She said the property owner has had some issues with their insurance agent and the mortgage lender with respect to hiring and paying a contractor to do the work. She said they hope to move forward quickly and Code Enforcement has given them an extension. She said that staff will bring another update as to when work will begin on the restoration of building and the retrofit of the windows. Commissioner Wimberly said he had a previous question about the property owners'plans towards renting the property. Ms. Burnett said there is no estimated date as to when they can market the property to a renter. She said they had a possible renter in line but that opportunity is now lost considering the repairs that need to be done. She said they will market the property again, but the timeline depends upon the completion of the construction. Commissioner Fletcher asked if she is familiar with the history of the house and why it was designated. Ms. Burnett said she would bring a background report to the Commission in a month. • C. ORAL UPDATE ON THE THOMAS WINERY LOCATED AT THE NORTHEAST CORNER OF FOOTHILL BOULEVARD AND VINEYARD AVENUE Candyce Burnett, Senior Planner, gave an oral update on the winery. She said staff is working with the property owner. She said there is no progress with respect to the removal of the wine conveyor. She said they are removing a portion of the patio and it will be replaced in kind and photos have been taken to ensure that is done. She said staff is looking at a future modification of their parking as some of the needs of the development have changed. Chairman Munoz introduced Ms. Burnett and noted she is sitting in for the Director. He also introduced Interim Planning Director Jeff Bloom. He noted Mr. Bloom is from the City of Upland with 27 years of Planning experience. He also noted that Linda Daniels, Assistant City Manager was also present. PUBLIC COMMENTS Luana Hernandez, said she is President of the Historic Preservation Association of Rancho Cucamonga. Bloom, Interim Planning Director By: Mayuko Nakajima, Assistant Planner Subject: INFORMATIONAL REPORT ON THE SUBMISSION OF AN APPLICATION FOR THE SUSTAINABLE COMMUNITIES PLANNING GRANT AND INCENTIVE PROGRAM GENERAL: The Sustainable Communities Planning Grant and Incentive Program is funded by Proposition 84, the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006. Planning staff partnered with the City Manager's Office staff to complete the grant application. The intent of the grant program is to support the development and implementation of effective and innovative local plans that support the State's AB 32 (Assembly Bill 32 and Global Warming Solution Act) GHG emission reduction targets and implement SIB 375 (Sustainable Communities and Climate Act of 2008), while creating sustainable communities. Staff's proposal is to improve the long-term sustainable development of the North Town community in southwest Rancho Cucamonga by using grant funds to prepare the North Town Neighborhood Character Area Specific Plan/Master Plan (NTNCAMP). The NTNCAMP will develop a • comprehensive plan to promote historic preservation, guide infill development, reduce greenhouse gas emissions, and encourage sustainable practices such as implementing pedestrian-friendly, walkable neighborhoods in the City's unique and historic area of North Town. The Plan will bring much needed design elements to improve transportation, air and water quality, promote economic health, and overall sustainable development through preservation and conservation of existing historic and natural resources. There are several criteria a proposal for grant funds must meet: • Demonstrate a practice of "local sustainable planning," whereby the benefits target an economically disadvantaged community; and • Demonstrate ongoing collaboration with State, regional and local, public and private stakeholders and community involvement to develop or implement regional plans that meet the intent of SB 375; and • Demonstrate the ability to complete the proposal within a schedule and budget organizational capacity. The North Town community is a well-established area in Rancho Cucamonga that dates back to the early 1900s, once occupied predominantly by Latino agricultural families that lived and worked in nearby fields. The community continues to be comprised of low to moderate income Latino residents living in older housing stock, some homes constructed before World War II. North Town is one of the oldest and most economically disadvantaged areas of Rancho Cucamonga, and this project will not only benefit the North Town and Rancho Cucamonga communities, but the • surrounding region by serving as an example of sustainable planning. ITEM A HISTORIC PRESERVATION COMMISSION DRC2012-00091 April 25, 2012 Page 2 • The application was submitted to the State of California Strategic Growth Council on February 15, 2012. Awarded recipients will be notified by May 10, 2012. RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the staff report and file for future reference.
