Chairman Munoz then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Francisco Oaxaca, Ray Wimberly ABSENT: None STAFF PRESENT: Candyce Burnett, Senior Planner;Jim Markman, City Attorney; Steve Fowler, Assistant Planner; Dan James, Senior Civil Engineer; Mayuko Nakajima, Assistant Planner; Lois Schrader, Planning Commission Secretary; Tabe Van der Zwaag,Associate Planner; Jeffrey Bloom, Interim Planning Director ANNOUNCEMENTS • None APPROVAL OF MINUTES Motion: Moved by Howdyshell, seconded by Wimberly, carried 4-0-1 (Oaxaca abstain), to approve the minutes of April 11, 2012. DIRECTOR'S REPORTS A. INFORMATIONAL REPORT ON THE SUBMISSION OF AN APPLICATION FOR THE SUSTAINABLE COMMUNITIES PLANNING GRANT AND INCENTIVE PROGRAM Mayuko Nakajima, Assistant Planner, presented the staff report and gave a brief PowerPoint presentation. Commissioner Fletcher asked about the monetary range of the grant awards. Ms. Nakajima said it is up to one million but staff applied for 335 thousand. Commissioner Oaxaca asked if the City would be able to proceed with these improvements without • receiving these grant funds. Ms. Nakajima said it could take longer but those improvements could still occur. She said additionally the grant provides for consultants. In response to Vice Chairman Howdyshell, she said it would be used for consultants, supplies, meetings, workshops, and in kind staff. She said • implementation would take place starting in June 2012 through 2014. Commissioner Fletcher asked if this is a State or Federal grant. Ms. Nakajima said it is a State grant. In response to Chairman Munoz, she said the funds will be used to help implement design standards for the community to be more sustainable such as bike racks, bike lanes and to overall promote historic preservation by utilizing what is already there and provide incentives for preservation. Candyce Burnett, Senior Planner, also a said this is a policy of the General Plan; to manage and govern overlays, to make the first effort to identify and to create a master plan. It would create the document and guidelines. It would also allow the City to work with outreach groups and make green and sustainable improvements to historic structures. The Secretary received and filed the report. « « « « « PUBLIC COMMENTS None COMMISSION BUSINESS AND COMMENTS • Vice Chairman Howdyshell said she is looking forward to hearing positive feedback and she is hopeful to receive the grant as it would be a step forward. Chairman Munoz referred to the flyer for the Historic Preservation Month events scheduled in May. He also recognized Administrative Professionals Day and thanked staff for their support and hard work. ADJOURNMENT Motion: Moved by Wimberly, seconded by Oaxaca, carried 5-0, to adjourn. The Historic Preservation Commission adjourned at 7:15 p.m. Approved: • HPC Minutes -2- April 25, 2012 STAFF REPORT _ • PLANNING DEPARTMENT RANCHO Date: May 9, 2012 CUCAMONGA To: Chairman and Members of the Historic Preservation Commission From: Jeffrey A. Bloom, Interim Planning Director By: Mayuko Nakajima, Assistant Planner Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE HISTORY AND CONDITION STATUS OF THE HISTORIC COUR HOUSE, LOCATED ON 7567 ETIWANDA AVENUE. RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the staff report and file for future reference. BACKGROUND: The Commission requested that staff present another update report regarding the maintenance status of the historic Cour House. Staff brought an update to the Commission on April 11, 2012. UPDATE: At the initial meeting on March 12, 2012, with the property owner, Code Enforcement, Planning staff, and the Building Inspection Supervisor, it was agreed to give the property owner • extra time to comply with the corrections. The date given in the letter to comply was May 2, 2012. As of today, the property owners have not performed any of the improvements specified. The Code Enforcement Department sent a compliance order letter on April 18, 2012. The letter gave them two weeks to comply. The improvements include paint, landscaping, and re-roofing. If there is no compliance, either a citation will be issued or the case will be referred to the City Prosecutor. On April 26, 2012, the property owner submitted plans to the City to obtain permits for repair of the fire-damaged portion of the roof. It is currently in plan check, and no permit has been issued as of the date of this report. Staff will continue monitoring the progress of the improvements and bring back an update at the June 13, 2012, Historic Preservation Commission meeting. HISTORIC SIGNIFICANCE: The Commission also requested a brief historical summary of the Cour House. The Cour House was designated by the City Council on February 21, 1996. The findings supporting the designation were largely based on architectural style and the unique aesthetic historical quality it lends to the Etiwanda neighborhood. The designation Resolution 96- 013 is attached as Exhibit A. The home was constructed approximately in 1914 in the Dutch Colonial style, which was particularly popular between 1900 and 1930. The Swedish gambrel roof offered a combination of maximum floor space with minimal second-story costs. Little is known about the original owners of the house, except that Ms. Lucius H. Tilden was the mother of Mamie Tilden Cour. According to a grant deed, the property changed ownership from the Tildens to the Cours in 1914. Copies of letters from Lucius H. Tilden dated 1908 to 1910 give some evidence as to the how the surrounding area looked in its early days: large plots of land divided into 10-, 20-, • 40-acre lots with an abundance of oranges, lemons, and grapes. Bloom Interim Planning Director JAB:MN\ge Attachments Exhibit A- Designation Resolution 96-013 dated February 21, 1996 • • A-2 • RESOLUTION NO. 96-013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING HISTORIC LANDMARK 95-03 TO DESIGNATE THE COUR RESIDENCE, LOCATED AT 7567 ETIWANDA AVENUE, AS A LANDMARK - APN: 1100-031-06. A. Recitals. 1. Charles and Fredella Gibbons have filed an application for Landmark Designation 95-03 as described in the title of this Resolution. Hereinafter in this Resolution, the subject Landmark is referred to as "the application." 2. On January 10, 1996, the Historic Preservation Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and recommended approval. 3. On February 21, 1996, the City Council held their meeting and approved Landmark Designation 95-03. 4. All legal prerequisites to the adoption of this Resolution have occurred. • B. Resolution. NOW, THEREFORE, it is hereby found, determined, and resolved by the City Council of the City of Rancho Cucamonga as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part "A," of this Resolution are true and correct. 2. The application applies to approximately .51 acres of land, basically a 115-foot by 189-foot configuration, located at 7567 Etiwanda Ave. 3. Based upon substantial evidence presented to this Council, including written and oral staff reports, together with public testimony, and pursuant to Section 2.24.090 of the Rancho Cucamonga Municipal Code, this Council hereby makes the following findings and facts: a. Historical and Cultural Significance: Findina 1: The proposed landmark is an example of a type of building which was once common but is now rare. Fa s: The house is a distinct representation of Dutch Colonial architecture. • EXHIBIT A A-3 Resolution No. 96-013 Page 2 • Finding : The proposed landmark is of greater age than most of its kind. Facts: The house is at least 75 years old. b. Neighborhood and Geographic Setting. Finding 3: The proposed landmark materially benefits the historic character of the neighborhood. Fact/s: The house is currently being restored and will add an aesthetic historical character to the neighborhood. Finding 4: The proposed landmark, in its location, represents an established and familiar visual feature of the neighborhood, community, or city. Facts: The home is a familiar significant feature from the former Etiwanda Colony lands and is located on the original construction site. 4. This Council hereby finds that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970, as amended, and • the Guidelines promulgated thereunder, as Landmark Designations are exempt under CEQA, per Class 3.e. 5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above, this Council hereby resolves that pursuant to Chapter 2.24 of the Rancho Cucamonga Municipal Code, that the City Council of the City of Rancho Cucamonga hereby approves Landmark Designation 95-03. 6. The Mayor shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this 21 st day of February, 1996.
