Regular Meeting
May 9, 2012
Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Historic
Preservation Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at
Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
Chairman Munoz then led in the pledge of allegiance.

April 25, 2012.
DIRECTOR'S REPORTS
A. UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE HISTORY
AND CONDITION STATUS OF THE HISTORIC COUR HOUSE, LOCATED AT 7567
ETIWANDA AVENUE
Mayuko Nakajima, Assistant Planner, presented the staff report. She stated that another update
report will be brought to the Commission on June 13. In response to Vice Chairman Howdyshell,
Ms. Nakajima said she does not know what the roofing cost will be but that the property owner has
submitted plans and they are currently being routed to the various departments for review.
PUBLIC COMMENTS
Ed Dietl asked for an update report on the condition and status of the China House. He then
announced the upcoming Cucamonga Classic Car Show slated for June 30, 2012 at the Magic
Lamp restaurant on Foothill Boulevard.

Luana Hernandez stated she is the owner of the newly roofed Isaac Lord House and noted the great
article and photos found in the Daily Bulletin newspaper of her home and on the upcoming historical
tour. She said they want to support preservation. •
Sandy Dietl said tickets are being sold for the tour slated for June 16. She said the tour includes two
homes, the old stone church and the old fire station and tickets are $25.
COMMISSION BUSINESS/COMMENTS
In response to Mr. Dietl's report request, Candyce Burnett, Senior Planner noted that reports have
been brought back to the Commission on two occasions and staff could do another at the request of
the Commission.
Steven Flower,Assistant City Attorney noted that the structure is not landmarked, and therefore the
owner cannot be forced to bring the structure into compliance with the Historic Ordinance. He said it
has been in a deteriorated state for some time, this is not a new occurrence.
Following some general discussion regarding the structure's condition, Chairman Munoz asked staff
to bring back an updated report on the status and condition of the structure. He noted that because
of the natural construction of the building, i.e., it was not built at top of the line standards in the first
place, and it has survived far beyond what it was originally intended for.

Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE
STATUS OF THE CHINATOWN HOUSE LOCATED AT 9591 SAN BERNARDINO
ROAD
RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the
staff report and file for future reference.
BACKGROUND: At the last Commission meeting, the Commission requested that staff present an
update report regarding the maintenance status of the historic Chinatown House. There are
ongoing issues with the structure and there is growing concern that it may soon fall down.
UPDATE: Staff last provided an oral update on March 9, 2011. Staff sent a notice letter to the
Cucamonga Valley Water District (CVWD) on October 11, 2011, indicating all of the necessary
• improvements that are required (Exhibit B). Since then, staff has been in contact with CVWD to
discuss alternatives for the structure. Staff understands this is an ongoing issue and plans to meet
with CVWD again. Additionally, staff performed a field inspection with the new Interim Planning
Director to review the condition of the structure.
Staff will continue to initiate contact with CVWD. Staff will bring an update at a future date when
additional information is available.

Preservation Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at

DIRECTOR'S REPORTS
A. STATUS REPORT REGARDING THE INSPECTIONS OF SWEETEN HALL AND THE CHINA
HOUSE - ORAL REPORT
Candyce Burnett, Senior Planner, gave an oral report noting that their inspection was an exterior
look and Sweeten Hall appears in relatively sound condition but needs minor repair. She said the
China House looks relatively clean, but has some structural issues. She said the Building Official is
looking at potential remedies for structural stability. She said there is not additional information and
staff will bring back another report if there is anything new to report.
Commissioner Fletcher asked about the structural issues at the China House, specifically the roof.

Ms. Burnett said they could not go inside, but from the exterior, it looks like there are structural
issues with the roof. She said the Building Official is looking to see what can be done to stabilize the
structure.
Vice Chairman Howdyshell asked if any photos were taken and if there is a timeframe in which the •
Building Official will give a report back.
Ms Burnett said none were during this visit but there are some recent photographs in our files. Ms.
Burnett said staff and the Building Official need to research the possible remedies and to have
discussions with the owners of the buildings before a report can be brought back; there is no set
timeframe.
Chairman Munoz asked if there are structural issues at the China House. He asked who owns the
building and if staff is going to the owner.
Ms. Burnett indicated that there are no Code Enforcement issues at this time and that only a visual
inspection from the outside was done at this time because staff has not been given access to the
building by the owner. She said the Cucamonga Valley Water District(CVWD)is the owner and this
was an initial inspection and staff will go to the owner as we will need permission to enter the
building.
Commissioner Oaxaca asked that in the future, staff to get photos to accompany future
updates/reports.
Ms. Burnett confirmed that it wasjust an introductory inspection at this point and as they progress in
their research, staff will provide a more formal report.
Commissioner Wimberly expressed concern in that there is still an issue to be addressed by the
owner and that with no real timeframe for Code Enforcement or for the Building Official to make this •
happen, there could be another instance of demolition by neglect. He asked how the process could
be stepped up.
Ms. Bumett said staff is working with them and noted the Building Official will be out for a few
weeks, but upon his return, staff will go out again, look at the remedies and talk with the property
owners in the next 3-4 weeks.
The secretary received and filed the report.
PUBLIC COMMENTS
Ed Dietl of HPARC said the west side of the China House roof appears to be collapsing. He noted
this building was landmarked before the CVWD owned it. He reported that Sweeten Hall has
security issues; there have been break-ins. He said the historic gas station (rear building) is now
gone and all the relics are gone with the exception of some old license plates he found. He said he
believes the City will move the building that remains. He reiterated that he wants to keep it on its
own property.
Luana Hernandez said it would be a shame to move the building. She said if it is move, it would no
longer be on Route 66 and that she wants to preserve it for posterity.

Commissioner Oaxaca said he visited the John Rains House and they were celebrating Cucamonga
• History Day. He said he highly recommends the tour as it is nicely restored, fully furnished in period
furniture, and the docents and activities were interesting as well as the history of the house and
inhabitants' personal stories. He said this structure was saved from the bulldozers in 1970s.
Vice Chairman Howdyshell said keeping the China House and Sweeten Hall on the radar is
important. She said she hopes the owners understand the value of corporate citizenship.
Chairman Munoz said he would like to be informed of the status of these structures, who owns
them, who we talk to, and how do we get those tolks to work with us.

SUBJECT: HISTORIC PROPERTY ON 9591 SAN BERNARDINO ROAD (CHINATOWN HOUSE)
Dear Property Owner:
This letter serves as a notice regarding the property located at 9591 San Bernardino Road,
Rancho Cucamonga, California 91730, a designated local historic landmark,. also known as the
Chinatown House.
The City of Rancho Cucamonga recently adopted its new historic preservation ordinance on
July 6, 2011. Pursuant to the new Ordinance, Section 2.24.010 (Maintenance of Historic Landmarks and
Contributing Resources), a property owner is required to "keep in good repair all exterior portions thereof,
all interior portions thereof regulated by the applicable designation statement or adopted conservation
plan and all interior portions thereof whose maintenance is necessary to prevent deterioration and decay
of any exterior architectural feature." The complete section from the Ordinance is attached to this letter.
• Based on .a recent inspection of your property, staff observed the following that needs immediate
attention:
1. Building elements in danger of falling and injuring persons or property - Porch elements unstable.
2. Walls, partitions, or other vertical supports that split, lean, list, buckle, or are otherwise failing
because of defective material or deterioration - Walls and vertical supports are starting to lean and
split.
3. Ceilings, roofs, roof supports, or other horizontal members that sag, split, buckle, or are otherwise
failing because of defective materials or deterioration - The roof, roof supports, all exterior supports,
and walls are in poor condition.
4. Deteriorated, crumbling, or loose exterior plaster - Bricks are starting to fall out because of the
absence of mortar to hold them in place.
5. Deteriorated or ineffective waterproofing of exterior walls, roofs, foundations or floors; including, but
not limited to broken windows or doors - Walls, roofs, windows, and doors are in poor condition.
6. Defective or insufficient weather protection for exterior wall coverings, including lack of paint, or
weathering because of lack of paint or other protective covering - Loose brick and open holes in the
roof provide insufficient weather protection, further deteriorating the structure.
7. Any fault, defect, or deterioration in the building that renders it structurally unsafe or insufficiently
• watertight - Does not appear to be structurally safe at this time.

2.24.110 Maintenance of Historic Landmarks and Contributing Resources.
• A. The owner, occupant, or other person having legal custody and control of a
Historic Landmark or Contributing Resource shall keep in good repair all exterior portions
thereof, all interior portions thereof regulated by the applicable designation statement or
adopted conservation plan, and all interior portions thereof whose maintenance is necessary to
prevent deterioration and decay of any exterior architectural feature.
B. The owner, occupant or other person having legal custody and control of a
Historic Landmark or Contributing Resource shall promptly repair such building or structure
consistent with all other applicable local, State, and Federal laws, if it is found to have any of the
following defects as determined by the Building and Safety Official:
1. Building elements in danger of falling and injuring persons or property.
2. Deteriorated or inadequate foundation.
3. Defective or deteriorated flooring.
4. Walls, partitions, or other vertical supports that split, lean, list, buckle, or
are otherwise failing due to defective material or deterioration.
5. Ceilings, roofs, roof supports, or other horizontal members that sag, split,
buckle, or are otherwise failing due to defective materials or deterioration.
6. Fireplaces or chimneys that list, bulge, settle, or are otherwise failing due
• to defective material or deterioration.
7. Deteriorated, crumbling or loose exterior plaster.
8. Deteriorated or ineffective waterproofing of exterior walls, roofs,
foundations or floors; including, but not limited to broken windows or doors.
9. Defective or insufficient weather protection for exterior wall coverings,
including lack of paint, or weathering due to lack of paint or other protective covering.
10. Any fault, defect, or deterioration in the building that renders it structurally
unsafe or insufficiently watertight.
C. A Certificate of Appropriateness shall not be issued for the demolition of a
Historic Landmark or a Contributing Resource because of the failure of the owner to comply with
the provisions of this section.
