CALL TO ORDER A special meeting of the City of Rancho Cucamonga City Council was held on Wednesday, December 16, 2015, in the Tri-Communities Conference Room at City Hall located at 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor Michael called the meeting to order at 3:30 p.m. Council Member Williams led the Pledge of Allegiance. Present were Council Members: Bill Alexander, Diane Williams, Lynne Kennedy, and Mayor Pro Tern Sam Spagnolo; and Mayor L. Dennis Michael. Also present were: John Gillison, City Manager; Linda Daniels, Assistant City Manager; Fabian Villenas, Principal Management Analyst, Deborah Allen, Management Aide, and Linda Troyan, City Clerk Services Director. B. PUBLIC COMMUNICATIONS Dan Titus submitted a letter regarding the Rancho Cucamonga Sustainabiity and Climate Action Plan. Tressy Capps spoke in opposition to the Climate Action Plan. C. ITEM(S) OF BUSINESS C1. Presentation introducing the development of the Rancho Cucamonga Sustainability and Climate Action Plan. Fabian Villenas, Principal Management Analyst, and Leeanne Singleton, Senior Planner with Raimi and Associates reviewed a Power Point presentation outlining the Sustainability and Climate Action Plan. The presentation included the project background, overview of project tasks, community involvement process, and environmental sustainability efforts in progress. Council discussed and responded to the following questions asked by Leeanne Singleton, Senior Planner with Raimi and Associates. 1. What is the City or community already doing well that you would like to build upon to encourage environmental sustainability? Discussion focused on sustainability of water, development codes for turf, drought tolerant landscaping, El Nino, water conservation, provide assistance/information to businesses, waste reduction programs, recycling, streamlining use of paper, City's efforts to reduce red tape in community including the business community, create a better healthier environment for all concerned, sensitize residents and businesses on how they can do a better job in sustainability and greenhouse gas. 2. What do you feel are the most pressing sustainability issues affecting communities? Discussion focused on synchronizing traffic signals to help eliminate pollution, and not giving businesses and citizens the impression that the City is mandating programs., 3. Are there any additional organizations we should include in the community engagement process? December 16, 2015 1 Special Meeting Minutes of the City of Rancho Cucamonga City Council Page 1 of 2 Consensus to include organizations reflected in staff report, including environmentalists, regional governments, residents, community organizations, business, industrial sector, Chamber of Commerce, local high school students (student advisory councils and environmental clubs), nonprofit groups, and sports groups. Council to provide additional names of groups for consideration. City Council received information regarding the development of the Rancho Cucamonga Sustainability and Climate Action Plan and staff to move forward with Plan. D.
