CITY COUNCIL MINUTES
Adiourned Meeting
A. CALL TO ORDER
An adjourned meeting of the Rancho Cucamonga City Council was held on Thursday, September 30, 1993,
in the Tri-Communities Conference Room of the Civic Center, located at 10500 Civic Center Drive, Rancho
Cucamonga, California. The meeting was called to order at 7:07 a.m. by Mayor Dennis L. Stout.
Present were Councilmembers: William J. Alexander, Rex Gutierrez, Diane Willlares, and Mayor Dennis L.
Stout.
Also present were: Jack Lam, City Manager; Susan Mickey, Management Analyst I; Assemblyman Fred
Aguiar and Chris Brown from his staff; and Debra J. Adams, City Clerk.
Absent was Councilmember: Charles J. Buquet II.
B. ITEM OF DISCUSSION
B1. DISCUSS STATE LEGISLATION AND ISSUES WITH ASSEMBLYMAN FRED AGUIAR (0701-16
LEG STATE)
Mayor Stout stated the purpose of the meeting was to meet with Assemblyman Fred Aguiar.
Assemblyman Aguiar stated he wanted to update the City Council as to what is going on at the local level
through Sacramento. He reported on SB 1234 and how the City's money would have been sequestered by
the State had the bill been adopted. He informed the Council he opposed the bill. He added he supported
the concept, but not how the bill was written. He stated this is now a two-year bill and may be revived next
year. He stated he would continue to oppose it. He reported on AB 1290 and how it deals with redevelopment
and the fact that there are those who are trying to restructure Redevelopment Agencies. He stated he
opposed it, but asked if the author would consider making it effective January, 1995 instead of January, 1994.
He added after it came back to the Assembly, it did not include the new language so he did not vote for it. He
stated the Governor signed his bill which provides for paying schools for make-up days that students need
to make-up when the are year-round schools. He stated AB 665 provides for a committee to be set-up to deal
with the relationship between local officials and state officials. He stated the report is to be done by the end
of January, 1994. He mentioned that on October 26, there will be a meeting with Riverside and San
Bernardino County officials to talk about how the government can be restructured. He asked if prior to
October 15, could Rancho Cucamonga provide him information on what it would like to see so he can present
this at the meeting.

Councilmember Alexander asked about the bill relieving local government of mandates place on them by the
State.
Assemblyman Aguair talked about his and Senator Ayala's proposed legislation. He stated he would be
carrying to the Assembly next year, for the second year, a bill which would relieve local government of all post
1975 mandates.
Jack Lam, City Manger, commented on the storm water discharge mandate and how it affects Rancho
Cucamonga, and that the City does not know how it will fund that,
Assemblyman Aguair talked about how he tried to get a two year delay on the fines relative to AB 939
requirements. He continued to state that hopefully AB 939 will be cleaned-up per a commitment that was
made to him.
Jack Lam, City Manager, asked what he felt the State would do to the cities next year.
Assemblyman Aguiar state he did not know for sure what the State would do.
Mayor Stout felt there needs to be more stability and structure on what the cities have to give to the State so
that the cities can plan more for the future.
Assemblyman Aguiar agreed.

D. ADJOURNMENT
MOTION: Moved by Alexander, seconded by VVilliams to adjourn. Motion carded unanimously, 4-0-1 (Buquet
absent). The meeting adjourned at 8:20 a.m.
