CITY COUNCIL MINUTES
Adiourned Meetinq
A. C.~T.T. TO ORDER
An adjourned joint meeting of the City Council of the City of Rancho Cucamonga
and the Cucamonga County Water District and Chino Basin Municipal Water District
met on Wednesday, January 23, 1991 in the Tri-Communities Conference Room at the
Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California.
The meeting was called to order at 7:20 p.m. by Mayor Dennis L. Stout.
Present were Councilmembers: WilliamJ. Alexander, Charles J. Buquet II, Pamela
J. Wright, and Mayor Dennis L. Stout.
Absent was Councilmember: Diane Willjams.
Also present were: Jerry Fulwood, Deputy City Manager; Rick Gomez, Community
Development Director; Joe O'Neil, City Engineer; Robert Zetterberg, Puklic Works
Maintenance Manager; and Debra J. Adams, City Clerk.
Present were Cucamonga County Water District Boardmembers: Jerry Wilsor., Charlie
West, Bob Neufeld, and Jeff Carter.
Also present from Cucamonga County Water District was:
General Manager.
Tom Shollenberger,
Present from Chino Basin Municipal Water District were Boardmembers: Bill Hill,
Anne Dunihue, Dwight French, and John Anderson.
Also present from Chino Basin Municipal Water District were: Tom Homan, Diane
Leach, Vince DePalma, Ed James, Richard Tyker, and Gary Hackney.

B. JOINT ITEMS OF DISCUSSION
B1. Discussion of Drouqht and Water Conditions that Affect the Community.

Jerry Fulwood, Deputy City Manager, stated this subject is something the City
has been working on with both Cucamonga County Water District (CCWD) and Chino
Basin Municipal Water District (CBMWD) for some time now. He stated there is

a commitment to work with the two Water Districts by the City because of the
drought problem. He added the City wants to do something to help the situation
by working with both Water Districts.
Presentations were made by Tom Homan of CBMWD and Tom Shollenberger of CCWD
regarding the drought and water conditions that affect the community. Tom Homan
also distributed written information pertaining to this subject.
Mayor Stout inquired if when Rancho Cucamonga is totally built out, would there
be enough water to serve the City.
Boardmember Hill, CBMWD, stated there was already a problem at the present time.
He stated it would be up to the City Council to set building limits which would
help with this problem.
Mayor Stout stated the City has spent millions of dollars in the community on
flood control projects and asked if this investment has increased the amount of
water going into the basin for retaining water.
Tom Homan, CBMWD, stated he was not sure, but that it probably has not made a
significant difference.
Councilmember Wright asked what Cucamonga County Water District felt should be
done to make sure there is enough water.
Tom Shollenberger, CCWD, felt it would have to be a cooperative effort involving
everyone.
Boardmember Neufeld, CCWD, felt it was a good idea for everyone to sit down and
work together on this problem. He also suggested that everyone sit down more
often than Just once per year.
Councilmember Wright asked if there was a better way the City could design flood
control channels to help the water situation.
Tom Shollenberger, CCWD, stated it must be done through flood control
regulations.
Boardmember Neufeld, CCWD, felt there was good co~ununication, but that possibly
better communication was needed in the master planning of the City.
Tom Homan, CBMWD, stated the need is for additional facilities.

B2. Discussion of Water Reclamation and Water Conservati6n Planninu Efforts.

Presentations were made by Gary Hackney of CBMWD and Tom Shollenberger of CCWD
regarding water reclamation and water conservation planning efforts.

Boardmember French, CBMWD, stated they wanted to work with all of the agencies
involved in working out the process of using reclaimed water.
Boardmember Hill, CBMWD, stated he felt reclamation will be the answer to a lot
of problems.
Tom Shollenberger, CCWD, stated the days of green belts no longer exist.
Rick Gomez, Community Development Director, stated the City is doing things to
reduce water usage in all of their systems. He stated there is still room for
improvement, but they are working with the District to get better at water
conservation.
Councilmember Wright pointed out that the City Hall landscaping was designed to
help conserve water.
Tom Shollenberger, CCWD, agreed that the City has complied with the Xeriscape
Ordinance.
Boardmember Hill, CBMWD, added he felt the City is doing a good job.
Jerry Fulwood, Deputy City Manager, stated the City is working to save water
every way they can.

B3. Discussion of Future Cost Implications for Resource Manauement.

Tom Homan, CBMWD, felt he had covered the information pertaining to future cost
implications in the previous information he presented.
Tom Shollenberger, CCWD, stated his Board is working with the City on rates.
Mayor Stout stated the City appreciated their efforts to work with Rancho
Cucamonga on this matter.
Boardmember Neufeld, CCWD, stated their District's rates are the lowest rates
in this end of the San Bernardino County which they have offered to Rancho
Cucamonga residents.
Mayor Stout asked if the people that actually conserve water could get some type
of rate reduction; whereby the people that don't pay higher rates.
Tom Shollenberger, CCWD, stated this concept can be checked into.
Councilmember Buquet asked what the status was of getting the salt out of water.
Tom Shollenberger and Boardmember French, CCWD, both stated this is being worked
on currently.

Councilmember Wright stated she would like all of our agencies to help the
communication issue and to help get the word out to the citizens about the water
problems.
Tom Shollenberger, CCWD, stated working with staff is a big help and will assist
in getting projects accomplished.
Councilmember Buquet suggested that all of the agencies work together on a
project.

D. ADJO~
MOTION: Moved by Alexander, seconded by Wright to adjourn to January 26, 1991,
9:00 a.m. for a field tour regarding multi-family development which would adjourn
to January 31, 1991, 7:00 p.m. in the Council Chambers located at 10500 Civic
Center Drive, Rancho Cucamonga for a meeting to discuss multi-family development.
Motion carried unanimously, 4-0-1 (Willlame absent). The meeting adjourned at
9:50 p.m.
