CALL TO ORDER A joint meeting of the City Council of the City of Rancho Cucamonga and Chaffey College met on Tuesday, August 8, 1989, at the Lions Park Community Center, 9161 Base Line Road, Rancho Cucamonga, California. The meeting was called to order at 7:10 p.m. by Mayor Dennis L. Stout. Present were Councilmembers: William J. Alexander, Pamela J. Wright, and Mayor Dennis L. Stout. Also present were: City Manager, Jack Lam; Deputy City Manager, Linda D. Daniels; Deputy City Manager, Jerry B. Fulwood; Community Services Manager, Joe Schultz; Community Development Director, Rick Gomez; Administrative Analyst, Diane O'Neal; Administrative Aide, Susan Mickey; and City Clerk, Debra J. Adams. Present from Chaffey College were: Jerry Young, President/Superintendent; Don Berz, Executive Vice President; Dennis Chuning, Vice President/Busniess Services; Steve Menzel, Executive Director/Personnel Services; Bill Bescoby, Boardmember; James Barton, Boardmember; Isabel Scully, Boardmember; Robert Edmonson, Boardmember; and Paul A. Treadway, Boardmember. Absent were Councilmembers: Deborah N. Brown and Charles J. Buquet II. , , , Mayor Stout stated this is the second meeting the City has had with one of the community groups. Councilmember Alexander asked if the Chaffey College Board would have to call their meeting to order. Dr. Jerry Young, Chaffey College, stated they would not have to call their meeting to order, but added that they had advertised for this meeting. , , , , , B. ITEMS OF DISCUSSION B1. Discussion of ~oint use of college facilities. (1405-03 SCHOOLS) (1) City Council/Chaffey College Joint Meeting Minutes August 8, 1989 Page 2 Joe Schultz, Community Services Manager, stated they have enjoyed the working relationship with the College staff including the cooperation they have received from Janet Nix. He stated that the City needs facilities very badly, and he further added that the City has talked with the Grigsby's for the possibility of using the vacant land which is near the College. He added he has been working on this with Jim Anderson of Chaffey College who stated that he would be looking into this possibility with the Grigsby's, but that he has not heard anything back from the Grigsby's or from Mr. Anderson regarding their discussion on using this land for sports facilities. Mayor Stout felt both the City and College should work out an agreement where they both could benefit. James Barton, Chaffey College, stated he felt everyone should introduce themselves at this point in the meeting because so many new faces. At this point the Chaffey College staff, City staff, and the City Council introduced themselves. Jack Lam, City Manager, added that Rick Gomez has come back to the City and stated that, with the reorganization of the City Manager's office, Jerry Fulwood and Linda Daniels have become Deputy City Managers. Dr. Jerry Young, Chaffey College, stated that Dennis Chuning, had come to Chaffey College from Pasadena City College, and Don Berz had come to Chaffey College from the Peralta District. He added that Steve Menzel, who is in Personnel, has been with the College for approximately three (3) years. Mayor Stout asked how Chaffey College felt about working on some of these projects with the City. Bill Bescoby, Chaffey College, stated they do have other obligations to some of the other areas that the College serves, but they do want to work with the City of Rancho Cucamonga also. Councilmember Wright stated this is why the agreement has to benefit everyone. James Barton, Chaffey College, felt that Chaffey College should take their assets and do what is necessary so they will be continually growing. He further added he felt some kind of Joint Powers Agreement could be worked up for the land that is available. Isabel Scully, Charley College, asked if the other neighboring cities that the College services could also use these facilities and enter into the agreement to assist with the financing. Mayor Stout stated this was a possibility. City Council/Chaffey College Joint Meeting Minutes August 8, 1989 Page 3 James Barton, Chaffey College, stated it was his opinion that some of the students in our area are going to Mt. San Antonio College instead of Chaffey College for one reason or another. Mayor Stout stated he felt that people are really starting to be familiar with the location of Chaffey College, and the City is trying to do the improvements to make it more attractive and more appealing. He stated he felt the College was a very important asset to the City. James Barton, Chaffey College, stated they are not objecting to working on some of the ideas with the City, but that they also have to check with the other neighboring areas for their needs. He felt there should be some type of evening child care set up as one of the future programs. Joe Schultz, Community Services Manager, stated the City could talk to representatives of the other neighboring cities about the land that is available for the various sports uses, and advise them that this land could be used for possible sports tournaments. He added that, as negotiations continue with the College, staff will continue to update the City Council. Paul Treadway, Chaffey College, stated that he agreed with James Barton that they do have to check with the other neighboring cities as far as their needs. He stated he was in favor of an agreement to help out both the City and the College. He added he felt there should be an alternate access into Chaffey College. Mayor Stout stated that Banyan and Wilson will both be extended east across Haven into the Fontana area. He also advised of the improvements to Milliken, and stated that the City is aware of the circulation problems up in this area. Jack Lam, City Manager, stated that Lemon Avenue will eventually be redesigned. Paul Treadway, Chaffey College, felt the population at the College would be greater if the access into the College was better. B2. Identification of items of mutual concern. (1405-03 SCHOOLS) James Barton, Chaffey College, stated that what has been talked about already was the College's main concern, and commented on the consultant they have hired to assist them with making things better at the College. He felt they should start working closer with the City, and would like to have on going meetings with them. He felt everyone should start planning for the increased population in the City of Rancho Cucamonga. He further suggested that the College should possibly get the City a list of activities that they offer. Janet Nix, Chaffey College, stated in August a new list would come out. (2) City Council/Chaffey College Joint Meeting Minutes August 8, 1989 Page 4 Mayor Stout stated he liked the activities the College offers to the community. Councilmember Wright stated she feels the City and the College have many mutual areas of concern, and that everyone should work together on these concerns. She brought up such subjects as; Computer Links, Cable TV, Cultural Center, Museum, and Child Care, and suggested all of these areas be worked on by both the College and the City. James Barton, Chaffey College, asked about the problems that still exist with the Cable TV. Diane O'Neal, Administrative Analyst, stated that the Comcast contract is expiring, and that as soon as the third company franchise agreement comes on, the City would be working with Chaffey College on public access which should be towards the end of the year. Paul Treadway, Chaffey College, asked Joe Schultz if the City's Community Services Department is working with Chaffey College's Community Services Department. Joe Schultz, Community Services Manager, stated they are working together. Paul Treadway, Chaffey College, asked if the cable companies could get involved in the education process. Don Berz, Chaffey College, stated that where he previously worked, the cable company worked with them on different programs. James Barton, Chaffey College, stated if there was an education program available through cable, he felt it would be a real asset to the community. Dr. Jerry Young, Chaffey College, stated that the work on Haven and Wilson has helped the College out tremendously. He appreciated the City calling this meeting, and even though the College serves other cities, he feels they have a special relationship with the City of Rancho Cucamonga. He felt as the population grows, as it is predicted, they could not continue to handle the increased amount of students in Rancho Cucamonga. Mayor Stout thanked the College for their attendance. Paul Treadway, Chaffey College, stated he would like all the constituencies to get together and discuss some of these problems. C.
