TO OR])MR A workshop held with the City Council and the Chamber of Commerce met on Wednesday, August 31, 1988. The workshop was called to order at 6:00 p.m. by Mayor Dennis L. Stout. Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey King (arrived at 6:40 p.m.), Pamela J. Wright (arrived at 6:20 p.m.), and Mayor Dennis L. Stout. Al~o present were: City Manager, Lauren M. Wasserman; City Clerk, Beverly A. Authelet; City Planner, Brad Buller; Senior Planner, Dan Coleman; Community Code Representative Supervisor, Richard Alcorn. Members of the Chamber present were: President, Jim Madelros; Manager, Danielle Watson; Sandra Diedie; Hike Hitchell; Ron Hagruder; Tom Flynn; Dole Frisbee. STAFF R'RPOETS BI. ENVIRONMENTAL ASSESSMENT AND SIGN ORDINANCE AMENDMENT 88-01 - CITY OF RANCHO CUCAMONGA - Various amendments to the Sign Ordinance regarding neon signs and window signs. Staff report presented by Dan Coleman, Senior Planner. (0807-03 SIGNS) TEMPORARY WINDOW SIGNS: Mayor Stout started the meeting by stating the idea that some businesses have located in industrial parks, because of lower costs, has created a problem. He felt there must be someway to come up with a system to allow advertising in these areas without looking like a commercial strip center. There needs to be some type of system, but we do not want the industrial area to lose its appearance. This is a major problem to be resolved, because tenants end-up leasing in areas where they are not suppose to be. After discussing some nonconforming uses on Foothill, namely the A-frame, Councilwoman Brown expressed that she felt sign regulations were suppose to be by area in the City not by zones. Mayor Stout responded that some type of standard needed to be set to allow flexibility. If we do not have some type of restrictions then the Planning Commission will continue to allow industrial buildings with small windows, and then they will be leased to uses not appropriate to the building. Councilwoman Brown further expressed that we are in a growing phase in the City, and perhaps these will not be a problem in the future. (1) City Council Minutes August 31, 1988 Page 2 Brad Buller~ City Planner, suggested that perhaps we could have ranges like we do with densities, which could be worked out at the sign program level. Staff was asked if we have a program that could monitor the signs. Mr. Bullet responded that we are beginning to form a program, and when it is completed, we will be able to do the monitoring. A question was asked about using the CUP process for temporary window signs. Mr. Bullet responded that he did not feel the City Council would want to get involved with the CUP process for signs; it would be rather time consuming. Mayor Stout asked why we were not using the permit process. Was it because it was difficult to enforce? Mr. Bullet responded that it was very difficult to administer, because temporary signs come and go. Richard Alcorn~ Community Code Representative Supervisor~ stated that the main issue with signs was the care and maintenance of them. Mr. Bullet stated that what we would like to see is shopping centers policing themselves and to join together in a signage and promotion program. Discussion focused around paper signs, Section E, which states "paper signs are encouraged to be mounted in hanging frames for a more permanent appearance". Mr. Buller explained that many grocery stores and larger companies had a way to hang paper signs, some used permanent suction hooks and other methods for hanging those signs. He suggested having some sign seminars where we could have a professional come in to conduct them. He then summed up the following for items to be considered: (1) Develop a policy for maintenance of signs; for temporary signs create a category which does not require permits. (2) Look at the policy regarding mounting paper signs and special event signs. (3) Look at the sign program to be sure its flexible in relation to square footage. Mayor Stout stated he would like the following also to be considered: (1) Encourage centers to have a center sign promotion. (2) Have the City and Chamber work together on a catalog of businesses in the City to be listed by name, service, and geological location. (3) Conduct some educational seminars. Once this was worked out between the City and the Chamber, he would like to see the Chamber pass a resolution in support of it. He felt this had been lacking in the past. Jim Medeiros, Chamber President, stated that the Chamber would like to help in the drafting of this procedure. City Council Minutes August 31, 1988 Page 3 REAL ESTATE SIGNS (portable signs which are used basically on weekends): Mr. Mitchell, Chamber member, passed out some draft regularins for considera- tion. Mr. Bullet suggested that we consider this item in the future since the Planning Commission had not considered it, and it would have to be advertized. ACTION: It was decided that staff look at this, get input from the City Attorney regarding liability, and then have the Planning Commission conduct a public hearing. NEON SIGNS: Mayor Stout explained that it was Council's approach to try this first on a rather conservative basis. It was felt that interior signs should be generic. Councilman Buquet expressed that there should be graphics included in the industrial neon signs. After some discussion, it was decided to allow graphic neon signs and to allow the increase in size for such signs.
