TO oRDER A regular meeting of the City Council of the City of Rancho Cucamonga met on Wednesday, May 4, 1988, in the Lions Park Community Center, 9161 Base Line Road, Rancho Cucamonga, California. The meeting was called to order at 7:30 p.m. by Mayor Dennis L. Stout. Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey King, and Mayor Dennis L. Stout. (1163-01 PK & TRAF) Mr. Wasserman, City Manager, added to the report that he had met with Paul Ward, Principal of Alta Lema High School, and he suggested an interim solution to permit a portion of the Red Hill Park as overflow parking for the high school. Mr. Ward had explained that the parking problems at the high school was caused primarily by the growth which had occurred in the community, and the problem would continue until the completion of the new high school in 1990. Councilwoman Brown stated she had requested, at the last meeting, that in order for her to approve this, she would want a joint-use contract just as they had done in Etiwanda. She also questioned how they could tell how many spots the kids were using in the park. She felt there would be a great deal of expense involved in patrolling and monitoring this program. Councilman Buquet responded that this would be a selective enforcement process. Carol Younger, Administrative Assistant to Paul Ward, was present to answer some concerns of the Council. Mayor Stout opened the meeting for public hearing. Addressing Council were: Bob Neufeldt, 9061Alta Loma Drive, spoke in opposition to the Ordinance and Resolution. He expressed the restriction of the parking in the neighborhoods would place a hardship on the residents. He felt the solution suggested by the City Manager could resolve the problem, therefore, he encouraged Council to reject the Ordinance and Resolution. Sandra Gabel, 8867 Beachwood Drive, expressed this was a community problem not a school problem as quoted in the Daily Report. Ursla Neufeldt, 9061Alta Loma Drive, applauded Mr. Wasserman's suggestions and encouraged Council to give them a try. There being no further response, Mayor Stout closed the public hearing. Councilman Buquet felt that we should continue monitoring and sit-down with the high school at the end of each year to go over potential problems, and to do so until the new high school was in place. He further suggested that we limit the parking on the streets. Mayor Stout stated he had a problem with the Resolution because he would be upset if he were notified that he could not park in front of his own house without a permit. He felt that everyone in the district should be notified and City Council Minutes May 4, 1988 Page 15 have a meeting at the high school to discuss this to find out if they felt there was a problem, and we needed to go forward with this program. He also felt that the parking at the park was a separate issue from the parking on the streets, and he liked the City Manager's alternatives. ACTIONS: Council concurred in not proceeding with the Resolution, but to approve the ordinance. 1. To notify the School District of the following six conditions: City staff will designate the spaces which may be used. Disruptions of City sponsored programs should not occur. At the time Rancho Cucamonga High School is completed, the interim parking will be discontinued. The interim parking arrangement to be monitored regularly by the school and City staff. Reports to be submitted to the City Council 30 days after the start of the school year. That the City not experience any park vandalism caused by students using the parking lot. Review with the School District at the end of each school year. 2. To set-up a meeting with the residents in the parking district area before September, 1988.
