HomeMy WebLinkAbout1988/01/13 - Minutes - Adjourned January 13, 1988 CITY OF RANCHO CUCAMONGA CITY COUNCIL MINUTES Adjourned Meeting A, PAT.T, TO ORDER A adjourned meeting of the City Council of the City of Rancho Cucamonga met on Wednesday, January 13, 1988, in the Rancho Cucamonga Neighborhood Center, 9791 Arrow Highway, Rancho Cucamonga. The meeting was called to order at 6:10 P.M. by Mayor Dennis L. Stout. Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey King, Pamela J. Wright, and Mayor Dennis L. Stout. Also present were: City Manager, Lauren M. Wasserman; City Clerk, Beverly A. Authelet; Assistant City Manager, Robert Rizzo; Community Development Director, Jack Lam; City Planner, Brad Bullet; City Engineer, Russell Maguire; Building Official, Jerry Grant; Administrative Services Director, James Hart, Resource Center Coordinator, Jerry Fulwood. B. (~:)ALS AND PROGRAM PRIORITIES Mr. Wasserman presented the City Goals, stating that Council needed to spend some time to delete, add and/or modify the goals. (0205-01 BUDGET) B1. To provide Cost Effective Public Safety Services - The City's highest priority includes not only law enforcement services now provided by the San Bernardino County Sheriff's Department, but also services provided by the City's Building and Safety Division. The following specific objectives are identified: Am Evaluate and upgrade animal control services to provide better enforcement and improved response time to calls for service. Development cooperative strategy with County of San Bernardino and National Forest Service for improved enforcement program in area of entrance to Cucamonga Canyon. Install traffic signals in accordance with adopted capital improvement p rog ram. Councilman Buquet stated we needed to develop and implement a comprehensive Traffic Management Program. Mr. Wasserman suggested that a separate section be included dealing with traffic. (1) City Council Minutes January 13, 1988 Page 2 Council concurred that that was a good idea, the Traffic Management Program should not be included with Public Safety. B2. To Build a Sound Financial Base for the Community - The development of a sound financial base, particularly the strengthening of sales tax revenue, is an essential cornerstone for future programs and priorities. To accomplish this goal, the following specific objectives are identified: Develop strategy to increase Redevelopment Agency efforts to "sell the City" to prospective commercial and industrial developers. Develop specific strategy to identify and to attract commercial growth opportunities. C. Develop incentive programs to encourage commercial growth for City. Develop strategy to encourage major corporations to locate along Haven Avenue Corridor. Councilwoman Wright stated she would llke to get a priority listing so staff could commit dollars for it. B3. To EncouraRe Proactive, rather that Reactive LonR RanRe PlanninK - The City has a significant investment in both time and dollars in the General Plan and numerous specific plans. It is essential that the communlty's long range planning program continue. The following specific objectives are identified: A. Continued commitment to quality planning of new development. Make retrofit of existing development consistent with current planning standards. 2. Continue emphasis on beautification of key areas within the City. Continued emphasis on quality design and construction (exterior and interior) of single family residences. C. Develop new program to preserve certain heritage trees. 1. Revise tree removal ordinance. City Council Minutes January 13, 1988 Page 3 De replacement trees. Development trails implementation plan. 1. Identify problem areas on existing trails. 2. Develop alternatives for financing trail improvements and maintenance· Reconsider minimum lot size in certain areas of City. I. Identify specific areas. 2. Develop implementation strategy. Upgrade southwest Cucamonga area. 1. Identify needs, deficiencies. 2. Develop implementation and financing strategy. Upgrade old Etiwanda area. 1. Identify needs, deficiencies. 2. Develop implementation and financing strategy. Evaluate critical traffic problems which may occur as City grows. 1. Identify intersections and thoroughfares which will be seriously impacted from future development. 2. Develop program for alleviating those conditions which may be corrected. Evaluate feasibility of redevelopment of "01d Alta Loma"~ the area north of Base Line Road on Amethyst. Reduce densities in planned communities. 1. Feasibility study to identify issues. 2. Review by City Attorney of potential legal issues. Provide more specific information regarding acceptable To develop policy regarding annexation of Sphere of Influence and other annexation issues. City Council Minutes January 13, 1988 Page 4 Mayor Stout stated that he felt the goal was too specific and that the first paragraph should be more general. Councilwoman Wright asked if there was a way to deal with affordable housing without incurring some problems. Mr. Wasserman responded that a message has been sent to Supervisor Jon Mikels that we did not want more high-density. Mr. Lam stated the problem is that Western Center on Law & Poverty has sued the City on this issue, and has used language from our own housing element in the lawsuit. They are interpreting that we are specifically limiting low-income housing in the City. Mayor Stout felt that Item H should be put in the new traffic goals section, also that Items F, G, and I should be combined. Councilman Buquet stated the wording of Item I was applicable for Items F and G. Mayor Stout expressed another word should be used in place of redevelopment in Item I. Council concurred in using the word revltalization. Mayor Stout expressed that Item K should be worded to say "to develop policy regarding the Sphere of Influence". Council discussed Item J, and concurred that it should read "Evaluate densities Citywide to include planned communities". Item J1 should read "Feasibility study to identify the consequences of density ranges versus assessment levels, traffic levels, etc". Add Item J3 which is to read "Possible use of negotiating posture on developer initiated charges". Councilman Buquet stated that we needed to have some overlay and pre-annexation agreements with the County. B4. To Evaluate Social Services Available to Residents of Rancho CucamonRa - It is proposed that the City Council identify the social programs to be offered to the community. It is also suggested that the City Council determine not only the extent of involvement in these programs, but also the resources, if any, to be allocated for each program. Ae Study feasibility of offering City-sponsored child care programs for employees and citizens (currently in progress). Evaluate feasibility of adding fees to new developments, to finance day care facilities and programs. City Council Minutes January 13, 1988 Page 5 C. Evaluate senior citizen involvement on key City issues. D. Determine extent of City involvement in cultural and art programs. Councilwoman Wright expressed that Item C4, letter C, should be changed to "Encourage senior citizen involvement on City issues", deleting the word y . "ke" B5. To Build a Sound Financial Base for the Community - The development of a solid economic base, with particular emphasis on strengthening of sales tax revenues continues to be a high priority. Since sales tax is a "discretionary" revenue, it is important that the City do as much as possible to insure future revenues to provide vital City services. Identify specific programs for increasing sales tax and property tax revenues. Implement Redevelopment Agency marketing strategy to improve revenue stream (in progress). Develop program to encourage corporate offices to relocate in Haven Corridor. B6. To Provide Continued Emphasis on Park Development and Recreation ProRrams- Since incorporation, the City has done an outstanding job of acquiring and developing park sites. It is important that this program continue in future years until all potential parks identified in the General Plan have been acquired and developed. In addition, it is equally important that recreation programs be continually reevaluated to be certain that the needs of the community are being met. The following programs are suggested: Prepare a development/financing plan for Central Park. This should include not only completion of plans, but also a specific program for financing the development of this park. Continue program to develop and acquire park sites as identified in the City's adopted General Plan. Reevaluate park development plans to ensure that adequate areas are available for active sports such as soccer, football and base ball. Councilman Buquet expressed he did not feel that letter A was the No. 1 priority. He felt that letter's A and B should be reversed order. City Council Minutes January 13, 1988 Page 6 Councilman King stated that Item C6 deals with park planning, but not with recreation. Council concurred that something should be added regarding the recreation program. Council concurred to add letter D "Reevaluation of Recreation Programs for Community (full use of all resources of City). Councilman King also stated that basketball should be added to letter C. B7. To provide Infrastructure and Public Improvements to meet the LonR-term Needs of the Community. Continue commitment to require infrastructure to be installed to meet long range needs of community. To develop comprehensive City policy regarding installation of underground utilities. To ask Cucamonga County Water District to evaluate the continuation of CCWD's policy of permitting the installation of septic tanks above Banyan Street. B8. To Develop an Active ProRram of Legislative Advocacy on Behalf of the City AO To actively "track" all changes in proposed legislation relating to the operation of park and maintenance districts. To actively follow all proposed State and Federal legislation which impacts the City. To improve working relationships with other public agencies which serve the citizens of Rancho Cucamonga. B9. Water Services Council concurred that Fire, Animal Control, Ambulance, and Others should be added to this section. ACTION: Council directed staff to make the changes that were outlined, and to set-up a meeting sometime at the end of February, first of March for an all day workshop to develop the goals, object the how-to's of the goals and objectives; perhaps to be set at the Clarion Hotel in Ontario.
