Me,tins was called to order at 7:06 p.m. by Hayor Dennis L. Stout. Hayor Stout stated the purpose of the meeting was to bold a work:bop to discuss the Foothill Boulevard Specific Plan. This is not a public bearing. Present were Councils,rob,rex Deborah N. Brown, Charles J. Buquet II (who arrived at 7:30 p.m.), Jeffrey King, Pamela J. Wright, and Mayor Dennis L. Stout. Also present were: City Manager, Lauren Wasserman (who arrived at 7:30 p.m.) Assistant City Manager, Robert Eiszo: City Clerk, Beverly A. The Specific Plan consists of detailed land use regulations and standards for the development of properties along Foothill Boulevard between Grove and Haven Avenues, and between 1-15 and East Avenue. Staff report presented by Otto Kroutil. Deputy City Planner. (0203-05 SP PLAN) I. Discussion of.. Meior -tssues/-Pubtlc Review. The Council will review those parts of the Specific Plan that have been the subject of the most discussion and affirm the Planning Commission recommendations or provide appropriate direction for modifications. These issues ares Land Use * Klusman/Hellman Block ~dlan Islands * Red Hill Country Club Drive Realignment * Existing Non-conforming Businesses * Implementation Progrsms ~ayor Stout opened the meeting for public input. were: Those addressing the Council Sanford Bloom, owner of the property at 9494 Foothill, addressed the Hellman block issue and stated that this property was a difficult piece because of its mixed use designations. He wanted this handled with a great deal of flexibility when it is being considered. Mrs. Warren, 7874 Alta Quasea, expressed that the Best thing would be to close Red Hill Country Club Drive from Foothill. She liked the suggestion of having it come out onto grove Avenue. City Councll Minutes September 8, 1987 Page 2 Dabhie Webbar, 1322 N. Grove, Upland, opposed Red Hill Country Club Drive coming onto Grove since Grove was an already busy street. Josh Warren, 7893 AZts Quests, felt that by making the traffic flow to Crows Avenue would discourage people fro~ using Alts Quests as a through way. He felt this was the best available option. Jeff Bloem, representing the the City of Upland adamantly Club Drive proposal. City of Upland, wanted to go on record that opposed the realiSt-sent of Red Hill Country Steven Lucas, 9489 Apricot, requested that the City Council consider the safety factor of traffic impacts on Foothill Boulevard. Edward Hopson, attorney representing the owner of the property around the Sycamore Inn, stated that tbe Red Hill Country Club realigmaent would not affect this property except if its realigned to run through the Sycamore property. They requested that Council not take this option. Lowell Gcses, 8782 Via Verde, was concerned about the property designated as "0* bounded on the Northwest by the old Pacific Electric right-of-way, on the East by the Cucamonga C~snnel, and on the South by Foothill Boulevard. He felt that the designation for this property wasnat broad enough to be marketable and felt this area desi~nation should by changed to Community Cc~mercial. Gary Hitchell, 9330 Base Line, member of the Advisory Committee, stated that they were flrsly comsltted to tbis plan regarding the Red Hill Club Drive reallgnsent. He said it was the purpose of the Committee to get people in and out of the Red Hill Community more safely. John Holt, sambar of tbe Advisory Cc~sittee, stated that the Ccsmlttee felt the reallgnsent of Red Hill Country Club Drive to Grove was, by far, the best alternative. He recommended that Council approve this option. Jack Hatsen, architect with HHC Architects and representing San Antonio Cc~unity Hospital, stated tbe property which the realignment came out on was under design for Sows time as a retirement community. They opposed the reallgnseat proposal. Charles C~ssslngs, 1645 N. Laurel, Upland, addressed the Etiwanda Avenue, Foothill property. Hr. Crossings stated that the soninS planned for was residential. In the past, it had been designated commercial. He requested that this area be 8ivan at least a mixed use or a commercial use designation. Don Wood, 100~0 Foothill, addressed the issue of existing businesses on Foothill Boulevard. He wanted to know what options would be available to existing businesses for expansion. Otto Krouttl, Deputy City Planner, responded that this would be considered by the Planning Ccsmlsion who could allow, through a CUP, an expansion up to 50 percent larger not to exceed 5,000 square feet. Hayor Stout called recess at 8|20 p.m. with all members of the council present. The meeting reconveued at 8:35 p.m. Staff report by Otto Kroutil, Deputy City Finnnet. Hr. Kroutil outlined staff recommendations as follows: 1. A detailed illustration be added to clarify existing provisions plan. 2. Additional language be added for special emergency access. This would allow the Fire District additional means to cross the medians. 3. Clarify tbe extent of tbe intersection design as far as landscaping and community design is concerned. City Council Ninutes September 8, 1987 Page 3 4. Add a provision to give the Planning Commission more flexibility in dealing with historical buildings. 5. Have side and rear yard setbacks be made compatible with existin2 development code. 6. Craps Hyrtle trees replace the flowering Plum. 7. Clarification of permitted uses dealing with apparel stores. 8. Clarification of permitted uses dealing with blueprint and services. pho toco py 9. An implementation of a color coordination program. The Advisory Commission and Planntn2 Ccsmision requested that the stretch of Foothill between Haven Avenue and 1-15 be considered after this plan is adopted. - Councilman Buquet opposed having an emergency access at Kluman. ~r. Kroutil responded that this was added because of the fire station at San Bernadino Road. Council requested this item be held open until the September 16. 198~ meeting. Hr. Buquet also requested some staff reports come forth to show a need for this request. Council also requested that the Planning Commission look at the area between 1-15 and Haven Avenue, once this plan was adopted. 1. Nr. Comes request: after considerable discussion it was consensus of Council to maintain the designation at sOw for subarea 1 with a COP to allow the use of a resturant with alcoholic beverages service. 2. Cmings property/Etawands Avenue and Football: consensus of Council was that the two and one-half (2 1/2) acres at the corner wasntt large enough to be considered for a community commercial use. 3. Klueman/Hellsan block: Council concurred to leave the issue open until the September 16, 1987 meeting. Bedisn Islands Hayor Stout stated the main reason for the that the Bedfans should remain in the plan. Red Hill Country Club Drive: conserious of Country Club Drive. Hadfans was for traffic safety and Council was to realign Red Hill Action of Council: to adopt the language as proposed in Exhibit eE-le of the Staff Report, dated September 8, 1987. Hayor Stout stated that most of this plan was contingent upon what happens to the Redevelopmerit Admendment. His question was, 'should we count on that Amendment going into effect as far as imple~entatlon language?' Bottom llne if we want improvements. we need the redevelop~ent financial incentives to make it work. He would llke to see added language which talks about how we can make all this happen. We were missing the boat as to where the redevelopaent participation should be. There were other things which should happen which were not addressed Hayor Stout stated such as installation of the medians. Hr. Kroutil responded that this was a general document. Anything specific would require separate RDA action. It was staffss recommendation for Council to approve the very general Implementation Doct~sent and then let staff and the Redevelopsent Agency. over the next few months, work out specifics. Howaver. if there were some specifics for staff to work on now° then we need to hear about it. City Council ~inutes September 8, 1987 Page 4 Mayor Stout felt that language should be added which suggested that the agreement between the Redevelopneat Agency and the City, with the speeifieao should be added as an addendure to this document. ~ouneilwuman Wright wanted to know bow this would help the current lmsinesses improve their property. Mr. Kroutil responded that there was the Small Business Assistance Progrmu which has' been discussed by the agency and included in this document. Councilman Buquet expressed some concern regarding the Small Business Assistance Program. He felt we were doing a lot of marking ' time in this regard. Further, we should have an Inplamentation Plan in place so it could go into effect once all the legal problems were resolved. Everything to this point has been very vague and not specific enough. Councilman Kin8 stated one thing that should be added under noneon~otming use aspects is that we should broaden the notice requirement frum 300 feet to anything outside the 300 feet which is within the subarea boundaries. Mayor Stout felt it should not be just nonconforming uses but anything which affects each area. An added item for discussion was San Diego Street. eliminate San Diego Street. No public response. Consensus of Council to N0~ION: Hawed by King, seconded by Brown to adjourn to 6:00 16, 1987, for a joint meeting with the Community Foundation Ccsamunlty Center.
