A regular meeting of the City Council of the City of Rancho Cuessongs met on
Wednesday, August 19, 1987, in the Lions Park C~ssunity Center, 9161 Base Line
Road, Rancbo Cuc~aonga. The seetin8 was called to order at 7:32 p.m. by Bayor
Dennis L. Stout.
Present were Councilme~berss Deborah N. Brown, Charles J. Buquet II, Jeffrey
King, and Bayor Dennis L. Stout.
Also present vere: City BanaBet, Lauren N. Wasamman; City Clerk, Beverly A.
Authelet: City Attorney, James Barksan2 City Planner, Brad Buller2 Deputy City

Absent were Councilmembers: Pamela J. Wright.
B1. Presentation by Jim Prost fro~ the 10th Anniversary Celebration
Committee. ~tr. Frost stated that they wished the City ts support in the
following four areas:
1. City endorsement of a Birthday
2. Staff assistance in preparing a multi-media presentation.
3. Suppart for a brief written documentary of the City.
4. Participation by any Councilsember.
Bayor Stout stated this was a City event and felt Council should support it.
He felt the items requested were reasonable and needed to be formally requested
by coming back on the agenda for approval. Regarding the request for someone
to participate, he wanted to be the parson to help coordinate this activity.

Councilman King requested item number 19 be removed for discussion. Items 31
through 34 were also removed to be discussed after the hearing on the Foothill
Specific Plan.

Mr. Kroutil, Deputy City Planner, stated there were baslcally three positions:

MAyor Stout opened the meeting for public hearing. Addressing Councll were:
John Melcher. Lewis Homes. requested approval as amended based on the one
parcell or at least refer it back to the Planning Ccmmlsslon for further
study. They were hoping that the Office Professional area with the blue
line around it be changed. They were asking for approval of the Office
Professlone1 Parcel between Town Center and Church Streets.
There being no further comments from the publlc, Mayor Stout dosed the publlc
hearing.
Councilman King stated he had no problem with the area that was baslcally
outllned in the blue line part of the overlay business district.
Councilman Buquet stated he did not have any problem with the requested change.
Councilw~man Brown also concurred.
Mayor Stout stated he did have reservations about this when it first went to
the Planning Cosmisslon. Now, based on what has been presented, he concurred
with the other Councilmembers.

the Flannins Ccsmissionss decision approving the developssent of a 12 lot
subdivision on 4.3 acres of land in the Low Residential District (2-4 dwelling
units per acre), located north of Red Hill County Club Drive at Sierra Vista -

Mayor Stout opened the meeting for public bearing. Addressing Council werez
Mr. Defrese, 8500 Red Hill, who stated that the basic problem was tbe 60
foot road would cut into their residential area.
Mr. Magulre, City Engineer, stated what was being proposed now would be a
36 foot curb-to-curb road. The rest of the area would be designated a
parkway.
Mr. Defrese stated that that would be okay although be did not see any need
for sidewalks in that area.
Facbele Lindley, 8479 Camino Sir. representinS the neighburs to the north
of the proposed project, stated they did not object in any way to the
developseat of the lots. They did object to the street bein8 opened to
through traffic for the followins reasons~ 1) the through street would
double traffic, a hseard in the abrupt rmrrowing of the street on the 36
foot width to the 20 foot width of their street2 2) be a hssard at the 90
degree turn on Sierra Vista to Camino Sir if it were open to through
traffic. The neighburs in the area felt the City had already set a
precedent by closing the street to through traffic several years ago at the
far north end of Sierra Vista with a fire road and a gate. They also felt
the aesthetics of the proposed two streets meeting have not been carefully
thought out. The two neighborhoods would not be consistent with one
another (the size of the streets and appearance of the streets). They felt
that, aesthetically, it would be butter to have the two neighborhoods
separated in some way with either a cul-de-sac or some other method in
order to keep their own identities. They felt the people who travel on Red
Hill, usually try to find alternate routes durin8 peak hours in order to
avoid the traffic at Alta Cueeta. They felt many drivers would take
shortcuts through their street to 8o north on Red Hill Country Club Drive
on Valley Vista. They were also concerned if the street does go through,
and it is found to be a problam, the City mlSht come in to correct it by
widening their exlstinS streets. They would then lose a tremendous amount
of landscaplng, valuable trees, fences, retaining walls and driveways.
They did not wish to see their homes destroyed in such a way and did not
wish to loose the rural and quiet feellug of their neigbburhood. She
stated they were asking the Council to carefully consider this matter and
suggest a reasonable alternatlve which might prevent serious future
conscequence s.
Tony Miez representing the applicant, Allmark, Inc., 10070 Arrow Route,
requested that the appeal be denied and that they be allowed to proceed
with their developaent.
Being no further public response. Nayor Stout closed the publlc hearing.

Councilman Buquet stated he did not see 12 lots presentinS a major lapact fo~
traffic flow. He did see it as a major impact if you bad Sierra Vista connect
all the way through to Red Hill Country Club Drive. He felt for the 12 lots we
could address the ingress and egress through the northern portion of Sierra
Vista posslbly to Monte Vista Drive approach on the other end.
Councilman King stated his preference was that Sierra Vista not go through.
Councilwoman Brown stated she did not see a transition from one neighborhood to
the other since the people from Red Hill wanted to keep the area rural looking.
She could not concur with the requlre~ent of sidewalks since this would not be
consistent with the north end.
Hr. Haguire, City Engineer, stated the problem in this zone was the code did
not give them an option, but required 36 foot wide streets with sidewalks,
curbs, and gutters.
Mr. Harksan, City Attorney, stated that Council should be aware there is an
Ordinance. If Council wished to make this change, then they would have to
direct an amendment to the Ordinance. The Ordinance does have a paragraph of
exceptions, Council would aimply have to add this to the exceptions.
Councilwoman Brown stated she would like to see this with 2 cul-de-sac's.
Hayor Stout stated he bellawed that when the County designed the Red Hill area,
they were very remiss in allowing snae of these single access types of
situations. He felt this was dangerous, especially if the area at the top
becomes blocked. He felt that public safety did come first and agreed
aesthetics and the rural lifestyle were important. But he felt there were
other ways to deal with these issues through design.
Mr. Harksan, City Attorney, stated that perhaps the developer wanted to make a
choice at this point. If Council sustains the appeal, Council would have to
direct staff to bring back a resolution denying the tentative map. If the
developor wanted to waive the time lines required in the map act, he could go
back and redeslgn this in order to save the life of this particular map.
Richard Avant, Vice President of Allmark, Inc., stated he would waive the time
line requirement for the Council to act and go beck to the Flanning Commission.
HOTION: Hoved by Bequat, seconded by Brown to refer this back to the Planning
Ccsmlssion for a map revision in accordance with the Council's discussion.
Motion approved 3-1-1 (Stout - No, Wright - absent).

the Planning Ccmmission*e decision a~provlng a total residehale1 development of
74 slngle family lots on 32.6 acres of land in the Low Residential District
(2-4 dwellin8 units par acre) within the Etlwanda Specific Plan, located on the
east side of East Avenue at Catalpa - APN 227-071-07, 11 and 20. Associated
with the proposal is Tree Removal Permit 87-44 - A request to remove 270
Eucalyptus Globulus (Blue Gum) trees. Staff report presented by Scott Hurphy,
Associate Flanner. (0701-06 APPEAL)
Hayor Stout opened the meeting for public hearing. Addressing Councll were:
Batty Litton, Citation Builders, stated an Arborlst found the trees to be
in very poor condition. He felt their replacement program was consistent
with the Etlwanda Specific Plan, and their tract met the requirements of
the City, parttcularily, as it related to East Avenue and the access.

Bob Cunninghas, Landscape Architect for Citation Builders, stated he was
not the Arborist bet, speaking for him, the growth on those trees ware
sucker gromth. That was tha concern of the Arborist.
Banks, appellant and resident of Victoria Avenue, went over 5 issues
llsted in his letter to City Council.
Jim Frost, gtiwanda resident, expressed that we could do slot better.

Robert Watkine, Warkin, Realty in Tugtin, stated be had orlginally
represented Nr. Chn and Mr. Chan on this subdivision when they started the
inception. Through their Engineers, they did consult with the schools on
various issues such as drainage. It was brought to their attention at this
time that this area bad been, more or less, a secondary crossing for kids
coming out the hack of the school through the athletlc fleld. The school
stated they did not want any secondary access, and they welcomed something
being put in there because they would have better control of the kids.
Hr. Cunninghm addressed Council again and went over their tree replacement
progrm.
There being no further response from the public. Hayor Stout closed the publlc
hasting.
Councilman Buquet and King both agreed with Rr. Frost that the develol~ent did
not show much creativtty for the area.
Councilwoman Brown also concurtad that there was not slot of creatlvity. She
also felt something could be done with the wall.
Hayor Stout stated that when we decided we wanted to make these corridors of
windrows, we baslcally set the pattern of what the developsent was going to
look like. ~hen you sake a box, which is 330 fast by 660 fast, thera is no way
to have slot of creativity. He also stated he did' not like the Blue Gom
Eucalyptus Traes used in residential areas sinca they did hays a probles with
branch drop and wera very dirty. He falt sll the trees should be ramswad and
replaced with s Spotted Gom Eucalyptus. He felt this tract basically complied
with tha Etiwsnda Specific Planl and if Council does not like tha plan, then

modifleationst (1) He felt the block wall should go beck to the Planning
Cemmlsslon for thee to make a detersination as to what that wall should look
like and that so~e of the residents should be Involved in that plannlng
process. (2) There should be some type of clreulstion. either some type of
temporary in the fore of asphaltic sidewalks or something that will lead from
that tract down to the access of the school. It should not go through the
hack. (3) In respect to the north/south streets, the decision was to make East
Avenue s 4 lane street, and it is a precedent that we should follom.
Therefore, he suggested that the appeal be denied vlth the two modifications as
he su~gestedl (1) regarding the design revlev process for the wall and, (2)
that all the eucalyptus trees be removed.
Mr. Litton, Citation Builders. agreed to extend the time to September 2nd for
Hrs. Wright*s return from vacation. He al so stated he would like to have the
suggestloam made by the Hayor take effect.
~DTION: Hoved by King. seconded by Stout to approve the tract on condition the
51 trees be retained subject to further decision of the City Councll that upon
verification of the condition of the trees they will not present a dangerous
condition. Also approval of the wall be made by the Planning Cc~mlsslon and
that Connell adopt the Planning Ccmmisslon findings in the Planning
Cc=mlsslonss Resolutlon No. 87-112. Notion carried 4-0-1 (Wrlgbt absent).

Nelson Stark, 6006 Klussan Avenue, the sddress where the vehicles are
located. Mr. Stark stated he was willing to work wltb the nei~hb~rs to
mitigate tbls probles, but it seesad like nothing short of completely
resovlng the vehicles would satisfy.
Chuck Watson, 6011Klusan Avenue, a neighbor across the street, stated he
witnessed a car being tested and sold.
Doug Haclndoe, 5911Klussan Avenue, stated this was an eyesore and wanted
scsething done about it.
ACTION: City Council directed the City Attorney to work with Code Enforcement
to get the vehicles rmoved.
