The meeting was called to order at 7:30 p.m. by Mayor Dennis L. Stout. Present were Councilme~bers: Deborah N. Brown, Jeffrey King, Pamela J. Wright, Charles J. Buquet II, and Mayor Dennis L. Stout. Hayor Stout stated that he wanted other options explored to see what was necessary to have our own Animal Control Service or to explore a joint powers with other ares cities. He did not feel we should drop the ball now but follow-up on our present contract until something permanently was done. Councilman Buquet and Hayor Stout wanted to serve as a subcommittee and work with the staff on this. ~tr. Terry Christenson, TAC Developsent and Robert Dutton, Security Managesent Wilma Brenner spoke on behalf of the seniors of the community and encouraged proceeding ahead with this developseat. It was by far the best proposal and there was a need for such developsent. There being no further comeeats free the public, the discussion period was closed. Councilsan King expressed that he had concerns over the waiver of fees. He would prefer not waiving fees and not having it 100~ designed throuSh the affordable range. In terms of the land use and area where it was designed, it was appropriate and a good addition. Councilvcsaan Wright expressed that she had concerns expressed to her by the neighbors about the access off Base Line, about the three story building, about the encroachment of the residential and cosmercial, and scsae concerns expressed about parking next to the hack fences. She also had some concerns about it being affordable. She felt that perhaps ve could get oven cheaper. Councilwoman Brown felt this was a uquick fixs. She felt there were better areas in the City for such a project where it would not infiltrate existing neighborhoods. Nayor Stout felt this was an ideal location for today. Planned Communities would have senior citizen housing in the future but in about five years. Councilman Buquet felt this was a good location, but there needed to be some things mitigated with the surrounding neighborhood such as traffic circulation. Councilsan King felt this should proceed fenward through the process. Council should look at this package again, however. Councilman Buquet wanted to see this project 100~ affordable.
