E8. ENVIRONMENTAL ASSESSMENT AND VARIANCE 86-08 (AMENDED) - SPETNAGEL - Appeal
of Planning Commlsslon's decision denying a request to waive the maximum height
requirement of 35 feet for an extendable radio antenna to allow an existing
antenna to be extended to 72 feet on e .47 acre parcel in the very low
residential district (less than 2 dwelling units per acre) located at 5327
Carol Avenue - AFN 1061-111-19. Staff report by Greg Gage, Assistant Planner.
(0701-06 APPEAL)
Mr. Mar~man stated this was not a hearing about a request to change the City's
ordinance to raise the height of antennas. Before Council was a question of
whether there were something peculiar in this structure to raise the height of
this antenna. This is a land use issue and the question is, is there some
reason why 72 feet would not apply to other antennas in the area.
Mayor Stout opened the meeting for public hearing. Addressing Council were:
Charles Spetnagle, 5237 Carol Street, Alta Loma. Re stated he had been
trying for one year to obtain 8 permit for amateur radio facility. He
went into the reasons why he needed the 72 foot antenna.

Tony Patrons, 125 Morgan Way, Upland.
Ralph Garneau, 9450 San Bernardino Road, Rancho Cucamonga.
Mood7 Law, Claremont.
John Went.

Ed Combes, 20727 Valinda, Rancho Cucamonga.
Richard, 9597 Beachwood.

John Weinmyer, Rancho Cucamonga.
Ethel Weinmyer, Rancho Cucamonga.
Penny Senzario, Rancho Cucsmonga.
Sunny Gozaro, Rancho Cucamonga.
Elwood Cousins, Rancho Cucamonga.
There being no further response from the public, Mayor Stout closed the public
hearing.
Discussion by Council followed regarding the antennas.
MOTION: Moved by Brown, seconded by Wright to deny the appeal and uphold the
Planning Commission decision. Motion carried 4-1-0. (King, no)
Mr. King felt we should work out a development agreement with Mr. Spetnagle.
Mr. Markman stated that a Resolution will be brought forth for approval at the
next City Council meeting.
Mayor Stout stated he would be willing to review the sections in the
development code regarding antennas.
Councilwoman Wright felt this should be referred to the Public Safety Committee
