CITY COUNCIL MINUTES
Regular Meeting
A regular meeting of the City Council of the City of Rancho Cucamonga met on
Wednesday, May 20, 1987, in the Lions Park Community Center, 9161 Base Line
Road, Rancho Cucamonga. The meeting was called to order at 7:45 p.m. by Mayor
Dennis L. Stout.
Councilmembers present were: Deborah N. Brown, Jeffrey King, Pamela J. Wright,
and Mayor Dennis L. Stout.
Also present were: City Manager, Lauren M. Wasserman; City Attorney, James
Markman; City Clerk, Beverly Authelet; Community Development Director, Jack
Lam; Community Services Director, Bill Holley; Administrative Services
Director, Jim Hart; City Planner, Brad Bullet; City Engineer, Russell Maguire.
Absent was Councilmember: Charles J. Buquet, II.

Mayor Stout commented that this project will significantly reduce the accidents
in that area.

Mayor Stout opened the meeting for public hearing. Addressing Council was:
David Weldell, 5480 Evening Canyon Way, agreed that the area of Hillside
was a safety hazard.
When questioned, Mr. Frandsen stated that a public notice had not gone out to
the neighbors.
Mayor Stout stated he felt uncomfortable making a decision without the
neighbors being notified in writing.
RESOLUTION NO. 87-258

BUILDING - 10155 24TH STREET - This is an appeal from the Notice and Order of
the Building Official for abatement of a dangerous building at 10155 24th
Street. After consideration of the evidence, the City Council acting as the
Board of Appeals may concur with or reject the notice and order or may modif~

Mayor Stout opened the meeting for public hearing. There being no response,
the public hearing was closed.
MOTION: Moved by King, seconded by Stout to affirm the Building Officlal's

Mayor Stout called a recess at 8:15 p.m. Meeting reconvened at 8:30 p.m. with
all members of Council present except Buquet.

G2. CONSIDERATION

Mayor Stout opened the meeting for public hearing. Addressing Council were:
Dan Richards of Stephen Daniels Development
Lloyd Almand of Foothill Fire Protection District.
There being no further public input, Mayor Stout closed the public portion of
the meeting.
Councilwoman Wright stated that to her the recommendation from the Historical
Commission was confusing and asked for clarification.
Both Councilman Buquet and King expressed that they did not feel we should
declare this a historical landmark.
OF CITY HISTORIC LANDMARK DESIGNATION FOR THE GEORGE KLUSMAN
report by Paula Pachan,
Mayor Stout felt that for practical reasons it should not be declared a
historical landmark. He suggested that perhaps a plaque could be placed on the
property designating where this had stood.

MOTION: Moved by Stout, seconded by Brown to decline the designation without
prejudice and not approve the Resolution. Motion carried unanimously 5-0.

G3. CONSIDERATION OF DATES FOR BUDGET WORKSHOP FOR JUNE 2, JUNE 9 AND JUNE 11
AND PUBLIC HEARINGS FOR JUNE 16 AND JUNE 24.
ACTION: After scee discussion, Council concurred on setting June 2 and June 9
at 6:00 p.m. for budget workshops to be held in the Neighborhood Center.
Because June 11 was not a good night, Council concurred to wait to see if that
third meeting was necessary. If so, they would adjourn the June 9 meeting to a
future date. Council also concurred in setting the public hearing for June 17
at 7:30 p.m.

REDEVELOPMENT AGENCY IN THE AMOUNT NOT TO EXCEED $100,000.00 TO ASSIST IN THE

Councilwoman Brown requested an Ordinance to change the Public Safety Committee
to a Commission.
Councilman King requested that a Resolution be presented to set guidelines for
attendance at seminars and conferences by staff and Council.
Councilwoman Wright requested a report of the Waste-to-Energy Project.

Addressing Council were:
William Reese, 4888 Archibald. asked if there was any kind of variance that
could be submitted to allow for an equestrian overlay. He asked if this
code had been in effect since the incorporation of the City. He felt his
appeal was never brought up and addressed even though he had submitted an
appeal fee of $126.
Devid Waldell, 6045 Evening Canyon Way. He had landscaped the trail behind
his property and had received a letter from Monte Preacher stating that he
could not do that. He wanted the matter looked at. Mayor Stout suggested
that he be referred to the Trails Commission.

MOTION: Moved by Buquet, seconded by Brown to adjourn to closed session for the
purpose of discussing certain matters related to Employer-~mployee relations.
