A regular meeting of the City Council of the City of Rancho Cucamonga met on
Wednesday, April 15, 1987, in the Lions Park Community Canter, 9161 Base Line
Road, Rancho Cucamonga. The meeting was called to order at 7:35 p.m. by Mayor
Dennis L. Stout.
Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey
King, Pamela J. Wright, and Mayor Dennis L. Stout
Also present were: City Manager, lauren M. Wasgerman; City Attorney. James
Markman; City Clerk. Beverly A. Authelet; Community Development Director, Jack
Lain; Community Services Director, Bill Holley; Administrative Services

Mayor Stout opened the meeting for pub.lic hearing. Addressing Council were:
Richard Lukofnak fr~n Sierra Madre Street, ststed that Via Cerrito was
not in need of curb, gutters, and sidewalks as much as Sierra Madre end
Calaveras Street was in need of street lights fro~ · safety aspect.
Mr. H. Martea also stated they needed the street lights in order to stop
the crimes.
There being no further input from the public, Mayor Stout closed public
hearing.
Captain John Furschef stated there were three areas of concern. Ox~e was the
burgdiary rate, the second was the gang activity, and the third was the traffic
problems in this area. He confirmed that there have been high incidents of
burgdiaries in that area. Regarding traffic, he has been assured of a stepping
up of activity. Regarding crime, he hasn't been made aware of any problews
within the block grant area.

Mayor Stout opened the meeting for public hearing. Addressing Council were:

There being no further public input, Mayor Stout closed the public hearing.
Mr. Rougeau stated it took the City a while to find this dedication. They
found it in the County's Official Records. They could not find any evidence
this offer was vacated by the County or the City.
Councilwoman Wright had a problem with making Wilson a through street. She
felt she would be displacing people frc~ their homes. She did not feel the
public good would be overwhs/mlngly served.
Councilman Buquet stated we should make a historical designation for this house
but it should be in place for the length of time the offer of dedication is in
place.
Mayor Stout agreed with Councilman Buquet. Wilson Street was designed to
relieve the traffic on Banyan. He felt we should plan for Wilson to go
through. He felt this beautiful house should be moved. We need to look ahead
to what is going to appear on Banyan and Hillside.
Councilweman Brown concurred with both Councilman Stout and Buquet. She felt
we needed to work with them within a 25 year period.
Councilman King supported the two resolutions and the ordinance.

The deletion of Banyan Street from approximately 3700 feet east of
Haven Avenue to W~lson Avenue and the extension of Banyan Street from
approximately 3700 feet east of Haven Avenue to the intersection of
Etiwanda Avenue and Summit Avenue.
C. The extension of Wilson Avenue from approximately 400 feet east of
Canistel Avenue to the east.

313 concerning the control of swimming and diving in pools. Motion carried
unanimoualy 5-0.
Markman stated further that the item needed to come back at the next meeting
for consideration of approval by the normal procedures.

the San Bernardino County Traffic Commission with a membership consisting of

finance highway and local transportation improvements in San Bernardino

H2. M~BLEV TRAIN AND AB 1839 - Discussion of superspeed train to provide

At the Council meeting was Richard Welch from the City of Las Vegas Deparment
of Development. He made a presentation in favor of the Maglev Train.
Wes McDaniel of SANDBAG was also present and made a presentation to Council
supporting both SANDBAGts and the Board of Supervizor~s position.
MOTION: Moved by Stout, seconded by Buquet to approve a quailfled opposition
to AB 1839 unless the elements A through E are included. Motion carried
unanimously 5-0.

Council requested the item be put on the next agenda to consider placing of a
fence around the park lake and also consideration of names for the Redhill
Basin Park Lake and Amphitheatre.
