CITY COUNCIL MINUTES
Regular Meeting
A regular meeting of the City Council of the City of Rancho Cucamonga met on
Wednesday, April 15, 1987, in the Lions Park Community Canter, 9161 Base Line
Road, Rancho Cucamonga. The meeting was called to order at 8:00 p.m. by Mayor
Dennis L. Stout.
Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey
King, Pamela J. Wright, and Mayor Dennis L. Stout.
Also present were| City Manager, Lauren M. Wasserman; City Attorney, James L.
Markman; City Clerk, Beverly A. Authelet; Community Development Director, Jack
Lam; Community Services Director, Bill Holley; Administrative Services
Director, Jim Hart; City Planner, Brad Bullet; and City Engineer, Russell
Maguire.

Discussion of Item C6.
C6. Approval of map, execu~ion of improvement a~reewent and improvement
security for Tract 11997 located on the southeast corner of Beryl Avenue and
Hillside Road, submitted by Nordic Development. Item removed for discussion.
Mr. Markman, City Attorney, stated that the item was placed on the A~enda,
thinking that a letter of credit would be resolved. ~his wasn't the case.
This presents an issue to City Council. We have a Nevada Institution which
isn't a Federal Savings and Loan. Mr. Markman pointed out that the problem the
City has is that State Law requires that we can only accept security from a
Faderally Insured Savings and Loan.
Harry Keito from Nordic Development felt that we should continue this so they
could do some more investigation. Mr. Markman felt that in ~wo weeks we could
get this resolved.

Woolworth's Garden Center at the south side of Foothill Boulevard, east
Helms Avenue - APN 208-261-55. Staff report presented by Brad Bullet, City

Mayor Stout opened the meeting for Public Hearing. Addressing Council were:
Jim Gentry, of Kunz & Company, stated that ~he trees were blocking an
outdoor display. He went over severs1 objections that he had.
Paul Hill, representing Ku~z & Company, felt that ~he Ci~y has required the
trees to be planted and n~ it prohibits sight of the signboard. He
suggeted that the Ci~y cannot take an action which obstructs their right.
Mr. Markman, City Attorney, stated that he understood their veiwpoint but
did not agree.
There being no further public comment, Mayor Stout closed the public hearing.
MOTION: Moved by Buquet, seconded by Brown to support the Planning Commission
and deny the appeal and reaffirm the foll~ing five findings. Motion carried
un~nlmously 5-0.
1. The trees are healthy and well maintained end do not pose a ~hreat to
existing structures.
2. The need for removal has not been demonstrated at this time, no plans
for publ ic or private improvements h~ve been submitted that would necessitate
the rmoval of the trees.
3. The trees in questions were required to be installed as part of the
approvel for development of the site. The sycamore trees are the designated
street tree for Foothill Boulevard, also, the remaining ~rees were provided to
meet the general plan requirement of providing informel clusters to supplement
the street trees.
4. The wholesale removal of these trees would have a significant adverse
affect upon the streetscape character of this portion of Foothill Boulevard.
5. The trees are required to be maintained as a condition of approval of
the Woolworth Garden Center.
Motion carried unanimously 5-0.

MOTION: Moved by King, seconded by Buquet to approve Resolution No. 87-167.
Motion carried unanimously 5-0.

E3. STREET NAME CHANGE FOR TURNER AVENUE - Proposed to be Hermosa Avenue, a
north/south running street from the Rancho Cucamonga City Limits just north of
4th Street to its terminus at Base Line Road, a distance of approximately three
miles. Staff report by ~ris Weeman, Assistant Planner. (1110-15 ST NAME
Councilman Buquet stated that both he and Councilman King were on a
subcommittee some time ago and discussed this item at that time. People in the
past have had trouble finding these streets end there appears to be a need to
have unified.
Councilweman Wright questioned the necessity to have this done.
Councilman King expressed that Hermosa has historical significance. There
wasn't any significance for the name Turner Avenue.
Mayor Stout opened the meeting for Public Hearing. Addressing Council were:
Tom Everett stated that Turner does go down through Ontario and felt this
should be continued into Rancho Cucsmonga.
Larry Gaicino stated the name change would be an inconvenience to them.
Because they will have to change business brochures, etc.
Brad Buller, City Planner, stated that the Planning Commission recommended
the name not be changed for a year in order to give people time to make the
change.
Sally Hall, 7801 Turner, felt that we still were known as three separate
communities. If we could be known as Rancho Cucemonga then she might feel
differently. She wanted the name left as Turner Avenue.
There being no further public input Mayor Stout, closed the public hearing.
Councilman Buquet stated that whenaver you propose a change there will be
resistance. He felt the Planning Commission recommendation for this to take
effect in one year was fair.
Councilwoman Brown disagreed, she felt that for safety reasons she could see
why we would want one name. But she did not feel the City had the right to
make people change.
Councilwoman Wright stated that if this was for safety reasons, then she was
for it. But, in the absence of a safety issue, then it would not be fair.
There needs to be a clear cut safety proble~ in her opinion.

ACTION: Coonoil concurred with staffts recommendation to direct staff to
prepare a letter for the Mayores signature to be sent to the County Health
Officer expressing specific concerns for the revised County Ambulance
Ordinance. Specific items to be addressed are: liabi/ity insurance, liability
protection for City, communication requirements, permit exemptions for publicly
owned ambulances, response time and response records for City inspection.

G2. STATUS OF THE CURRENT RIGHT-OF-WAY ACQUISITION, PROPOSED EMINENT DOMAIN (27)
ACTION A~ BASIC POLICY FOR EMI~NT DOMAIN FOR ACQUISITION FOR THE BAKER AVENUE
AND ARROW ROUTE STORM DRAIN A~ STREET IMPROVEMENT PROJECT. Staff report by
Cindy Hackerr, Assistant Civil Engineer. (1002-06 EM DOMAIN)
ACTION: Council concurred to proceed with a comdenation action to obtain
street right-of-way from seven parcels alonE Arrow Route between the Cucamonga
Creek Channel end Baker Avenue to allow for the ultimate widening of Arrow
Route as part of the Baker/Arrow Storm Drain and Street Improvement Project.
It is further recommended that Chapter 27, Construction of Sidewalk and Curb
Provisions of the Improvement Act of 1911 be used to access the affected
properties for the proposed frontage improvements. It is further recommended
re~arding the property on the northwest corner of Arrow Route and Baker Avenue,
that Council condemn · modified corner cutoff to allow for construction of the
northwesterly curb return and intersection improvements.

ACTION: Council directed that there be a unified approach for priority
scheduling of design construction startin8 with the north section.
G4. UPDATE OF FOOTHILL BOULEVARD SPECIFIC PLAN STUDY - At the request of
CouncLl an update of the Foothill Specific Plan Study will be presented. Staff
report by Otto Kroutil, Senior Planner.
Mayor Stout felt this should be a public document, not a technical document,
and wanted to make sure the Planning Commission addressed the safety as well as
the aesthetics. It should be a public document so people will look at it and
be able to understand it.
Brad Bullet suggested that we do an executive s~mmaty like we did with the
Etiwanda Specific Plan.
Councilwoman Brown wanted the Planning Commission look
commercial along Foothill.
