A. CALL TO ORDER
An adjourned meeting of the City Council of the City of Rancho Cucamonga met on
Thursday, May 22, 1986, in the Lions Park Community Center, 9161 Base Line
Road, Rancho Cucamonga.
Present were Councilmembers: Jon D. Mikels, Charles J. Buquet II, Pamela J.
Wright, and Mayor Jeffrey King who arrived at 6:30 p.m.
Also present were: City Manager, Lauren M. Wasserman; City Clerk, Beverly A.
Authelet; Assistant City Manager, Robert Rizzo; Community Development Director,
Jack Lam; City Planner, Brad Bullet; City Engineer, Lloyd Hubbs; Community
Services Director, Bill Holley; Administrative Services Director, Jim Hart;
Administrative Analyst, Mark Lorimer; Captain John Futscher, Sheriff's
Department; Paul Rougeau, St. Civil Engineer; and Blane Fraudsen, St. Civil
Engineer.
Absent: Council member Richard Dabl.
The meeting was brought to order at 6:15 p.m. Because both the Mayor and Mayor
Pro Tem were absent, the following motion was made:
MOTION: Moved by Buquet, seconded by Wright, to have Jon MikeIs chair the
meeting. Motion carried 3-0-2 (Ring and Dabl absent).
Mr. Wasserman started the meeting by requesting Council to give staff
authorization to negotiate for the site of the Maintenance Facility. City
staff wanted to be able to negotiate terms to also explore the additional two
(2) acres which were south of the site. This would meet the City's long-term
needs.

C. CITY MAN+~ER'S STAFF REPORTS
C1. CONSIDERATION OF THE CITY'S CIRCULATION EL~M~T. Mr. Hubbs presented an
overview of the circulation plan and decisions made regarding traffic plans at
the time the circulation element was adopted. (0203-03 CKNERAL PLAN)

Paul Rougeau, St. Civil Engineer, addressed the issue of the intersections and
traffic signals.
After the presentations, Mayor King asked members of the Council if anyone
perceived that we had a problem which something could be done about.

Councilwoman Wright responded that she saw a problem which nothing could be
done about, at least not until the Foothill Freeway was built.
Councilman Buquet stated that there were now computer assisted programs for
traffic signals. Something like this would give us a more direct and intense
monitoring of the traffic signals.

intersections. Some need to be widened out, especially on the major streets.
This would help open up and keep the traffic flowing. He felt that we needed
to take some steps for a comprehensive traffic program by being willing to

agreements with the state to fund the traffic signals on the state highways.
Councilman MikeIs reiterated that one of the things that we could do now is to
widen the intersections which create the appearance of less delay.
Councilman Buquet felt that we also needed to look at the law enforcement on
the major streets. He felt the visibility of officers often help to keep the
traffic orderly. Mr. Buquet again stated that more dollars needed to be spent
for capital equipment, such as the computerized traffic signal system. Mr.
Buquet further stated that we needed to come up with a comprehensive program
which would include a plan, the dollar cost and a time frame.
Mayor King expressed that we should spend as much time as possible increasing
the size of the north-south streets with limited accesses. He did express that
he felt more comfortable with controlling growth, some type of phasing of the
residential growth. ~owever, he needed more time to digest all the material
which had been given him.
Mr. Wasserman pointed out that the CAt was looking at the capital improvemev
budget tonight, that it was up to Council to take a good look at that sinc~
they were the policy makers as to where they wanted to place their emphasis.
