HomeMy WebLinkAbout1986/02/27 - Minutes - Joint (Advisory Commission) RANClIO CUCAMONGA JOINT MEETING CITY COUNCIL AND ADVISORY COMMISSION February :27, I CALL TO ORDER The regular meeting of the Rancho Cucamonga Advisory Commission was held at Lions Park Community Center, c)161 Base Line Road. The meeting was called to order at 7:35 p.m. by Mayor Jon Mikeis and Advisory Commission Chairman Paul Saldana. ROLL CAll Buquet X, Dahl ~ King ~ Wright X, and MikeIs X. Also present: Lauren Wasserman, City Manager; Robert Rizzo, Assistant City Manager; Jack Lain, Community Development Director; Lloyd Hubbs, City Engineer; Brad Bailer, City Planner, and Otto Kroutil, Senior Planner. APPROVAL OF MINUTES A motion was made and seconded that the January 23, 1986, minutes be approved as submitted. Motion carried. STAFF REPORTS DISCUSSION OF MODIFICATIONS TO ENABLING ORDINANCE AND CODE OF CONDUCT FOR ADVISORY COMMISSION. Discussion was held regarding the purpose of the Advisory Commission and what the City Council expects them to do. Most members of the City Council felt the Advisory Commission did not need City Council action to police themselves. They felt the Advisory Commission could set up rules to regulate themselves. Action: Appoint subcommittee to look into resolution and also determine City Council advice to Advisory Commission. Subcommittee to be appointed at the next City Council meeting to meet with the Advisory Commission Subcommittee. (0100-00 ADMIN) Bruce Ann Hahn arrived at 7:/~5 p.m. Action: Mayor MikeIs stated a "Commission Report" section will be added to the City Council agenda. (0100-00 ADMTN) Motion: Moved by Hill, seconded by Baer that an Advisory Commission Subcommittee be appointed to meet with the City Council Subcommittee to discuss purposes and goals of the Advisory Commission. Subcommittee is to consist of Jim Banks, Paul Saldana, and Bruce Ann Hahn. Motion carried. (0100-00 ADM]N) DISCUSSION OF GOALS, OBJECTIVES AND WORK PROGRAM FOR THE ADVISORY COMMISSION 1~]6. - Goals were discussed and the following items were scheduled for future Advisory Commission agehalos. LAND USE RECOMMENTATIONS BY ADVISORY COMMISSION. - Staff report presented by Otto Kroutil, Senior Planner. (0100-00 ADHIN) Action: City Council will discuss Advisory Commission land use recommendations at the next City Council meeting. DISCUSSION OF CAMPAIGN FINANCING. Action: City Council is to discuss issue of a subcommittee to deal with campaign financing. (0100-00 AD~.ITN) ITEMS FOR DISCUSSION BY CITY COUNCIL AT NEXT COUNCIL MEETING UNDER COUNCIL BUSINESS. (0100-00 ADMIN) CHANGE IN CITY COUNCIL MEETING DATE TO BE DISCUSSED AT THE MARCH 5, 1¢)8~ CITY COUNCIL MEETING Law and Justice Center Dedication Dinner will be held March 19, 1986, therefore City Council meeting for that date will have to be rescheduled. and Advisory Camrussian be held twice a year. ADMIN) ADJOURNMENT There being no further business, the meeting adjourned at 10:15 p.m. to the next City Council meeting of March 5, Ic)86 at 7:30 p.m. and the next Advisory Commission meeting of March 27, 1986, 7:30 p.m. at the Lions Park Community Center.
