An adjourned meeting of the city council of the City of Rancho Cucamonga was held in the Lion's Park Community Center, 9161 Base Line Road on Tuesday, May 11, 1982. The meeting was called to order at 7:10 p.m. by Mayor Jon D. Mikeis. Present were: Councilmen Richard M. Dahl, Phillip D. Schlosser, James C. Frost, and Mayor Jon D. MikeIs. (Charles J. Buquet was not present when the roll was taken; however, he was seated at the council table at 7:12 p.m.). Al~o present were: City Manager, Lauren M. Wasserman; Community Development Director, Jack Lam. 2. BUSINESS. Mayor Mikels indicated that the purpose of the meeting was to interview the final four candidates for the position of planning commissioner. The Mayor stated that each interview would be approximately 35 minutes in length. The candidates would be asked to respond to three questions which they had been given the pre- vious evening. After those questions have been dealt with, the Council will have an opportunity to ask other questions of each candidate. The candidates interviewed were: David Barker Dennis Stout David Flocker Larry McNiel Following the interviews, Mayor Mikels asked members of the city council to con- sider making a decision this evening rather than delaying the selection to a later date. This was particularly important since Councilman Schlosser will not be in attendance at the next regular city council meeting. The Mayor then passed out ballots and after a vote was taken, the results were as follows: Mr. Flocker - 2 votes Mr. Baker - 1 vote Mr. Stout - 2 votes Mr. McNiel - 0 votes The Mayor then asked members of the city council to select between Mr. Flocker and Mr. Stout. After a vote was taken, the mayor announced that Mr. Stout had received three votes; Mr. Flocker - 2 votes. The Mayor announced that the new Planning Commissioner, Dennis Stout, would be sworn in at the May 19th City Council meeting. Members of the city council commented on the difficult decision of narrowing the field from thirty down to one. Council commended the candidates for their excellent interviews. 3. ADJOURNMENT. CALL TO ORDER. ~tn adjourned meeting of the City Council of the City of Rancho Cucamonga was held in the Lion's Park Community Center, 9161 Base Line Road on Monday, May 10, 1982. The meeting was called to order at 7:04 p.m. by Mayor Jon D. Mikeis. Present were: Councilmen Richard M. Dahl, Charles J. Buquet II, Phillip D. Schlosser, James C. Frost, and Mayor Jon D. Mikeis. Also present were: City Manager, Lauren M. Wasserman; Community Development Director, Jack Lam. 2. BUSINESS. Mayor Mikels announced that the purpose of the meeting is to interview candidates for the vacancy which now exists on the Planning Commission as a result of Mr. Dahl's election to the city council. The Mayor indicated that all candidates would be reviewed at this meeting, and that a list of finalists would be deter- mined and would be scheduled for interviews for Tuesday, May 11, 1982. Mr. Buquet, speaking on behalf of a subcommittee appointed by the Mayor to deter- mine the selection process, announced that each candidate was asked to respond in writing to two questions prior to the interview. Each candidate was limited to 200 words for the response. In addition, each candidate will have four minutes in which to present any materials relevant to his or her qualifications for the planning commission position. After the city council has heard each of the candi- dates, each councilmember will submit a list of three names, not in ranking order. The names will be reviewed by and circulated among the members of the city council. Each councilmember will then be asked to submit a list of two names from the re- maining list of candidates. If the remaining list of candidates is five or less, those would represent the finalists to be invited back for a second interview. If more than five names remained after the second ballot, the city council would be asked to submit two names each in priority ranking. Thereafter, the top five remaining on the list will be asked back for a second and more intense interview. The candidates to be interviewed are (in the order scheduled by the random alphabet drawn by the Secretary of State for the municipal election': Peter J. Pitassi Robert C. Prasser Martin F. Following the interviews, Mayor MikeIs asked each city councilmember to submit three names from the total list of candidates in no particular ranked order. Mayor Mikels announced the names of the first group of semi-finalists for the position. They were: Martin Priesco Leonard Soper David Flocker Neil Westlotorn Sheryl Moody David Barker Bruce Chitiea Otis Scails Dennis Stout Larry McNiel Robert Watkins The Mayor then asked each member of the city council to write down two names from the above list. Again, in no particular ranked priority. The Mayor then announced the names of those who had made the second list. They were: Dennis Stout Larry McNiel Bruce Chitiea Neil Westlotorn David Barker Robert Watkins David Flocker The Mayor then asked each member of the city council to list his first and second choide for the list of finalists to be interviewed on Tuesday evening. Following a tally of the list, the Mayor announced that the four to be interviewed were: David Barker Dennis Stout David Flocker Larry McNiel Following announcement of the finalists, and a discussion of the interview pro- cess, the Mayor announced that each candidate would be entitled to 35 minues for an interview by the city council. The city council submitted five questions in advance to each of the final candidates. However, the council may ask questions which were not given to the candidates in writing. 3. ADJOURNMENT. Motion: Moved by Schlosser, seconded by Buquet to adjourn to an adjourned city council meeting on Tuesday, May 11, 1982 at 7:00 p.m. in the Lion's Park Community Center.
