The adjourned meeting of April 2, 1980 of the City Council of the City of Rancho Cucamonga was held in the Lion's Park Comunity Center, 9161 Base Line Road, Rancho Cucamonga, on Wednesday, April 15, 1980. The meeting was called to order at 7:12 p.m. by Mayor James C. Frost. Present: Councilmen Phillip Schlosser, Jon Mikels, Michael Palombo, Arthur Bridge, and Mayor Jam~s Frost. 2. PRESENTATION OF CLERK'S CANVASS OF THE APRIL 8~ 1980 MUNICIPAL ELECTION. (1) Mr. Wasserman, City Clerk, presented the attached canvass to the Council for approval: Motion: Moved by Palombo, seconded by Schlosser to accept the canvass of the election by the City. Clerk. Motion carried 5-0. 3. OATHS OF OFFICE. a. Mayor Frost administered the Oath of Office to ne~lM elected city. clerk, Lauren M. Wasserman. b. Mr. Wasserman administered the Oath of Office to the newly elected City Treasurer, Harry Empey. c. Mr. Wasserman administered the Oath of Office to the newly elected Council members: Arthur H, Bridge James-C. Frost Jon D. Mikels Michael A. Palombo Phillip D. Schlosser Each Councilman was then presented with a Cerificate of Election. 4. STAT~ENTS BY ELECTED REPRESENTATIVES. Each Councilman gave a brief statement and thanks to the voters for putting them in office. 5. SELECTION OF MAYOR AND MAYOR PRO~T~4. (2) Mr. Crowe, City Attorney, stated that according to Government Code Section 36801, the Council is to meet on the first Tuesday after election to choose one of its members as a mayor and one of its members as a mayor pro rem, He said the Council could not establish any policy or procedure that would be binding on a future Council. Any policy such as the mayor would be selected by the highest vote or the mayor pro rem by the second highest vote could not be done. Motion: Moved by Bridge, seconded by Palombo to proceed with voting by using a secret ballot. Motion carried 5-0. City Council Minutes April 15, 1980 Page 2 Each Councilman was given ballot paper by the City Clerk. He then voted for the position of mayor and turned the ballot back in to the City Clerk. Mr. Wasserman announced that Phillip D. Schlosser was unanimously voted as the new Mayor. Mr. Schlosser then took the mayor's seat at the Council table. Ballot paper was then distributed to each Councilman for the position of Mayor pro-tempers. These were turned in to the City Clerk. Mr. Wasserman announced it was a vote of 2-2-1. Ballots were then distributed to each Councilman with the two names printed on them that had received the highest votes. After voting, each councilman turned the ballot into the City Clerk. Mr. Wasserman announced that Arthur N. Bridge was the Mayor Pro-tempers. 6. DESIGNATION OF COUNCIL COMMITTEE ASSIGNMENTS. Motion: Moved by Frost, seconded by Bridge to set May 7 meeting to consider designations of Council committees. Motion carried 5-0. 7. ADDED ITEM: Mrs. Frost made a presentation to Cour, cil of coffee cups imprinted with their names. 8. ADJOURNMENT. Motion: Moved by Mikels, seconded by Palombo to adjourn. Motion carried 5-0.
