RESOLUTION NO. 16-122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA APPROVING A PROFESSIONAL
SERVICES AGREEMENT WITH GRIFFIN STRUCTURES, INC.,
FOR SERVICES CONSTRUCTABILITY REVIEW AND COST
ESTIMATION SERVICES RELATED TO THE FAMILY SPORTS
CENTER REPLACEMENT PROJECT, AND AUTHORIZING THE
CITY MANAGER TO AMEND THE AGREEMENT TO ADD
CONSTRUCTION MANAGEMENT SERVICES
WHEREAS, it is the intention of the City of Rancho Cucamonga to replace the existing
leased Family Sports Center with a new City-owned gymnasium, as the lease for the existing
Sports Center facility will expire in December 2017; and
WHEREAS, time is of the essence in the construction of the new City-owned gymnasium,
in order to ensure the continuity of recreation services provided to the public; and
WHEREAS, the City of Rancho Cucamonga is in the process of preparing the plans and
specifications for the construction of the new gymnasium; and
WHEREAS, the City requires constructability review, cost estimation, and construction
management services to ensure the successful completion of the gymnasium in a timely manner,
and to make the best use of the City's funds that have been budgeted to complete this project;
and
WHEREAS, Government Code Sections 4525 through 4529.5 require local agencies to
select construction management and related services on the basis of demonstrated competence
and qualifications for the types of services to be performed, and at fair and reasonable prices to
the public agencies; and
WHEREAS, the Community Services Department has researched the completion of
similar gymnasium projects in the region, and has identified Griffin Structures, Inc., as having
provided constructability review, cost estimation, and construction management services for
similar projects, and demonstrated its competence and qualifications, and fair and reasonable
prices for those projects; and
WHEREAS, Section 3.08.070 (a)(8) of the Rancho Cucamonga Municipal Code provides
that bidding may be dispensed with, if the City Council determines by resolution it would be in the
best interest of the city to dispense with bidding;
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga, hereby resolves
that Griffin Structures, Inc., has demonstrated its competence and qualifications at fair and
reasonable prices to public agencies, and authorizes the execution of a Professional Services
Agreement for constructability review and cost estimation services for the Family Sports Center
replacement project, in an amount not to exceed $40,700.
BE IT FURTHER RESOLVED that the City Manager is authorized to amend this
Professional Services Agreement at a future date, to include construction management services
for an amount not to exceed $750,000.
