HomeMy WebLinkAbout17-112 - Resolutions - UPDATED FEE SCHEDULE RESOLUTION NO. 17-112 A RESOLUTION OF THE CITY COUNCIL OF RANCHO CUCAMONGA, CALIFORNIA, ADOPTING AN UPDATED FEE SCHEDULE APPLICABLE TO COMMUNITY IMPROVEMENT, COMMUNITY SERVICES, ENGINEERING, PLANNING, AND POLICE DEPARTMENT. A. Recitals. 1. The California Government Code allows the City to establish fees and charges for municipal services, provided such fees and charges do not exceed the estimated reasonable cost to the City in providing the service to which the fee or charge applies. 2. Data indicating the estimated or actual cost to provide each service, for which the fees and charges set forth herein apply, was made available to the public at least ten (10) days prior to the date of the public hearing. 3. On December 6, 2017, City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing on the amendment. 4. All legal prerequisites prior to the adoption of this Ordinance have occurred. B. Resolution. The City Council of the City of Rancho Cucamonga finds and resolves as follows: SECTION 1: The City Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Ordinance are true and correct. SECTION 2: The City Council hereby specifically finds that the fees and charges set forth do not exceed the estimated reasonable cost of providing the service for which the fee or charge be levied. SECTION 3: The City hereby adopts the following fees for services performed by the Community Improvement Division: Title Description Fee Costs for the procurement, service and related Abatement— processing of inspection and/or abatement Marijuana, 500 or warrants. Actual costs for legal services shall be $31000.00 more plants added. Additional costs to the City may be added when in excess of established fee. Costs for the procurement, service and related Abatement— processing of inspection and/or abatement Marijuana, less than warrants. Actual costs for legal services shall be $2,420.00 500 plants added. Additional costs to the City may be added when in excess of established fee. CITY COUNCIL RESOLUTION NO. 17-112 FEES FOR VARIOUS CITY DEPARTMENTS AND SERVICES December 6, 2017 Page 2 SECTION 4: The City hereby adopts the following fees for services performed by the Community Services Department: Title Description Fee Box Office MailingFee to mail tickets to Fee patrons. $1.50 per order SECTION 5: The City hereby amends Resolutions 14-003 and 16-004 and adopts the following fees for services performed by the Community Services Department: General Facility Use Fees — Field Rentals Title Description Fee The application fee covers Application Fee the staff time it takes to $25.00 create the contract and process the reservation. General Facility Use Fees — Park Shelter Rentals Fee Description Description Fee The application fee covers Application Fee the staff time it takes to $25.00 create the contract and process the reservation. Sports Organization Light Fees Fee Description Description Fee Light Fee Field light usage fee for $7.50/hour approved Sports Groups. SECTION 6: The City hereby amends Resolution 12-196 and adopts the following fees for services performed by the Engineering Services Department, including a technology fee of 5%: Title Description Fee This service entails the plan check review of Rough Rough Grading Plan Grading Plans per sheet. The cost per sheet will Check exclude the Conditions of Approval sheets found in $1,649.00 the submittal. This service and review is for a maximum of 3 three plan check reviews. The cost per sheet will Plan Check exclude the Conditions of Approval sheets found in $1,785.00 the submittal. This service and review is for a maximum of 3 three plan check reviews. This service entails the plan check review of Priority Priority WQMP Plan WQMP's. This service and review is for a maximum Check of (3) three plan check reviews. This review is typical $1,911.00 for development with over 10,000 SQF of impervious area. This service entails the plan check review of Non- Non Priority WQMP Priority WQMP's. This service and review is for a Plan Check maximum of (2) two plan check reviews. This review $231.00 is typical for smaller development under 10,000 SQF of impervious area. The fee set forth in this section shall be adjusted annually, commencing on July 1, 2018, and each year thereafter, without further action of the City Council, based on the Employee Cost Index for State and Local Government Employees,Total Compensation, during the 12 month period ending on December 31st of the immediately preceding year, as released by the U.S. Department of Labor's Bureau of Labor Statistics and rounded to the nearest whole dollar. If this index is discontinued, a replacement index, as determined by the City Council, shall be utilized. SECTION 7: The City hereby amends Resolution 12-196 and adopts the following fees for services performed by the Planning Department, including a technology fee of 5%: Title Description Fee Initial Study— Creation of the Initial Study Part 2 as Completed by required by the California Environmental $4,935.00 Staff Quality Act Review of Initial Review of initial study submitted by a Study completed developer required by the California $913.00 by developer Environmental Quality Act The fee set forth in this section shall be adjusted annually, commencing on July 1, 2018, and each year thereafter, without further action of the City Council, based on the Employee Cost Index for State and Local Government Employees,Total Compensation, during the 12 month period ending on December 31st of the immediately preceding year, as released by the U.S. Department of Labor's Bureau of Labor Statistics and rounded to the nearest whole dollar. SECTION 8: The City hereby amends Resolution 90-108 and adopts the following fees for false alarm service charges issued by or as authorized by the Rancho Cucamonga Police Department: CITY COUNCIL RESOLUTION NO. 17-112 FEES FOR VARIOUS CITY DEPARTMENTS AND SERVICES December 6, 2017 Page 4 Description Fee 31 Alarm $ 75.00 411 Alarm 100.00 511 Alarm 125.00 6th and subsequent Alarms 150.00 SECTION 9: Community Improvement Division, Community Services Department, excluding the Sports Organization Light fee, and Police Department fees will be effective January 1, 2018. Planning and Engineering Services fees will be effective 60 days from the adoption of the resolution, consistent with State Law, and the Transportation Development Impact Fee will be effective March 1, 2018. The Sports Organization Light Fee will be effective July 1, 2018. SECTION 10: The City Clerk shall certify to the adoption of this Resolution.
