PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Planning Commission on any item listed or not listed on the agenda. State law prohibits the Commission from addressing any issue not previously included on the Agenda. The Commission may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individual members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. C. DISCUSSION ITEMS PLANNING COMMISSION C1. PRE-APPLICATION REVIEW DRC2018-00198 — THE NEW HOME COMPANY — A request for Pre-Application Review of 135 for sale condominium units on 5.25 acres of land within Planning Area S-20 in the Village Neighborhood (VN) District of the Empire Lakes Specific and within the Empire Lakes Specific Plan, Planning Area 1, located north of 4th Street, south • of 6th Street, west of Milliken Avenue, and east of Utica/Cleveland Avenues. Related files: General Plan Amendment DRC2015-00114, Specific Plan Amendment DRC2015-00040, and Tentative Tract Map SUBTT20073. Tabe van Der Zwaag, Associate Planner, gave the staff report and PowerPoint presentation (copy on file), and noted staff likes the overall building form, but was unsure of what materials to add to support the "contemporary Spanish"style interpretation. He said because of the lack of defining elements staff recommended the applicant consider changing the architectural style from -contemporary Spanish"to Contemporary. He noted changing the style affords the applicant more opportunity to incorporate additional materials and design elements appropriate to that style. He recommended more variations of color to individualize the buildings within the development. He suggested a more modern design thein would allow for more play with window style, size and shape. He said the design should emphasize walkways✓pathways to connect the entire Empire Lakes project and to create interesting "third"space areas. • Rick Bianchi, representing the New Home Company, introduced the Civil Engineer. two representatives from the architecture firm, and the landscape architect for the project. He stated the New Home Company prided themselves on their architectural styling. He said they could change the design to be more contemporary instead of Spanish but was hesitant to introduce elements just to force something. But he said they were open to any suggestions from the Commissioners and staff. Mr. Bianchi further stated, that they were excited to be part of a project with an entry-level price point in Rancho Cucamonga. Commissioner Oaxaca stated architecture should have truth in style and is comfortable with the project being more contemporary in design Commissioner Wimberly said he doesn't see the 360-degree architecture in the design. which is required per the Development Code. Commissioner Munoz stated he likes the style and articulation in the back and the play with colors. He said that we shouldn't have to guess at the overall style of the design that its current form is 'schizophrenic'. Vice-Chairman Guglielmo stated that he likes a lot of the design elements, such as the decks and railings, but questioned some of the symmetry. Chairman Macias said he is comfortable with the design but doesn t see the Spanish and suggested they fully commit to a design. He likes the transition to more contemporary from Spanish but stated to have the enhancements to make it more contemporary. •. Ar. Bianchi acknowledged they see a lot of opportunity in the green spaces. Commissioner Oaxaca used Victoria Gardens as an example of interesting use of gathering spaces and suggested the applicant to create different experiences to encourage people to travel around. Mr. Bianchi was receptive to potentially changing the overall design to be more contemporary in style. Commissioners overall gave general positive feedback about the direction of the project and advised them to commit to a design style. • D. ADJOURNMENT 8:30 PM I, Lois J. To allow all persons to speak, given the length of the agenda, please keep your remarks brief. If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. To encourage all views and promote courtesy to others, the audience should refrain from clapping, booing or shouts of approval or disagreement from the audience. There is opportunity to speak under this section prior to the end of the agenda. Any handouts for the Planning Commission should be given to the Planning Commission Secretary for distribution to the Commissioners. A copy of any such materials should also be provided to the Secretary to be used for the official public record. All requests for items to be placed on a Planning Commission agenda must be in writing. Requests for scheduling agenda items will be at the discretion of the Commission and the Planning Director. AVAILABILITY OF STAFF REPORTS Copies of the staff reports or other documentation to each agenda item are on file in the offices of the Planning Department, City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California 91730. APPEALS Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's decision to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office and must be accompanied by a fee of $2,793 for all decisions of the Commission. (Fees are established and governed by the City Council).
