Mike Smith, Senior Planner B. PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Planning Commission on any item listed or not listed on the agenda. State law prohibits the Commission from addressing any issue not previously included on the Agenda. The Commission may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individual members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. None C. DISCUSSION ITEMS PLANNING COMMISSION C1. PRE-APPLICATION REVIEW DRC2017-00960 — LEWIS MANAGEMENT CORP. - A request for a Pre-Application Review of the features and open space amenities within and along The Resort Parkway (formerly The Vine), a public street pending construction within • the Empire Lakes Specific Plan, Planning Area 1, located north of 4th Street, south of 6th Street, west of Milliken Avenue, and east of Utica/Cleveland Avenues. Mike Smith, Senior Planner gave a brief overview of the area being discussed (The Resort Parkway). He noted the City's responsibility will be limited to the curb to curb areas and not the furnishings and amenities. He said the south half of the parkway will be discussed tonight but will generally the concepts will be replicated to the north. The northern half will be specifically discussed at a later time. Bill Kennedy of Lewis Companies made the opening remarks and introductions. He said some things will change but the core ideas will remain. All 15 parklets/seating areas will be unique and different with identifying plaques/siguage. • Rick Polharnus, of Sitescapes (consultant for Lewis Companies) gave a Powerpoint presentation explaining the major highlights of the Resort Parkway (previously referred to as "The Vine'). Mr: Kennedy said the 15th space is the lobby area entrance to the community building reviewed at the last meeting. Commissioner Wimberly said he liked the way the amenities are established in tabletops/parklets and said it will be a fantastic draw for the parkway. He said because they are all different it will appeal to a broad demographic whether they are residents or visitors. Commissioner Macias agreed and said the uniqueness is what makes it exciting and different with different amenities. He said its 'pretty cool', he said he is relatively impressed. Commissioner Guglielmo echoed the remark. He said it looks like a mix between downtown Claremont and the Gas Lamp District. He noted the length is about %mile long. He inquired about the proposed speed limit. Mr. Kennedy said the intent is to calm/slow traffic down. He said the speed would be no more than about 30-35 mph. Mr. Smith referred to exhibit E and said the Parkway is designed to be pedestrian oriented and utilized by a variety of transit modes including bikes. He said there are opportunities to slow down traffic with roundabouts, on-street parking, tabletop crossings. He estimated it • would likely be 25-30 mph. Commissioner Guglielmo asked if the parking stalls will be "first come first served". Mr. Kennedy said they are at this point. He said they may look into some parking controls and make sure resident's garages are not filled with stuff instead of their vehicles which would increase the likelihood of thern parking on the parkway. He said they can set controls for the parking in the private areas. Chairman Oaxaca thanked them for talking about the calming effect of slower traffic. He said Victoria Gardens plays out as very pedestrian friendly. He said he likes the variety, the focus • on key pieces of vegetation such as a big tree, the incorporation of light features and nice interactive spaces. He asked about the use of palm trees-as he has been personally bothered by them. He asked what do you do when they get so tall and ladder trucks have to be used for their maintenance and then their height diminishes their impact to the context of the rest of the landscape. He asked if there are any other options. He said he does not want to see the "29 palms" view. Mr. Pothamus said the palms go well with the architecture and massing of the structures. He said they have incorporated a mixed scale of trees;some linear and tall, others provide shade. He said there is a balance and a rhythmic repetition of the palms but there are various types of trees worked in to break them up. Commissioner Macias said a neighbor of his has a 50-footer and it (foes nothing for the neighborhood. Randall Lewis of the Lewis Companies asked if there will be conflict with the street lights. Mc Polhamus said no, they are curved out from the street and they are about 10 feet from the streetlights. D. ADJOURNMENT The meeting adjourned at 8:45 PM. I, Lois J. A copy of any such materials should also be provided to the Secretary to be used for the official public record. Any appeal filed must be directed to the City Clerk's Office and must be accompanied by a fee of $2,725 for all decisions of the Commission. (Fees are established and governed by the City Council).
