HomeMy WebLinkAbout2011/05/25 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting May 25, 2011 Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:38 p.m. The meeting was held in the Council Chambers at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Francisco Oaxaca, Ray Wimberly ABSENT: None STAFF PRESENT: Candyce Burnett, Senior Planner; Steven Flower, Assistant City Attorney; Dan James, Senior Civil Engineer; Lois Schrader, Planning Commission Secretary; Mike Smith, Associate Planner; James Troyer, Planning Director ANNOUNCEMENTS None APPROVAL OF MINUTES Motion: Moved by Howdyshell, seconded by Fletcher carried 4-0-1 (Wimberly abstain),to approve the minutes of April 27, 2011. PUBLIC HEARINGS A. NON-CONSTRUCTION CONDITIONAL USE PERMIT MODIFICATION DRC2010-00188M - MCALAN'S PUB AND GRILL-A request to modify CUP DRC2010-00188 to increase the hours of operation of the Restaurant/Bar use to add two additional hours during Sunday through Wednesday and one additional hour on Thursday and with no change to entertainment hours. Located at 6321 Haven Avenue - APN: 201-272-06. Related File: Entertainment Permit DRC2010-00189. CONTINUANCE REQUESTED James Troyer, Planning Director, recommended a continuance to June 22, 2011. Chairman Munoz asked if anyone wanted to speak to the item and could not attend the meeting on June 22, 2011. Seeing none he closed the public comment section. Motion: Moved by Fletcher, seconded by Oaxaca, to continue the public hearing for DRC2010- 00188M to the regular meeting of June 22, 2011. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, OAXACA, WIMBERLY NOES: NONE ABSENT: NONE - carried ♦ * * * * B. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT18122-CHAFFEY JOINT UNION HIGH SCHOOL DISTRICT-A proposal to subdivide four(4)vacant parcels with a combined area of about 53 acres into 76 lots in the Very Low (VL) Residential District, Etiwanda Specific Plan, located at the east side of East Avenue, about 150 feet north of the Foothill Freeway (SR-210) - APNs: 0225-191-03, -04, -13, -15, and -20. Related Files: Preliminary Review DRC2006-00793, Variance 2009-00020, and Tree Removal Permit DRC2009-00224. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. C. VARIANCE DRC2009-00020 - CHAFFEY JOINT UNION HIGH SCHOOL DISTRICT - A request to allow perimeter walls in excess of 6 feet, the maximum wall height permitted in residential districts, for noise attenuation purposes along the south perimeter of a proposed 76- lot subdivision with a combined area of about 53 acres in the Very Low(VL)Residential District, Etiwanda Specific Plan, located at the east side of East Avenue, about 150 feet north of the Foothill Freeway (SR-210); APNs: 0225-191-03, -04, -13, -15, and -20. Related file: Preliminary Review DRC2006-00793, Tentative Tract Map SUBTT18122, and Tree Removal Permit DRC2009-00224. Mike Smith, Associate Planner said the applicant is requesting the continuance. He said the SCAQMD sent staff a letter of concerns regarding analysis of the air quality study and for missing analysis of Green House Gases and a hazardous risk assessment due to the presence of the Foothill Freeway. He said a continuance to the July 13, 2011 meeting would allow applicants time to work with staff and the SCAQMD to address the concerns. Chairman Munoz opened for public comment and asked if anyone wanted to comment. Seeing and hearing none he closed the public comment section. Motion: Moved by Wimberly, seconded by Howdyshell,to continue the hearing for Tentative Tract Map SUBTT18122 and Variance DRC2009-00020 to the July 13, 2011 meeting date.
