HomeMy WebLinkAbout2011/01/12 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA • PLANNING COMMISSION MINUTES • Regular Meeting January 12, 2011 Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:05 p.m. The meeting was held in the Council Chambers at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Francisco Oaxaca, Ray Wimberly ABSENT: None STAFF PRESENT: Candyce Burnett, Senior Planner; Steven Flower, Assistant City Attorney; Steve Fowler, Assistant Planner; Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer; Mayuko Nakajima, Assistant Planner; Lois Schrader, Planning Commission Secretary; James Troyer, Planning Director « f « 1t1 ANNOUNCEMENTS f f « Yt « APPROVAL OF MINUTES Motion: Moved by Fletcher, seconded by Howdyshell, carried 5-0, to approve the minutes of December 8, 2010. « « « « « PUBLIC HEARINGS A. TENTATIVE PARCEL MAP SUBTPM18626 - HP ENGINEERING FOR JAIME CAMPOS -A proposal to subdivide a parcel of about 0.63 acre at the southeast corner of Lemon Avenue and Daylily Court into three (3) parcels in the Low (L) Residential District located at 9923 Lemon Avenue; APN: 0201-902-16. The project qualifies as a Class 15 exemption under State CEQA Guidelines Section 15315 Minor Land Divisions. Larry Henderson, Principal Planner, presented the staff report. He said staff received an unsigned letter in 2008 expressing a concern about two-story homes looking over into their back yard. He said Staff will look into this. He noted that the design plans will go to DRC when house product is proposed. Commissioner Oaxaca asked with respect to the correspondence what the other properties in the neighborhood are like. He asked why this took so long to be brought forward. Mr. Henderson noted the other homes are single-story and the project was delayed most likely because of the economy. Commissioner Munoz noted that the DRC does look at neighboring properties for similarity and fit in the neighborhood. He asked if the applicant was present for comment. Henry Poquiz, said he is the Engineering representing Mr. Campos said the project is surrounded by single and two-story homes. Vice Chairman Howdyshell asked if the lots to the west are single-story. Mr. Poquiz said there is a two-story at the corner of Lemon and Daylily and behind the project site is a single-story. He reported that to the south is a mixture of single/two story homes. Jaime Campos,the property owner, confirmed that there is a mixture of single and two-story homes. Chairman Munoz opened the public hearing. Seeing and hearing no comment, Chairman Munoz closed the public hearing. Commissioner Fletcher noted that it is a straightforward request and it is consistent with the neighborhood. He expressed support for approval. Commissioner Wimberly said they will work with the applicant at DRC and the request is congruent with the neighborhood with a mix of single and two-story homes. He said that at the time the letter was sent, some of the homes may not have been there. He expressed support. Commissioner Oaxaca agreed. He said the applicant proposes a map that is consistent. Vice Chairman Howdyshell also agreed and noted that it completes the neighborhood and the development on Daylily is consistent. Chairman Munoz agreed with all the comments and that it is a standard map request and no product proposed at this time. Motion: Moved by Howdyshell, seconded by Wimberly, to adopt the Resolution of Approval for Tentative Parcel Map SUBTPM18626 as presented by staff. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, OAXACA, WIMBERLY NOES: NONE ABSENT: NONE - carried B. DEVELOPMENT REVIEW APPLICATION DRC2010-00318- RYLAND HOMES-The design review of building elevations and detailed site plan for 70 single-family lots on 30.93 acres of land in the Low Residential District(2-4 dwelling units per acre) in the Etiwanda North Specific Plan, located on the north side of Day Creek Boulevard, east of the Southern California Edison Corridor-APN: 1087-121-24 through 30; 1087-141-43 through 52, 57; 1087-171-44 through 51; 1087-351-01 through 05, 12 through 18, 45 and 46; 1087-361-0lthrough 30. Related files: Tentative Tract Map SUBTT16227-2. Staff has found the project to be within the scope of the project covered by a prior Environmental Impact Report(State Clearinghouse#88082915 and #98121091 certified by the City Council on August 1, 2001) and does not raise or create new environmental impacts not already considered in that Environmental Impact Report. Planning Commission Minutes -2- January 12, 2011 Steve Fowler, Assistant Planner, presented the staff report. He said he had received communications from two residents that expressed concern about dirt getting into their pools. He reported that most of their concerns are addressed in the mitigation measures for the project. He said the only one that is not covered is a concern about the phasing plan. He reviewed and summarized the phasing plan on the overhead. He said the applicant states that the lots closest to the model homes will be last to be developed because it allows buyers to park without disturbing the current homeowners. He said the parking lot will have to be torn out at that time as well and there will be construction traffic there anyway. He reported that the only other way to alleviate this problem would be to change the phasing plan. He said this was discussed with the homebuilder but he noted that the other developer to the south is also building their homes now a well. Commissioner Fletcher asked about the homeowner's concern. Mr. Fowler reported that the homeowner says that unless the phasing is changed he will have to deal with construction traffic twice and the dust concerns that come with the construction. Commissioner Fletcher said he would have traffic either way; perhaps not as much if plan was revised. • Chairman Munoz invited the applicant to comment. Craig Mores on behalf of Ryland Homes thanked to Mr. Fowler for his help and the Commission for their time and said he looks forward to their approval of the development. Chairman Munoz opened the public hearing and seeing and hearing no comment, closed the public hearing. Vice Chairman Howdyshell said the request is straightforward and that she is glad this community will be completed. She noted that she is an advocate of single-story homes and is glad to see them and they are attractive floor plans. Commissioner Oaxaca agreed with Commissioner Howdyshell and noted that it is an attractive . project, and this is good for the market. Commissioner Wimberly agreed that it is attractive, and he noted that he worked with the applicant at DRC, and he had a conversation with the applicant regarding the number of single-story homes. Commissioner Fletcher said he is encouraged to see the developers coming back into the market; he is pleased with the size of the homes and the number of single-story homes. He noted that they will be desired by buyers and they are also attractive. Chairman Munoz said ditto to all. He said the applicants and the DRC worked hard together, and he too likes the product. He thanked staff for the good work. Motion: Moved by Howdyshell, seconded by Oaxaca, to adopt the Resolution of Approval with conditions for Development Review DRC2010-00318 as presented by staff. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, OAXACA, WIMBERLY NOES: NONE ABSENT: NONE - carried Planning Commission Minutes -3- January 12, 2011 NEW BUSINESS C. TRAIL PRIORITIES ANNUAL REVIEW DRC2010-00412 Larry Henderson, Principal Planner, gave the staff report. He said the Trails Advisory Committee is pleased because more projects were completed than expected. He said Engineering worked hard to fit things into the budget and so we needed a new priority list. He noted that the same report will be going to the Parks and Recreation Commission next week for their review and recommendation as well which will also be forwarded to the Council. Commissioner Fletcher confirmed that the new list of recommended projects is Exhibit C. Mr. Henderson confirmed. Chairman Munoz noted that there is a perfect marriage with the Trails Advisory Committee (TAC) and the Alta Loma Riding Club (ALRC) and Mr. Henderson. He said we have synergy in that the TAC puts out the list and they seem to get it done. Motion: Moved by Wimberly, seconded by Howdyshell, to forward the proposed priorities to the City Council as part of the 2011-2012 budget process. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, OAXACA, WIMBERLY NOES: NONE ABSENT: NONE - carried PUBLIC COMMENTS None COMMISSION BUSINESS Commissioner Fletcher commented that what used to be Loco Cantina is now Taco Hut. He said it is a nice restaurant with no emphasis on late night parties or alcohol. He said it just shows that in spite of the prior owner's comments (Loco Cantina) they may make it without all that. Chairman Munoz agreed and said that the Commission argued that they do not need the nonsense in order to succeed. ADJOURNMENT Motion: Moved by Oaxaca, seconded by Howdyshell, carried 5-0 to adjourn. The Planning Commission adjourned at 9:05 p.m. to a Pre-Application Review workshop held in the Rains Room.
