HomeMy WebLinkAbout2009/05/27 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting May 27, 2009 Chairman Fletcher called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:25 p.m. The meeting was held in the Council Chambers at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz, Ray Wimberly ABSENT: Pam Stewart STAFF PRESENT: Dan James, Senior Civil Engineer; Corkran Nicholson, Assistant Planning Director; Lois Schrader, Planning Commission Secretary; James Troyer, Planning Director; Jim Markman, City Attorney ANNOUNCEMENTS APPROVAL OF MINUTES Motion: Moved by Munoz, seconded by Howdyshell, carried 3-0-1-1 (Stewart absent), to approve the minutes of May 13, 2009. CONSENT CALENDAR A. RESOLUTION OF APPROVAL FOR ENVIRONMENTAL ASSESSMENT AND NON-CONSTRUCTION CONDITIONAL USE PERMIT DRC2009-00118 — BONNEY ARCHITECTS - A resolution of approval for the request to amend conditions of the original Conditional Use Permit DRC2005-00327 regarding overhead utilities, located at 8619 Baker Avenue - APN: 0207-132-53. Related File: Tree Removal Permit DRC2005- 00328. The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA Guidelines. The project originally qualified as a Class 32 exemption under State CEQA Guidelines Section 15332 that covers in-fill projects and this project will not have any significant changes to the original determination. B. RESOLUTION OF APPROVAL FOR VARIANCE DRC2009-00195—TRICKETT-A resolution of approval for the request to reduce the building-to-building separation from 20 feet to 15 feet in order to allow an existing 70-square foot storage structure that was built without a permit and is located within the Low Residential (L) District of the Etiwanda Specific Plan and is part of a single-family residential housing tract that was developed using the Optional Development Standards at 13755 Pelican Drive-APN: 0226-512-38. Staff has determined that the project is categorically exempt from requirements of the California Environmental Quality Act (CEQA) review and qualifies as a Class 5 exemption under State CEQA Guidelines Section 15305. The project consists of reducing the required building separation by 5-feet and will not result in any changes in land use, density or create a new lot. Motion: Moved by Munoz, seconded by Howdyshell, to adopt the Consent Calendar as presented. Motion carried by the following vote: AYES: FLETCHER, HOWDYSHELL, MUNOZ, WIMBERLY NOES: NONE ABSENT: STEWART - carried PUBLIC COMMENTS None COMMISSION BUSINESS/COMMENTS Vice Chairman Munoz offered kudos to staff for an excellent job and their hard work on the Community Fair held last Saturday. He said they were a little surprised with some of the input they received, but they heard the comments. Chairman Fletcher thanked staff as well. He commented that the resolution was right for the variance request; that when it is possible to help a homeowner over the regulatory hurdles, that is the proper action to take. • ADJOURNMENT Motion: Moved by Howdyshell, seconded by, Wimberly carried 4-0-1, to adjourn.
